    Wrestling with Japanese Tribalism Emerging Collaborative Opportunities For India and Japan

    Japanese firms, with their strong technology base and high domestic factor costs, have the potential of teaming with India, with its more basic infrastructure and eight times the population. Japan's poorly-performing excess capital could fuel India's strongly-developing middle class and robust entrepreneurialism. Especially promising are collaborative information technology projects. What stands in the way of a greatly expanded relationship? Much of the blockage stems from Japan's insularism, an impetus here labeled tribalism. A hopeful dimension is that this tribalism can be clearly defined as archaic, recognized as detrimental, and then toned-down. Further points for development include an active campaign to encourage diversity in Japan, teaming up to provide alternatives to investment in neighboring China, and agitating for representation on the UN Security Council.     Does Japan import less than it should?

    Japan's continuing large current account surpluses have promoted a series of investigators to examine the volume and the structure of the goods that Japan imports. The usual charge is that Japan's level of manufactured imports is too low and that it is low because Japan has erected a wall of trade barriers that limits access by foreign suppliers of manufactured goods. Recent studies have looked at this question to see if Japan's overall imports are lower than they should be, and specifically if Japan imports fewer manufactures than other industrial countries. This paper presents a review of the econometric literature and these give diverse results. Additionally, if Japan does import a lower volume of manufactures, why is that so? Is it because of trade and tariff barriers, the Japanese marketing system, or the tastes of Japanese consumers?     To create this dataset we collected the directorship data of the 200 largest nonfinancial firms and the 50 largest financial firms, in terms of total assets, for the years 1911, 1928, 1937, 1957, 1973, 1982, 1992, 1998 and 2009. In order to obtain the asset data and information on directors and auditors for pre-war Japan, we used a series of company directories compiled by a major securities company, Osakaya Shoten (Kabushiki Nenkan ). Because this source focuses on those companies with shares actively traded on the stock market, we supplemented the data for companies with closed ownership, such as the companies affiliated to major zaibatsu, with other sources, including Ginko Kaisha Yoroku by Tokyo Koshinjo, a credit bureau. With respect to the post-war period, the principal data source is a series of handbooks on the so-called keiretsu business groups by Toyo Keizai Shinposha (Kigyo Keiretsu Soran). As this source only covers the period from 1972 to 1999, we obtained the data for 1957 from Jojogaisha Soran by the Tokyo Stock Exchange, while the data for 2009 were collected from the annual reports of individual companies. Using the dataset constructed from those sources, we identify the 200 largest non-financial firms and the 50 largest financial firms, in terms of total assets, for the aforementioned benchmark years. Then, for these firms, we construct a database of directors and auditors in order to explore the features and evolutions of Japanese corporate networks
