Youth Participation in Medvode Municipality
Magistrska naloga predstavlja temo participacije mladih v občini Medvode. V teoretičnih
izhodiščih najprej opredeliva pojma mladost in mladi, ki ju nadalje umestiva še v sociokulturni
kontekst. K temu dodava tudi ključna spoznanja o mladosti danes. Nadaljujeva z opredelitvijo
participacije mladih, ki naju vodi do aktivnega državljanstva in njegovih dimenzij. Predstaviva
pomemben dokument – Konvencijo o otrokovih pravicah – ter različne modele participacije
otrok in mladih. Nato opredeliva pozitivne učinke participacije, koncept opolnomočenja, zraven
pa izpostaviva še ovire in izzive, ki se pojavljajo ob temi participacije mladih. V naslednjem
teoretičnem sklopu se iz širšega pomikava k ožjemu: najprej predstaviva mladinsko politiko ter
dokumente in strategije, ki tematiko urejajo na evropski ravni. Nato nadaljujeva z dokumenti
in mehanizmi mladinske politike na državni ravni, poglavje pa zaključiva z raziskovanjem
participacije na lokalni ravni, natančneje v občini Medvode. Teoretični del zaključiva z
naborom metod za vključevanje mladih in s primeri dobrih praks.
V empiričnem delu sva s hitro oceno stanja raziskovala, kakšno je dejansko stanje participacije
mladih v občini Medvode. Osredotočila sva se predvsem na naslednje teme: sodelovanje v
skupnosti, motivacija za sodelovanje v skupnosti, potrebe mladih v skupnosti, ideje in želje
mladih, perspektive pomembnih akterjev, dejansko stanje. Za raziskovanje sva z namenom
pridobivanja čim širšega spektra podatkov uporabila več različnih tehnik: delno strukturirane
intervjuje, anketni vprašalnik, fokusni skupini ter opazovalne liste za dogodke. Analizirala sva
tudi obstoječe občinske dokumente, kot so npr. občinski proračuni, pozivi za sofinanciranje in
prostorski načrt. Vzorec skupaj zajema 114 ljudi ter 8 opazovanih dogodkov.
Rezultati raziskave ponujajo vpogled v trenuten položaj mladih v občini Medvode. Pomembni
akterji (občina, svetniki, mladinski center) si želijo še bolj aktivnega sodelovanja mladih v
skupnosti, čeprav nekateri poudarjajo, da situacija trenutno ni tako slaba. Mlade vidijo kot
pomembne akterje skupnosti in so jim pripravljeni stopiti naproti, a ob tem pričakujejo njihovo
samoiniciativnost. Ob tem je med mladimi opaziti pripravljenost in začetno vnemo za
sodelovanje, ki pa se zaradi nepovezanosti v skupnosti ter pomanjkanja informacij in veščin
pogosto izgubi. Kot ključno težavo so vsi udeleženci izpostavili pomanjkanje informacij in
neučinkovite načine komuniciranja. Bližina večjih mest in bolj raznolika ponudba aktivnosti je
prav tako eden od razlogov za manjšo participacijo v domačem mestu. Mladi ob tem
izpostavljajo, da bi se – v primeru zanimivih dogodkov – udeleževali tudi aktivnosti v občini
Medvode.
Z raziskovanjem tematike mladih v občini Medvode želiva pokazati, da smo socialni pedagogi
predvsem zaradi raznolikega znanja, kompetenc ter naravnanosti k sodelovalnemu pristopu
primeren člen za povezovanje in razumevanje različnih akterjev znotraj skupnosti in da za
zaposlovanje obstaja še veliko priložnosti (npr. mladinsko ulično delo, uvajanje particiaptornih
praks prek različnih projektov, ustanavljanje nevladnih organizacij).The master’s thesis addresses the topic of youth participation in the municipality of Medvode.
In the theoretical framework, we first define the concepts of youth and young people, placing
them within the socio-cultural context. Additionally, we include key insights into contemporary
youth. Moving forward, we define youth participation, which leads us to the concept of active
citizenship and its dimensions. We introduce an important document - The Convention on the
Rights of the Child - along with various models of children and youth participation.
Subsequently, we define the positive effects of participation and the concept of empowerment,
and we also highlight barriers and challenges associated with youth participation. In the
following theoretical section, we transition from the broader context to a narrower one: first,
we present youth policy, documents, and strategies governing the theme at the European level.
