From Jeremy Bentham to Peter Singer
Introduction In this paper I would like to compare two forms of utilitarianism: the late eighteenth-century doctrine systematized by Jeremy Bentham (1748-1832) and the philosophy advocated by its most visible contemporary proponent, Peter Singer (1946- ). Here is how the latter introduces the former in the headword “Ethics” of the Encyclopaedia Britannica: […] Jeremy Bentham (1748–1832) is properly considered the father of modern Utilitarianism. Towards Probabilistic Program Slicing
This paper outlines the concept of probabilistic program slicing. Whereas conventional slicing removes statements that cannot affect the slicing criterion, probabilistic slicing also removes statements that are unlikely to affect the criterion. The paper presents a simple example before describing some algorithmic concerns. Then three motivating applications are described. Finally it highlights existing work that may be built upon, and future work that needs immediate attention if this idea is to succeed.

The Norcroft Compiler at Arm
In the mid 1980 s, a ‘couple of academics wearing startupcompany hats’ were developing a retargetable C compiler. The most prolific target for this compiler was the ARM processor, a novel RISC architecture initially designed by Acorn and subsequently developed by Arm with input from its partners. In this paper, we will review 1980 s compiler technology and see how the Norcroft compiler significantly a dvanced the state of the art, particularly highlighting the friendly error messages, f lexible intermediate representation and graph-colouring register allocation. We will review the reach and legacy of the Norcroft compiler over the past four decades

The Singer or the Song? Developments in Performers' Rights from the Perspective of a Cultural Economist
Over the last century, performers gradually acquired statutory protection of their economic and moral
rights. These rights are not copyright in the legal sense but neighboring rights and until recently, they
were mainly remuneration rights that are collectively administered. With the WPPT (WIPO
Performers and Phonograms Treaty), performers now have individual exclusive rights for digital
performances; this leads to the question: what has motivated this change – is it a change in the
perception of the value of performer or a change brought about by the changing technology of copying or,
indeed, a change that reflects different economic costs and benefits? The paper discusses the role of
copyright law as an incentive to performers and asks if the economic role of the performer is so different
from that of the author. The conclusion is that a complex interaction of the legal regulations, economic
conditions and institutional arrangements for administering these new rights will determine the outcome
