Inició sus estudios de música a los tres años con su padre Roberto Guevara; a los siete ingresó al Conservatorio Nacional de Música de la Universidad Nacional de Colombia, donde estudió guitarra clásica con Ramiro Isaza; también allí estudió dirección coral, de orquesta e instrumentación con Gustavo Yépez y BIas Emilio Atehortúa. Se graduó en el Conservatorio Superior de Música del Liceo de Barcelona; en esta institución contó con la guía de Guillén Pérez-Quer.
En este concierto interpretó obras de Domenico Scarlatti, Mauro Giuliani, Juan Antonio Sánchez, Jesús Emilio González, José Antonio "Ñico" Rojas, Edwin Guevara, Egberto Gismonti, Antonio Lauro y Gentil Montaña

Witte was a Professor of Economics at the University of Wisconsin and Chairman of the Committee on Economic Security, which oversaw the drafting of the original Social Security Act. Witte is generally acknowledged as the principal author of the Social Security legislation as it went to Congress. In later years, he consulted on the National Labor Relations Act and continued to teach and supervise Ph.D. students
