How to Approach Public Services Based on Social Inclusion for Marginalized Communities? Bibliometric Analysis and Literature Review
Social inclusion-based public services emphasize access, participation, and equitable treatment for all segments of society, particularly for marginalized groups such as women, people with disabilities, the poor, the elderly, and minority communities. Governments play a strategic role in designing and implementing policies that are responsive to the needs of these vulnerable groups through fair, equal, and sustainable services. This study aims to explore ways of improving inclusive public services and to map the development of related research through a literature review and bibliometric analysis. The methodology includes a systematic literature review of scholarly articles published between 1997 and 2025, sourced from the Scopus database. The analysis is conducted using bibliometric methods with tools such as VOSviewer and Biblioshiny (RStudio) to identify research trends, key terms, author collaborations, and citation networks. The findings highlight the significant role of co-production in addressing issues related to gender, disability, and children by involving these groups in the design and management of public services. In terms of gender, co-production allows women, especially those from marginalized backgrounds, to participate in decision-making processes, ensuring policies are more responsive to their needs. For people with disabilities, it promotes the development of services that are inclusive and accessible. Children, who are often excluded from policy discussions, can also be engaged in shaping services such as education and child protection, making these more attuned to their rights and welfare. Thus, co-production fosters more inclusive, participatory, and equitable public service delivery
From Clientelistic Governance to Embedded Autonomy: A Transformative Patron-client Approach in Pangkep Regency Development
This study analyzes the opportunities for transformation of patron-client relations from clientelistic governance to embedded autonomy in the context of Pangkep Regency development. Using a qualitative approach through in-depth interviews, Musrenbang observations, and document analysis, the study identifies patron-client typologies in the maritime, mining, and island sectors and their manifestations in regional development administration. The results of the study indicate that the pattern of development project allocation and decision-making is strongly influenced by patronage networks, but has the potential to be transformed through the formalization of social networks. The institutionalization of the punggawa-sawi system in coastal management and the integration of informal figures in participatory planning create a hybrid governance structure that combines the strength of traditional relations with modern administrative principles. The developed embedded autonomy model results in increased effectiveness of policy implementation and more substantive community participation. This study contributes to the theoretical discourse on the transformation of social structures in regional development and offers a practical approach to utilizing local social capital in strengthening governance capacity without ignoring traditional wisdom
Agile Governance in the Implementation of Integrated Public Service Technology in Bone Regency
The modernization of public services demands governance that is responsive and adaptive to technological change. Agile governance, with its principles of flexibility, collaboration, and iteration, emerges as a strategic approach to support digital transformation in the public sector. This study aims to explore how the principles of agile governance can be contextually adopted in Bone Regency to accelerate the implementation of technology-based integrated public services. Employing a descriptive qualitative approach through a literature review of 17 national and international journals, this article identifies the core principles of agile governance, local challenges, and case studies of best practices in Indonesia. The findings indicate that adopting agile governance requires changes in bureaucratic culture, improved human resource capacity, and readiness of digital infrastructure. However, significant challenges remain, including hierarchical bureaucratic structures, disparities in digital infrastructure across regions, and low technological literacy among public officials. National case studies, such as the digital transformation of the Ministry of Finance and the Jakarta Investment and One-Stop Integrated Services Agency (DPMPTSP DKI Jakarta), demonstrate that the successful implementation of agile governance heavily depends on organizational readiness, leadership support, and human resource capacity. Contextual implementation in Bone requires adaptive strategies that integrate agile principles with local characteristics to deliver more efficient, inclusive, and accountable public services
Analysis of Community-based Organizations in Village Economic Development in Barru Regency
One of the government’s efforts in building and developing the village economy is by providing autonomy rights to manage the potential and resources they have independently through community-based organizations such as Village-Owned Enterprises (BUMDes). This study aims to analyze the role of community-based organizations in developing the village economy in Barru Regency, using a qualitative descriptive approach with secondary data analysis method. The results indicate that BUMDes has a significant influence in developing the village economy, one of the indicators of which is the Village Development Index (IDM) value. However, the condition of BUMDes in Barru Regency has not been able to significantly contribute in developing the village economy. Only a few BUMDes have shown a positive trend in their development, while a number of other BUMDes organizations are experiencing stagnant conditions with various problems. This is proven in the results of the analysis of the annual report where out of 40 BUMDes in Barru Regency, only about 52% of BUMDes have active management, 35% are less active, and 13% are not active. Some of the challenges faced are the ability of human resources (HR) of management, determination of the type and business unit to be managed, the ability of the management to identify the local potential of the village that has not been maximized, the limited number of accompanying experts, which is the mechanism of supervision and budget support. Strategies that can be carried out are the need to increase the number of experts/assistants, increase the HR in administration in identifying the local potential of the village through training and mentoring, revitalization of administrators who are not/less active, diversification of businesses according to the potential and needs of the local community, collaboration with the private sector, optimization of supervisory tasks through monitoring, evaluation and periodic accountability reports. Some of the challenges faced in managing BUMDes are the abilities of the HR administrators, determining the types and business units to be managed, the suboptimal utilization of local village potential, and monitoring mechanisms and budget support. Strategies that can be taken to overcome these challenges are the need for expert assistance in conducting business and risk analysis, business diversification according to community needs, collaboration with the private sector, coaching and training for administrators, and optimization of supervisory tasks through monitoring, evaluation, and periodic accountability reports