Then, we proceed with documents and mechanisms of national youth policy, concluding the
chapter by examining participation at the local level, specifically in the municipality of
Medvode. We wrap up the theoretical part by presenting a range of methods for youth inclusion
and providing examples of good practices.
In the empirical section, we conducted a rapid assessment to explore the actual state of youth
participation in the municipality of Medvode. We focused on the following topics: community
involvement, motivation for community involvement, youth needs within the community, youth
ideas and desires, perspectives of key actors, and the current state. To gather a comprehensive
range of data, we employed various techniques, including semi-structured interviews,
questionnaires, focus groups, and observation lists for events. Additionally, we analyzed
existing municipal documents such as budgets, calls for co-financing, and spatial plans. The
sample encompassed 118 individuals and 8 observed events.
The research results offer insights into the current situation of youth in the municipality of
Medvode. Key stakeholders (municipality, councilors, youth center) aspire to even greater
youth participation in the community, although some emphasize that the current situation is not
dire. They perceive the youth as important contributors to the community and are willing to
help them, but in return expect self-initiative from them. While the youth are ready to engage
and take initiative, they often lose initial enthusiasm due to a lack of community cohesion,
information, and skills. All participants identified the lack of information and ineffective
communication methods as a critical issue. Proximity to larger cities and a more diverse range
of activities also contribute to lower participation rates in the hometown. Moreover, the youth
highlight that they would participate in activities in the municipality of Medvode, especially in
the case of interesting events.
By exploring the topic of young people in the municipality of Medvode, we want to show that
social pedagogues are a suitable link for connecting and understanding different actors within
the community, especially due to our diverse knowledge, competences and cooperative
approach, and that there are many opportunities for employmet (e.g. youth street work,
introducing participatory practices through different projects, setting up NGOs)

We restrict ourselves only on interval censoring case 1. We show how to apply uniform deconvolution model in estimating the probability distribution characteristics in the interval censoring case 1. Moreover we derive limit distributions of the estimators of mean and variance. Then we compare these estimators to the asymptotically efficient estimators based on the nonparametric maximum likelihood estimation by simulation studies under some certain distributions of the random variables.
DEVELOPMENT OF CONTENT ON DEMAND SYSTEM ON XBMC PLATFORM
V diplomski nalogi predstavljamo razvoj sistema vsebin na zahtevo na XBMC platformi. V nalogi predstavimo infrastrukturo sistema IPTV, pripadajoče storitve ter module sistema. Za sistem UMB-SmartTV smo razvili tudi nov XBMC vtičnik za pregled lastnih vsebin. Vtičnik omogoča pregled in predvajanje različnih vsebin na sistemu UMB SmartTV, ki jih lahko uporabnik dodaja v bazo sistema. Podatke o vsebinah je mogoče pregledovati glede na želene kategorije: žanr, leto nastanka, režiser, igralci, avtor itd. Poudarek pri razvoju sistema smo namenili čim hitrejšemu iskanju vsebin, kar smo dosegli tudi z razvrščanjem vsebin v kategorije.The purpose of the diploma thesis is to introduce the development of a Content-on-Demand system on the XBMC platform. The thesis deals with the architecture of the IPTV system, the services that are delivered through this system and its modules. Furthermore we have developed a new XBMC plugin for the content review for the UMB-SmartTV system. The plugin allows the user to view and play various contents that can be added to the system’s database on the UMB-SmartTV system. The user is able to review the information about the content by selecting between different categories like genre, director, actors, author etc. The main goal was to develop a system that provides fast search for specific content and the classification of the content into categories that can help us to access it

