A Short Play on the Idea of Laffer Curve in Transition Economies
Very strong emotions have accompanied the idea of the Laffer Curve from the very beginning. This simple analysis does not try to solve the discussion. The author has constructed the (TBI-Tax Burden Index), a special measure of taxes. The special feature of this measure is that it tries to take into account both tax rates and tax ceilings while measuring the average taxation. The ensuing analysis gives us some evidence of the presence of some kind of the Laffer-like relationship in countries analysed. It shows that the Laffer Curve for these three countries can be bell shaped. On the other hand this relationship does not seem to play an important role in determining budget revenues in these countries. It seems that differences in revenues among countries are more the result of other factors specific to each country. Therefore, even if the main objective of a government is to maximize revenues, it should not pay to much attention to this issue, it would do much better trying to make tax system as simple as possible, minimizing both incentives and possibilities for tax evasion and tax avoidance.Laffer Curve, transition economies
The manuscripts of Józef Muczkowski in the collection of nineteenth-century autographs once owned by Cyprian Walewski
The aim of this article is to sketch a portrait of Józef Muczkowski, who was a historian, a
collector and also director of the Jagiellonian Library. It begins with a short account of the lives of Cyprian Walewski and Kazimierz Władysław Wójcicki and on their relations with Józef Muczkowski. It also presents Muczkowski’s manuscripts, which are part of Cyprian Walewski’s nineteenth-century collection of manuscripts held by the Library of the Polish Academy of Sciences in Cracow. Among these manuscripts are five of Muczkowski’s handwritten letters, his autobiography with a list of publications, one letter written by Józef’s son Stephan Muczkowski and also Józef Muczkowski’s printed obituary notice. The author of the article has employed two methodologies, the first of which – being analytical and critical – shows the purpose and originality of the research, while the second – being historical – allows us to determine the accuracy and authenticity of the source itself
Manuscripts related to Jan Matejko in the Scientific Library of the PAAS and PAS collection
Due to the 185th anniversary of Jan Matejko’s birth and 130th of his death, to appreciate his artistic work as well as patriotic and social activity, the Senat of the Republic of Poland in its resolution of 16 November 2022 announced the year 2023 the Year of Jan Matejko. The celebrations of the Year of Jan Matejko create a perfect opportunity for an overview and familiarisation with keepsakes related to the Cracovian painter kept in the manuscripts collection of the Scientific Library of the PAAS and the PAS in Krakow. Among the most precious ones are the painter’s sketches from the album titled The Dead and Alive by a romantic poet Teofil Lenartowicz as well as letters written by Jan Matejko: three to the editorial board of “Kłosy” weekly magazine included in the collection of autographs gathered by Cyprian Walewski and two included in Stanisław Tomkowicz’s correspondence, related to artistic activity, financial matters as well as the artist’s health issues. Among various manuscripts there are some materials related to Jan Matejko’s life and arts, as well as those commemorating and critically analysing his life and activity, such as a manuscript of Jan Matejko’s artistic biography written by Stanisław Witkiewicz. A query revealed also numerous photographs showing the artist, some with his hand-written dedications. Thanks to the popularity of Jan Matejko’s paintings, the manuscripts collection includes also a great deal of replicas of his most famous but also some unique works printed on postcards, photographs and newspaper clips. The discovered materials do not form a coherent collection but through their diversity they can be considered an interesting source for the research on Jan Matejko’s life and work as well as on the perception of his paintings among his contemporaries and following generations
Mantle cell lymphoma in patients non-eligible for high-dose chemotherapy
Mantle cell lymphoma typically occurs at the age of 65 or more, is usually a generalized neoplasm of B-cell origin involving lymph nodes, bone marrow, blood, and gastrointestinal tract. Initially, it is reasonably well responsive to treatment but relapses uniformly follow with increasing resistance to subsequent treatments. A diagnosis requires histopathologic examination by experienced hemato-pathologist, immunohistochemistry, and in cases of atypical morphology or immunophenotype – FISH and flow cytomtery. A clinical course is heterogenous due to variable sites of involvement, rate of disease progression, and a burden of comorbidities in individual patient. The optimal treatment is a combination of anti-CD20 antibody and chemotherapy that needs to be tailored to the patient's particular health conditions. Rational choices include R-CHOP, bendamustine, and chlorambucil. If complete or partial remission is achieved, maintenance rituximab may prolong remission duration significantly. In rare cases of limited disease, involved field radiotherapy may result in long-term remissions. At relapse, treatment should be guided by symptoms or complications and aimed at the best possible quality of life. The optimal option would be a clinical trial of a new agent
