The political decision to replace FM radio with DAB radio between 2010 and 2015 was made in year 2000. This thesis examines and evaluates the circumstances around and the consequences of this decision. In our effort to cover these issues we have chosen the following question as the guideline of the thesis: Why has Denmark decided for the DAB-radio system and what consequences does this decision have for the listeners, the society and radio as a media? The title of this Master thesis “DAB a runaway train – a survey of digital radio in Denmark” reflects the dubious circumstances under which Digital Audio Broadcasting has been introduced to Danish society. Transcripts from parliament debates, reports and hearings about digital radio, shows that there has been no direction or ambition in the decision making process and furthermore that there has been a lack of public debate about advantages, disadvantages and intentions for this new radio broadcasting technology. We conclude, that DAB has been approved in parliament because of a “digital pressure” that is a direct consequence of a fear from falling behind at a time when other countries in Europe were looking at DAB as a future radio solution. We argue that this digital pressure springs from a widespread mindset dominated by technological determinism among the relevant decision makers, and we suggest that a more critical and less deterministic perception of technology is necessary. In order to understand how DAB influences listeners and society we have carried out an empirical study of the DAB radio listeners. The purpose of the study was to explore the use of DAB radio and the experiences of the DAB radio listeners. The study consisted of an online survey, several individual in- depth interviews and a focus group. One main result from the survey was that the listeners are satisfied with the sound quality. On the other hand, the listeners are very dissatisfied with the content which is transmitted on the new DAB channels, and they find the editorial editing insufficient. The main new feature of the DAB receiver – the information screen – is not very well received by the listeners either. This is due to the fact that radio is a non visual media, which implies that the listener prefers to keep eyes and hands free to do other work while listening. Our opinion is that digitisation serves no purpose in itself. Digitisation of the radio carries no advantages unless there is a clear intention about what to transmit on the new channels.Towards the end of the thesis we analyse the empirical data and discuss whether the DAB-channels can satisfy the requirements of the public service contract that the national Danish broadcasting corporation (DR) is obliged to adhere to. Our conclusion is that the DAB project is completed with a lack of political guidance, sufficient resources and without thorough editorial planning. In other words, DAB does not comply with the Danish public service requirements for quality. The political decision to replace FM radio with DAB radio between 2010 and 2015 was made in year 2000. Polak-snak - debatten om den polske håndværker i Danmark: The media debate on the Polish carpenter in Denmark
In this project I have tried to ’measure’ the discourse in the Danish media debate of the Polish carpenters that have worked in Denmark since 1st of May 2004 when the new member countries from Eastern- and Central Europe joined the EU. The method has been to investigate a great number and various types of media texts dealing with this theme. The text analysis is based on a pragmatic approach combining different text analysis tools and theories. ’Text’ is understood in a very broad sense; thus the selection of texts span from news paper and online articles, adds and photos, to audio-visual material, television news, and a demonstration! However, the purpose of the analysis is not the media debate itself. It should rather be seen as a necessary part of this project’s ambition to influence the debate in another direction – with a television programme. The aim was not to produce the TV programme, but to develop a detailed concept for it. The target group for the TV concept was Danish National Broadcast (Danmarks Radio). The criteria for the concept was to avoid reproducing the ’discourse on Polish workers in Denmark’. Thus the extensive research and analysis that has been done is to been seen as a tool and apparatus for creating a tv program (a media text) that offers another view and understanding of the conflict between Polish carpenters and the Danish carpenters/unions. Many indicators show that this has been succeeded. The professional evaluation of the concept by two excutives from Danish National Broadcast show the following: the concept is very well-written, researched, and the contacts to potential partners that have been established are valuable. However, that lack of considerations on production costs and logistics weakens the concept. More importantly, the use of (too many) various TV formats makes the concept unfocused. In order for Danish National Broadcast to buy it, the concept needs to undergo further development. Though the TV concept succeeded in offering another discourse, the task to influence the media debate is still difficult. The text analysis shows that most texts suggest a negative view and understanding of the Polish workers in a Danish context. This is partly to do with a former debate in the Danish media in 1893-1930 that, like today, focused on the Polish workers without proportions concerning their numbers and influence. The ’old’ view of the Polish is still deeply rooted in the Danish mentality when looking at today’s media debate. A side-effect of this debate is, however, the discussion of our own problems with Danish carpenters, and our own labor market, in general. In this project I have tried to ’measure’ the discourse in the Danish media debate of the Polish carpenters that have worked in Denmark since 1st of May 2004 when the new member countries from Eastern- and Central Europe joined the EU.