Implementujeme dve metódy - iteratívnu a progresívnu, ktoré vychádzajú z rovnakého princípu: použiť vývojové stromy, pomocou ktorých zostavíme zarovnanie. Cieľom práce je porovnať jednotlivé metódy pre zarovnanie a zistiť, kedy je ich vhodné použiť a tiež nájsť parametre, pomocou ktorých dosiahneme najlepšie výsledky zarovnania. Our aim is to compare the methods and their parameters for creating best alignments and to find out, when to use which methods. Cieľom práce je vyvinúť aplikáciu, ktorá umožní užívateľovi prehrať zvukový súbor a v reálnom čase na prehrávaný obsah aplikovať zvolené efekty. Každá zmena v nastavení efektov sa tak ihneď prejaví na výslednom zvuku a užívateľ ju môže okamžite posúdiť. Konkrétne nastavenie môže užívateľ aplikovať na celý vstupný súbor a tento výsledok uložiť. Súčasťou aplikácie je tiež implementácia vybraných efektov. V texte práce sa potom zameriavame na postupy, ktoré sú použité pri implementovaní týchto efektov. All changes in effects' settings are imidiatelly transformed into the hearable results. Certain settings can be applied on the whole file and the results afterwards exported to the file. De ratione studii: Educational vision of Erasmus of Rotterdam
Erazem Rotterdamski je kot ena izmed vodilnih osebnosti renesančnega humanizma napisal več vplivnih del s področja vzgoje in izobraževanja. V njih je predstavil svoja stališča o tem, kako je treba zastaviti vzgojo in pouk, da bi bili učenci deležni karseda kakovostne izobrazbe. Ta temelji predvsem na pridobivanju spretnosti v izražanju v klasičnih jezikih ter na branju antične literature, s pomočjo katere se učencu izoblikuje kreposten značaj. V svojih delih Erazem veliko pozornosti posveča pravilni usposobljenosti učitelja, ki mora biti vsestransko razgledan in načitan, pomembna pa je tudi njegova osebnost, saj mu mora biti učenec naklonjen, da učenje poteka čim učinkoviteje. Erazem se v svojih nasvetih zgleduje predvsem po antičnih in renesančnih piscih, saj meni, da je v obdobju srednjega veka kakovost izobraževanja upadla. Pričujoče magistrsko delo vsebuje tudi prevod Erazmovega priročnika za učitelje, naslovljenega O metodi pouka, v katerem povzema svoja stališča glede različnih vidikov izobraževanja.Erasmus of Rotterdam is one of the leading figures of the Renaissance humanism. He wrote several influential works concerning upbringing and education. They contain his views about the correct forms of raising and teaching children that are necessary for obtaining optimal education. It should be based on acquiring an advanced knowledge of classical languages and on reading classical, which helps to form a child\u27s character. In his works Erasmus often focuses on the optimal qualifications of a teacher, who needs to be well-read in a wide spectre of different disciplines. He needs to have a pleasant personality, so the children will be fond of him and the learning will be as efficient as possible. In his writings on education Erasmus follows the examples of writers from antiquity and renaissance, as he considers the education of the middle ages to be of inferior quality. An overview of communication methods between elements of electrical installations for smart building lighting
Diplomsko delo obravnava razvoj sistema DALI (Digital Addressable Lighting Interface) od
njegove začetne različice DALI-1 do naprednejše različice DALI-2, pri čemer se osredotoča na
izboljšave pri komunikaciji in krmiljenju senzorjev znotraj teh sistemov. V delu so natančno
predstavljene prednosti in slabosti protokola DALI v primerjavi z drugimi sodobnimi krmilnimi
sistemi, pri čemer so izpostavljene specifične značilnosti, zaradi katerih je DALI v nekaterih
primerih bolj ali manj primeren za uporabo v pametnih zgradbah in industriji.
Poseben poudarek je namenjen komponentam, ki sestavljajo sistem DALI, vključno s
krmilniki, svetili, senzorji in drugimi napravami, ki omogočajo učinkovito delovanje celotnega
omrežja. Obravnavan je tudi proces integracije teh komponent v centralni nadzorni sistem
(CNS), pri čemer so analizirani ključni vidiki, kot so načrtovanje sistema, povezovanje naprav,
konfiguracija komunikacijskih poti in optimizacija delovanja. Prikazan je tudi praktični projekt,
ki služi kot primer vzpostavitve sistema DALI v realnem okolju, kjer je korak za korakom
opisana celotna implementacija od načrtovanja do končne integracije.
V delu so obravnavani tudi izzivi, ki se pojavijo pri komunikaciji med različnimi krmilniki,
še posebej v primerih, ko se uporablja več mastrov v enem sistemu. Predstavljene so možne
težave in rešitve, s katerimi se lahko srečujemo pri uporabi sistemov z več mastri, v primerjavi
s tistimi, kjer je le en master. Na podlagi teoretičnih raziskav in praktične izvedbe so v zaključku
podani predlogi za optimizacijo delovanja sistema DALI ter izboljšave, ki jih prinaša prehod z
DALI-1 na DALI-2, zlasti na področju večje združljivosti, izboljšanega krmiljenja in
natančnejše komunikacije med napravami.The thesis discusses the development of the DALI (Digital Addressable Lighting Interface)
system, from its initial version, DALI-1, to the more advanced version, DALI-2, focusing on
improvements in communication and sensor control within these systems. The work presents a
detailed comparison of the advantages and disadvantages of the DALI protocol compared to
other modern control systems, highlighting specific features that make DALI suitable for use
in smart buildings and industry in certain cases.
