Collaborative Solution Architecture for Developing a National Interoperability Framework in Romania
Get PDFInteroperability framework is a set of standards and guidelines that describe how organizations have established or will establish to interact. The framework is not static, but one that adapts to the change of standards, administrative requirements and technology. It can be adapted to the socio - economic, political, cultural, linguistic, historical and geographical purposes and to a specific context or situation. Adapting technical higher education to labor market dynamics in the context of Romania's reindustrialization
Get PDF[EN] Our research aims to analyze the correlation between the situation of technical higher education in Romania and the labor market requirements, in the context in which reindustrialization policies are being promoted at the European and national levels. Technical universities in Romania are not keeping up with the needs of the labor market. There is a need for an educational program adjusted to the requirements of the labor market and an educational system that capitalizes on practical skills so that future engineers can innovate and provide solutions to the challenges of today's industry. The results obtained show that, although Romania has a high share of engineering graduates, above the European average, the continuously decreasing trajectory of the working-age population in the economy and a high rate of emigration affect the labor market balance. The implications of these facts for Romania's future economic growth are briefly discussed.Istrate, M. (2025). human capital. Education improves the quality of people’s lives and leads to broad social
benefits to individuals and society.
According to Gary S. Becker theory of time allocation, in this paper it is investigated some of the
aspects concerning the relation between social and economical increasing and investments in
human capital trough the role of time spent by Romanian people in education, training and other

No full textThe study takes into account the two Romanian Eastern regions (North East and South East) trying to emphasize the post-communist dynamics of the energy sector in order to draw a general perspective for the future evolution towards both energy security and a clean
environment. Before 1989, the energy sector, that had to sustain not only the population needs, but also an oversized manufacturing industry, was based on big power plants usually using coal and oil and highly polluting the environment. The hydropower had a rather small share in the total energy production. This inherited system was very much resistant after the end of the centralized political system, therefore after the general industrial decline the energy sector remained the main source of air pollution in many towns and cities from Romania. Meanwhile, in the last 6-7 years, due to a favourable national political context, we assisted, especially in the analysed area, to an important emergence of renewable energy investments
(mainly wind and solar energy, but also biomass or hydro-energy). Our purpose is to evaluate, from a geographical point of view, the extent and the implications of a desirable progressive shift from fossil fuels to renewable energy that could radically change the territorial relations and sustain development on the long term

No full textAbstractThe dynamic of women's participation in the labour market had an essential role within the radical socio-demographic transformations that took place in Romania during the last two decades. Our study proposes a multi-scale analysis of the spatial differentiations, generated by women employment reflecting obvious dissimilarities in gender structure of the urban labour force. Based on the indicators of feminine activity rate and adapted gender segregation indexes, the analysis tries to demonstrate that we are facing a modernization process of the urban social structures, in spite of traditional regional disparities’ perpetuation
Sustainability of Local Public Finances from the Perspective of Territorial Disparities in the Rural Areas of Romania
No full textThe sustainability of local public finances is of general interest in the context of the socio-economic transformations of recent decades. In former communist countries such as Romania, where there has been no real reform of local government, this interest is heightened by the strong disparities between administrative units that have adapted to the new context and those that, for various reasons, have become dependent on government subsidies to be able to function. Using information derived from the budget execution for 2019–2023 at the level of the administrative units in rural areas, this study analyzes the structure of income and expenditure budgets. The territorial disparities are demonstrated by typological analyses showing strong regionalization, with a well-defined income or expenditure structure profile. In the same sense, multivariate analysis which uses a series of illustrative demographic and socio-economic profiles as explanatory variables shows significant correlations with the structure of local budgets. It is thus possible to distinguish certain regional patterns, depending on the level of development, geographical position, or quality of infrastructure. The study results demonstrate the need for genuine administrative reform to reduce the dependence of local budgets on subsidies and increase their self-sustainability, especially in rural areas
