Preference programming and inconsistent interval matrices
The problem of derivation of the weights of altematives from pairwise comparison matrices is long standing. In this paper,Lexicographic Goal Programming (LGP) has been used to find out weights from pairwise inconsistent interval judgment matrices. A number of properties and advantages of LGP as a weight determination technique have been explored. An algorithm for identification and modification of inconsistent bounds is also provided. The proposed technique has been illustrated by means of numerical examples.Analytic hierarchy process; Interval judgment; Preferente programming

Nrf2 deficiency influences susceptibility to steroid resistance via HDAC2 reduction
Abnormal lung inflammation and oxidant burden are associated with a significant reduction in histone deacetylase 2 (HDAC2) abundance and steroid resistance. We hypothesized that Nrf2 regulates steroid sensitivity via HDAC2 in response to inflammation in mouse lung. Furthermore, HDAC2 deficiency leads to steroid resistance in attenuating lung inflammatory response, which may be due to oxidant/antioxidant imbalance. Loss of antioxidant transcription factor Nrf2 resulted in decreased HDAC2 level in lung, and increased inflammatory lung response which was not reversed by steroid. Thus, steroid resistance or inability of steroids to control lung inflammatory response is dependent on Nrf2-HDAC2 axis. These findings have implications in steroid resistance, particularly during the conditions of oxidative stress when the lungs are more susceptible to inflammatory response, which is seen in patients with chronic obstructive pulmonary disease, asthma, rheumatoid arthritis, and inflammatory bowel disease
An absolute index (Ab-index) to measure a researcher's useful contributions and productivity.
Bibliographic analysis has been a very powerful tool in evaluating the effective contributions of a researcher and determining his/her future research potential. The lack of an absolute quantification of the author's scientific contributions by the existing measurement system hampers the decision-making process. In this paper, a new metric system, Absolute index (Ab-index), has been proposed that allows a more objective comparison of the contributions of a researcher. The Ab-index takes into account the impact of research findings while keeping in mind the physical and intellectual contributions of the author(s) in accomplishing the task. The Ab-index and h-index were calculated for 10 highly cited geneticists and molecular biologist and 10 young researchers of biological sciences and compared for their relationship to the researchers input as a primary author. This is the first report of a measuring method clarifying the contributions of the first author, corresponding author, and other co-authors and the sharing of credit in a logical ratio. A java application has been developed for the easy calculation of the Ab-index. It can be used as a yardstick for comparing the credibility of different scientists competing for the same resources while the Productivity index (Pr-index), which is the rate of change in the Ab-index per year, can be used for comparing scientists of different age groups. The Ab-index has clear advantage over other popular metric systems in comparing scientific credibility of young scientists. The sum of the Ab-indices earned by individual researchers of an institute per year can be referred to as Pr-index of the institute
Design and Analysis of a framework for Dynamic Selection of TCP Congestion Control Algorithms
Introduction of new, more advanced services to the networking paradigm has led to an increased heterogeneity of media types and network traffic. Although several transport protocols have been developed over the years to cater to the Quality-of-Service requirements of these network services, the dynamic nature of the network condition is a variable that creates a hindrance in the mapping of an efficient transport protocol to a network service.Dynamic Protocol Selection can serve as a potential solution for this by applying innovative techniques to adaptively select among pre-existing transport protocols during run-time, thus catering to these requirements dynamically. Although the concept has been proven to be beneficial, there are certain research gaps that are yet to be addressed. In this thesis, we attempt to take a step forward to address a few of these research gaps. As a result, we designed a standardized conceptual framework (DPS framework) for the Dynamic Selection of various TCP congestion control algorithms (as the pre-existing transport protocols). To enable this framework to function autonomously, we developed an online learning strategy implemented in the framework design. Also, to ensure efficient deployability of the framework in a real-network, we further proposed a fairness framework to manage multiple DPS framework-enabled application flows to co-exist sustainably.Through our experiments, we demonstrated the trade-off between application flow performance and learning time for the proposed online learning strategy and the ways it can be tuned to benefit certain types of application flows. We further presented results that showcased around improvement in the fairness performance between multiple application flows and stability in the average flow performance due to the implementation of the proposed fairness framework.Electrical Engineering | Embedded System
The European Union’s Role in the Formation of India’s Climate Change Policy. Bruges Regional Integration & Global Governance Papers 2/2012, September 2012
This paper focuses on the role of the European Union (EU) in the formation of India’s climate change policy; an increasingly high profile issue area. It is based on an extensive study of relevant literature, EU-India policy documents and the execution of thirteen semi-structured interviews with experts; many of whom have experienced EU-India cooperation on climate change first-hand. A three-point typology will be used to assess the extent of the EU’s leadership role, supporting role or equal partnership role in India, with several sub-roles within these categories. Further, for clarity and chronology purposes, three time periods will be distinguished to assess how India’s climate policy has evolved over time, alongside the EU’s role within that. The findings of the paper confirm that the EU has demonstrated signs of all three roles to some degree, although the EU-India relationship in climate policy is increasingly an equal partnership. It offers explanations for previous shortcomings in EU-India climate policy as well as policy recommendations to help ensure more effective cooperation and implementation of policies
