    Today’s guest is Mary Helen McSweeney-Feld. Mary Helen is an associate professor at Towson University in the Department of Health Sciences. Mary Helen is the author of one of the leading textbooks in the field of long-term care, Dimensions of Long-Term Care: An Introduction, and is a recognized leader in long-term care education nationally. In this podcast I talk with Mary Helen about her journey from an early interest in political science and international affairs to discovering the nascent field of health economics in the 80’s, and her transition to an interest in long-term care as a result of having to care for both her father and father-in-law when they suffered from debilitating terminal illnesses. Mary Helen makes a passionate case for long-term care, pointing out the economic opportunities for entrepreneurs, as well as young people looking for a meaningful and well compensated career.     Creative destruction and fiscal institutions: a long-run case study of three regions

    We analyze the rise and decline of the steel and mining industries in the regions of Saarland, Lorraine and Luxembourg. Our main focus is on the period of structural decline in these industries after the second world war. Differences in the institutional framework of these regions are exploited to analyze the way in which the broader fiscal constitution sets incentives for governments either to obstruct or to encourage structural change in the private sector. Our main result is that fiscal autonomy of a region subjected to structural change in its private sector is associated with a relatively faster decline of employment in the sectors affected. Contrary to the political lore, fiscal transfers appear not to be used to speed up the destruction of old sectors, but rather to stabilize them

    Full-stack quantum computing systems in the NISQ era: Algorithm-driven and hardware-aware compilation techniques

    The progress in developing quantum hardware with functional quantum processors integrating tens of noisy qubits, together with the availability of near-term quantum algorithms has led to the release of the first quantum computers. These quantum computing systems already integrate different software and hardware components of the so-called “full-stack”, bridging quantum applications to quantum devices. In this paper, we will provide an overview on current full-stack quantum computing systems. We will emphasize the need for tight co-design among adjacent layers as well as vertical cross-layer design to extract the most from noisy intermediate-scale quantum (NISQ) processors which are both error-prone and severely constrained in resources.     Violent Youth and Public Policy: A Case Study of Juvenile Justice Law Reform

    The purpose of this article by Feld was to examine the work of Minnesota\u27s Juvenile Justice Task Force of 1994 in light of policy, case law, and prior task force recommendations. The author, a member and co-chair of the Task Force, analyzed revisions in the Minnesota juvenile justice adjudicatory system as it converged juvenile and criminal court adjudication procedures and philosophy. Ultimately, the recommendations of the Task Force were presented and accepted by the Minnesota legislature, and subsequently included Minnesota\u27s 1994 Juvenile Crime Bill
