    Summary: In the last few years, the newly opened Czech Arctic Scientific Infrastructure in Svalbard – Josef Svoboda Station – has closely collaborated with UiT – The Arctic University of Norway on very productive research related to climate change and the impact of the sea and land ice disappearance. Professor Josef Elster, the Head of the Czech station and a researcher in the diversity, ecology and ecophysiology of polar algae and cyanobacteria, and the glacial microbiologist Marie Šabacká and their team try to find the answer to questions concerning how the Arctic ecosystem responds to global warming and how global warming affects human activity. The results of their research can be used, for example, in the treatment and refinement of drinking and sewage water, the pharmaceutical industry and medicine, livestock nutrition including aquaculture and in the production of nutritional supplements for people. However, even the most exciting scientific information and results are not readily available to a non-professional audience. Interdisciplinarity and a suitable cultural framework can bring new life to the results of scientific research. If the presentation of science is interconnected with cultural disciplines such as literature, art, music or theatre, its account can be enriched and media interest can be increased. The scientific-cultural festivals AT HOME IN SVALBARD 2018 and ARCTIC FESTIVAL 2019 are just two good examples. The presentation of scientific research through culture is a very distinctive and innovative attempt. Moreover, the interest of the public can influence the stakeholders’ approach to providing and increasing finances for further scientific research

    Jon Elster et les conventions artistiques

    The author discusses Jon Ulster's proposals for approaching the interactions of rationality and social norms on the work in artistic activity. Elster examines conventions in the perspective of the theory of rational choice and using as a starting-point the notion of convention equilibrium, as opposed to social norm equilibrium. Ulster's originality lies in particular in the way he separates social norms and individual rationality on the one band, and social norms and precepts of collective cooperation on the other hand, thereby disconnecting art conventions from any social instrument .L'auteur analyse les propositions de Jon Elster pour penser l'interaction de la rationalité et des normes sociales à l'œuvre dans l'activité artistique. Les conventions sont examinées chez Elster dans le cadre de la théorie du choix rationnel et à partir de la notion d'équilibre de la convention distinguée de celle de norme sociale.     Multiparameter assessment of cell heterogeneity in Phormidium populations (Cyanobacteria) employing fluorescent dyes

    Bacterial populations display high heterogeneity in viability and physiological activity at the single-cell level, especially under stressful conditions. We demonstrate a novel staining protocol for multiparameter assessment of individual cells in physiologically heterogeneous populations of cyanobacteria. The protocol employs fluorescent probes, i.e., redox dye 5-cyano-2,3-ditolyl tetrazolium chloride, 'dead cell' nucleic acid stain SYTOX Green, and DNA-specific fluorochrome 4',6-diamidino-2-phenylindole, combined with microscopy image analysis. Our method allows simultaneous estimates of cellular respiration activity, membrane and nucleoid integrity, and allows the detection of photosynthetic pigments fluorescence along with morphological observations. The staining protocol has been adjusted for, both, laboratory and natural populations of the genus Phormidium (Oscillatoriales), and tested on 4 field-collected samples and 12 laboratory strains of cyanobacteria. Based on the mentioned cellular functions we suggest classification of cells in cyanobacterial populations into four categories: (i) active and intact; (ii) injured but active; (iii) metabolically inactive but intact; (iv) inactive and injured, or dead

    This paper tries to penetrate Jon Elster’s contribution to ratioanlity in the frame of the problem ofmeans and ends rationality. To treat rationality in Elster, we will study the imperfect rationality and its relation to weakness of will,and the development of precommitment strategies. We will also point out the role of Emotions, false beliefs and cognitive fallacies in the consideration of rationality. We Will show the difference that the author makes between the thin theory and the broad theory of rationality. Taking into account Hamlin’s distinction between means, beliefs, ends and extended rationality, we will explain the relation between his belief rationality and Elster’s broad theory

    In this paper Jon Elster presents a set of criteria of local justice that regulate dismissals. In situations where work is limited and companies adopt means of employment redundancy, the decision of dismissing certain workers —when this one tries not to be arbitrary— can be based on local criteria of fairness like merit, efficiency, age or other analysed in this work. So, after defining the concept of local justice and presenting some examples, the paper focuses on the importance of the work to organize and structure the life of people. Unemployment has serious consequences for the persons who suffer it and the author advises that it is necessary to subordinate dismissals to criteria of local justice.En este artículo se presentan una serie de criterios de justicia local para regular los despidos. En situaciones en las que el trabajo es escaso y las empresas adoptan medidas de regulación de empleo, la decisión de despedir a unos trabajadores o a otros se puede basar, cuando se intenta que no sea arbitraria, en criterios locales de equidad como el mérito, la eficacia, la edad u otros que se analizan en este trabajo. Así, tras definir el concepto de justicia local y presentar algunos ejemplos, el artículo se centra en la importancia del trabajo para organizar y estructurar la vida de la gente. Las graves consecuencias que tiene, por ello, el desempleo para quien lo sufre, aconseja que los despidos se sometan a criterios de justicia local