Special emphasis is placed on the components that make up the DALI system, including
controllers, lighting fixtures, sensors, and other devices that enable efficient network operation.
The process of integrating these components into a central control system (CNS) is also
addressed, analyzing key aspects such as system design, device connection, communication
path configuration, and performance optimization. A practical project is presented, serving as
an example of establishing a DALI system in a real environment, where the entire
implementation is described step by step, from planning to final integration.
The thesis also discusses the challenges that arise in communication between different
controllers, especially in cases where multiple masters are used in one system. It outlines
possible issues and solutions that may be encountered when using such multi-master systems,
compared to systems where only one master is present. Based on theoretical research and
practical implementation, the conclusion offers suggestions for optimizing the performance of
the DALI system and the improvements brought by the transition from DALI-1 to DALI-2,
particularly in terms of greater compatibility, improved control, and more precise
communication between devices
Consumption of electrical energy for public lighting in Slovenian municipalities in 2014
Zaradi škodljivih posledic delovanja svetlobnega onesnaževanja na okolje in človeka, je vlada Republike Slovenije leta 2007 sprejela Uredbo o mejnih vrednostih svetlobnega onesnaževanja okolja. Uredba zajema vse ključne probleme svetlobnega onesnaževanja okolja, vendar so zaradi hitrega sprejetja in nesodelovanja stroke pri njenem nastanku nekatere stvari v praksi neuporabne.
Diplomska naloga vsebuje analizo podatkov porabe električne energije za javno razsvetljavo v slovenskih občinah v letu 2014. Podatke sem pridobil osebno od vsake občine posebej in iz načrtov razsvetljave, katere zahteva 21. člen Uredbe o mejnih vrednostih svetlobnega onesnaženja okolja. Z uporabo podatkov o porabi električne energije za javno razsvetljavo sem izvedel tudi primerjavo kriterijev učinkovitosti javne razsvetljave. Najbolj pogosto uporabljeni kriteriji učinkovitosti so: poraba električne energije na prebivalca, poraba električne energije na kilometer osvetljene ceste in poraba električne energije na površino osvetljene javne površine. Pregledal sem tudi osvetljenost fasad in kulturnih spomenikov, ter porabo električne energije na svetilko. Podatke sem primerjali tudi z nekaterimi raziskavami iz prejšnjih let. Analiza podatkov je pokazala, da se poraba električne energije v večini slovenskih občin iz leta v leto zmanjšuje, kar lahko pripišemo Uredbi o mejnih vrednostih svetlobnega onesnaževanja okolja.Due to the harmful effects of lighting pollution on environment and humans, the Government of Republic of Slovenia in 2007 accepted the Decree on limit values due to light pollution. The Decree covers all the key problems of light pollution, but due to rapid acceptance and non cooperation of profession some things are useless in practice.
The project presents an overview of electrical energy consumption of public lighting in Slovenian municipalities in 2014. Data ware acquired personally, from each municipality and from lighting designs, which are required by the 21. article of the Decree on limit values due to light pollution. Using data of energy consumption of public lighting the comparison of energy consumption, per resident, per kilometre of lighted road, per area of lighted public surface, per lighted facade or cultural monument and energy consumption on street lamp was made. Data analysis showed that the energy consumption in majority of Slovenian municipalities is reducing from year to year, as a result of the Decree on limit values due to light pollution

Framework for geolocation-based Android applications using Linked Data
Title: Framework for geolocation-based Android applications using Linked Data Author: Bc. Matej Snoha The aim of this thesis is to design and implement a framework for geolo- cation based mobile applications using Linked Data. Introduced are Linked Data technologies in the context of mobile application develop- ment, data modeling, and geographical queries. This work follows the software development lifecycle from requirement gathering, software analysis, design of the application framework and its individual compo- nents, up to the implementation of required functionality and subsequent deployment and evaluation of the functional application framework. The resulting implementation of the framework consists of a mobile applica- tion that displays nearby places from Linked Data datasets on a map and a cloud service with a repository of required definitions. It serves to demonstrate functionality of the theoretical part of the work in real-life scenarios