Innovation in the Development of the Cempalagi Historical Tourism Area Based on a Digital Ecosystem in Bone Regency
This study analyzes innovation strategies for developing the Cempalagi historical tourism area based on a digital ecosystem in Bone Regency, South Sulawesi. Located in Mallari Village, Awangpone District, Cempalagi Hill holds significant historical value as the site where Arung Palakka, the 15th King of Bone, made his oath of liberation in the 17th century. Despite its cultural importance, the area faces major challenges, particularly in technology integration and community involvement in digital tourism initiatives. Employing a qualitative case study approach, data were collected through in-depth interviews, participatory observation, and document analysis. Data were analyzed thematically based on the models of Miles and Huberman as well as Braun and Clarke. The theoretical framework draws from Rickard and Raymond’s theory of community-based tourism (CBT) innovation, digital destination ecosystem concepts and the CBT approach. Findings reveal that innovation in the Cempalagi tourism area remains limited, with minimal technological adoption and weak community engagement. The absence of specific local government policies and underdeveloped digital infrastructure pose significant barriers. However, there are promising opportunities for multistakeholder collaboration, youth participation, and the creative use of digital media to revitalize historical and cultural tourism. This study recommends integrSating local historical narratives into digital platforms, strengthening community capacities, and formulating supportive local tourism policies. Through collaborative and innovative efforts, Cempalagi has the potential to become a digital-based historical tourism icon that reinforces Bone’s cultural identity and broadens its global outreach
The Impact of Electronic Identity Cards and the Digitalization of Certificates on Public Service Effectiveness: A Literature Review
This study presents a systematic literature review and mapping of 21 selected academic publications from 2015 to 2025, focusing on the digitalization of public services through the implementation of electronic identity cards (e-KTP) and digital certificates. The objective was to explore how digital transformation affects the effectiveness of public administration, particularly in service delivery, transparency, and civil servant (ASN) performance. The findings highlight five key thematic areas: (1) the widespread adoption of digitalization in public services; (2) significant improvements in service efficiency and transparency; (3) multidimensional challenges to implementation, including infrastructural limitations, low digital literacy, and institutional resistance; (4) the essential role of e-governance and community e-readiness in enabling participatory and accountable systems; and (5) the positive, yet conditional, impact on ASN performance. A bibliometric analysis using VOS viewer revealed three dominant research clusters: technology-driven transformation, governance reform and public participation, and civil service capacity building. This study contributes to identifying emerging gaps, particularly in areas such as digital inclusion, ethical governance, and algorithmic oversight, and proposes strategic recommendations for future policy design and research. The results underscore the importance of an integrated, inclusive, and ethically grounded approach to digital public service innovation
Public-private Partnership in the Governance of Koa-Koa Beach Tourism, Pasangkayu Regency
This study investigates the role of public-private partnerships (PPPs) in enhancing tourism governance at Koa-Koa beach, located in the peripheral region of Pasangkayu Regency, West Sulawesi. Despite its ecological and cultural richness, the area faces developmental stagnation due to inadequate infrastructure, fragmented institutional coordination, and limited engagement from both private sectors and local communities. Employing a qualitative-descriptive methodology, data were collected through semi-structured interviews with 18 stakeholders, field observations, and document analysis. Key challenges identified include regulatory ambiguities, overlapping institutional responsibilities, insufficient stakeholder incentives, and low institutional capacity. Drawing lessons from successful PPP implementations in Malaysia and the Philippines, this study proposes a context-sensitive governance framework centered on transparency, shared accountability, equitable risk distribution, and inclusive participation. Findings demonstrate that well-structured PPPs can bridge infrastructure and funding gaps, promote sustainable tourism, safeguard environmental and cultural assets, and stimulate inclusive economic growth. Recommendations emphasize the need to build institutional trust, establish operational guidelines, and enhance legal clarity to facilitate PPP implementation in underdeveloped regions
Effectiveness of Civil Servant Investigators in Enforcing Regional Regulations in West Sulawesi Province
This research aims to analyze the effectiveness of civil servant investigators (PPNS) in enforcing regional regulations in West Sulawesi Province. Regional regulations (Perda) have an important role in regulating the administration of regional government and community life. PPNS acts as a law enforcement apparatus with the authority to investigate and prosecute violations of regional regulations. This research uses a literature review method by comparing various research results related to the effectiveness of PPNS in enforcing regional law. The results of the research show that the effectiveness of PPNS is influenced by several factors, including the capacity and competence of investigators, independence in carrying out tasks, and adequate support for facilities and infrastructure. In addition, coordination between related institutions is also an important element in creating an effective law enforcement system. However, the main challenges faced by PPNS in West Sulawesi Province are limited resources, both in terms of personnel and operational budget. In addition, the lack of public understanding of regional regulations also hinders the effectiveness of law enforcement. To increase the effectiveness of regional regulation enforcement, it is necessary to have a strategy to improve the capacity of PPNS through continuous training, as well as increased coordination between institutions and legal socialization to the community
