Design and implementation of a web survey on the effects of evaluation on academic research
Working Paper Ircres-CNR 03/2021. The project ‘The effects of evaluation on academic research: knowledge production and methodological issues’ (PRIN–Research Projects of National Interest 2017 - Prot. 2017NKWYFC), coordinated by CNR-IRCrES, aims to investigate the effects of the evaluation implemented by the government on research work and knowledge production, taking as a case the academics working in Italian universities. The project adopts an interdisciplinary approach that combines different skills in social sciences (sociology, economics and organisational studies), and qualitative and quantitative methodological tools. As regards the latter, as part of the activities of the CNR-IRCrES, a web survey has been launched between October 2020 and March 2021 at national level to collect information on the effects of the evaluation on various dimensions related to the academic research, including the decisions on the contents of research activities, the modes of codification of knowledge produced, the research networking, etc. The target population has been made up of all academics from the universities subject to evaluation by the Italian National Agency for the Evaluation of Universities and Research Institutes (ANVUR). The invitation link to fill in the online questionnaire has been sent to a probability sample selected through a ‘multi-stage’ stratified sampling method. The survey received 1,365 responses, yielding a response rate slightly higher than the 43%. This contribution outlines the survey's methodological approach, presenting the various stages of the research design. In addition, an analysis of the response rate and the sample representativeness in relation to the reference population will be presented. The design and the stages of implementation of the survey demonstrate their value as an original and robust methodological proposal for studying the research evaluation effects at the micro-level of the producers of knowledge

RT 14; Developed as a strategic guide for CNR-IRCrES, this Communication Plan aims to optimize communication activities. It begins by understanding context and goals, outlining the Institute’s vision and strategic objectives for effective communication to enhance research. The first part explores critical communication nodes, delving into the context of Public Research Institutions and defining mission and research lines of CNR-IRCrES. Target groups, stakeholders, and a distinctive visual identity are identified. The Plan addresses both internal and external communication, emphasizing channel choices and proposing opportunities for improvement. Strategies for channel usage are outlined based on target audience and communication objectives. A phase for monitoring and evaluating communication impact is included, defining criteria, tools, and metrics. The Plan concludes with coordination, detailed planning, and budget management, emphasizing an integrated and result-oriented approach for long-term success in CNR-IRCrES communication initiatives
Blockchain e Internet of Things per la logistica. Un caso di collaborazione tra ricerca e impresa

In February 2019 the Research Institute on Sustainable Economic Growth of the National Research Council of Italy (CNR-IRCrES) promoted a collaboration between firms and research institutes which involved, in addition to IRCrES itself, Blue Logistics Italia, the Department of Enterprise Engineering of the University of Rome “Tor Vergata” and the Department of Innovation and Information Engineering of the University “Guglielmo Marconi”. The collaboration aimed to identify areas of development and implementation of technologies and procedures related to Blockchain in the field of global logistics. In this contribution we will illustrate the development and conformation phases of the collaboration project, presenting the dynamics of interaction between the subjects involved and illustrating the results produced during the work, that was not possible to bring to complete maturity because of the problems that have invested the activity of Blue Logistics Italia in conjunction with the COVID-19 pandemic
Technology Transfer Activities in Universities and Public Research Organizations: A Literature Overview
Working Paper Ircres-CNR 01/2021. This theoretical paper aims at collecting and reviewing the existing literature on two underexplored topics related to Technology Transfer. In fact, while researchers working on this topic have focused mainly on Universities and on quantitative analysis of Technology Transfer activities, some topics remain underexplored. Among these topics we focus in particular on the scientific works performing qualitative analyses via exploitation of case studies and on those dealing with Technology Transfer activities of non-University Large Public Research Organizations. Aim of the paper is to highlight and put on the spot unconventional topics of research. The paper performs a comprehensive literature review of these fields, introduced by an analysis of literature on University-Industry interaction performed in order to frame the main research topics. A final section resumes the results of the literature review and sets suggestions for further research
La ricerca in Nanotecnologie e Nanoscienze in Italia: spesa del settore pubblico e aree tematiche prevalenti
Working Paper Ircres-CNR 11/2020. Nanotechnologies and Nanosciences (NST) have become more and more relevant in the field of hard and applied sciences, and topics of interest for social sciences. Regarding the latter field, only a limited number of contributions have been dedicated to the national-level analysis of NST research in Italy, and little attention has been paid to presenting a systemic view of public expenditure and providing information on the research trends. The purpose of this contribution is therefore to offer an initial representation of the state of public research on NST in Italy in view of future studies that need to be addressed on topics related to Italian NST research. Italian data from official statistics on public sector expenditure in NST research are examined and, afterwards, characteristics and trends of this sector are studied through a bibliometric analysis performed on the publications of the Italian largest public research organization, the CNR, National Research Council of Italy. Results show that Italy devotes a non-marginal share of public research funding to the nanotechnology sector. As for the trends of the various NST scientific areas within the CNR, the interests of research have slowly changed, showing a progressive decrease of the topics related to the physical sciences and a simultaneous growing preference for the chemical sciences and, above all, the materials science

RT 04; The Archivio di Studi Adriatici (ASA) is a repository of the Institute of Marine Sciences (ISMAR-CNR) of Venice, completely open source and open access. It was developed in cooperation with the IRCRES-CNR of Turin with the aims to preserve and to make accessible the natural collections, heritage books, documents and maps of the Institute of Marine Sciences. Digitized specimens and metadata, compiled using Dublin Core and Simple Darwin Core formats, are preserved into a Fedora Repository,public accessed by Islandora framework and reachable through the website www.archiviostudiadriatici.i

The proposal of a new hybrid methodology for the impact assessment of energy efficiency interventions. An exploratory study

The paper proposes a preliminary analysis of a combination of two very interesting techniques used for assessing the economic and environmental sustainability of retrofitting interventions in the building sector and their eco-efficiency. Indeed, one of the most popular methodologies proposed by the literature is the Life Cycle Assessment (i.e., LCA) because it considers not only costs and investment necessary for an intervention but also its spillovers on environment and society. For this reason, the LCA can be considered a technique able to guarantee a holistic assessment of retrofitting. However, data required for LCA are not always so easy to find and the necessity to evaluate the holistic impact of the intervention remains unsolved. This paper suggests a hybrid methodology for evaluating different solutions of retrofitting interventions combining results from Life Cycle Costing (LCC) with those from the non-parametric technique of the Directional Distance Function (DDF). The simplicity but, at the same time, the completeness of these methodologies allow to obtain efficient scores that can help to evaluate the holistic impact of retrofitting interventions on buildings, in particular in terms of energy savings and less CO2 emissions in the environment
