Facing the current opportunities and challenges, this paper puts forward the direction of strengthening the construction of mine rescue from six aspects: implementing the responsibility of all parties, strengthening the construction of legal system, paying attention to the management of pre-plan, strengthening the construction of team, setting up the concept of emergency response and solving the technical and equipment problems
How to Write History: Problems in the Study of the “Seventeen-Year Literature” (1949–1966) in the Last Decade
No full textIn order to discuss the issue of classifying and categorizing history, this article takes the “Seventeen-Year Literature” as its subject of study. The author states that previous studies conducted on the “Seventeen-Year Literature” (1949–1966) should have been displayed on the following levels: the literary history of the Seventeen Years, the history of the Seventeen Years which was interpreted culturally in the 1980s, the literary history of the Seventeen Years produced in modern literature and the literary history of the Seventeen Years processed in Zai jiedu (A second interpretation). Therefore, the study of the “Seventeen-year Literature” has come forward in leaps and bounds and must not stagnate. Instead, it should take previous research findings and apply them retrospectively to the current structure of knowledge in the hopes of further development. Fixing the “Seventeen-Year Literature” not to a particular historical level, but to the dialogic context is an issue that scholars cannot avoid.</jats:p
Wise Management or Mismatch? Lessons from Japan
No full textAs a precious resource, wetlands support human life in various profound ways, either explicitly or implicitly. However, the values of wetlands have not been sufficiently recognized and greatly appreciated. Their management approaches are often sectoral, and wise use of wetlands is still more of a catchphrase than a well-used management practice. This paper presents a cross-sectoral case study for the evaluation of the primary management practices in a Ramsar-registered wetland in Japan. It employed a literature review, field and laboratory experiments, and a questionnaire survey as well for assessing the wetland conditions and identifying management problems. It revealed that the management of the wetland is still flood regulation–oriented, without sufficient consideration of bird habitats, and the water level drawdown operation for Lake Yanaka inside the wetland may lead to mass fish deaths. Furthermore, the reed burning practice is effective in maintaining the plant structure in the wetland but controversial from different perspectives. Moreover, the questionnaire survey results indicated that the public were not well informed of the wetland conditions and not convinced of the appropriateness of reed burning. Based on these findings, it was concluded that the registration under the Ramsar Convention did not lead to new strategies for the conservation and wise use of the wetland
