    Child labour has always been one of the core concerns of the International Labour Organisation (ILO). In this paper, we investigate whether ILO conventions have contributed to reducing the scale of the problem. We use two approaches to answering the question. Evidence based on country-level data shows that, by 1990, countries having ratified ILO conventions were in no different position concerning child labour than nonratifying states. Using individual-level data on school attendance from the 1990s, there is little evidence for an increase in school attendance for children protected by ILO convention No. 138 as compared to unprotected children. --Child labour,school attendance,international labour standards,ILO

    This report summarizes the analysis of major issues affecting the status of teaching personnel worldwide at all levels of education by the Joint ILO–UNESCO Committee of Experts on the Application of the Recommendations concerning Teaching Personnel (CEART), referred to in this report as the Joint Committee. Composed of eminent education experts from around the world, the Joint Committee at its 11th Session examined a number of urgent issues affecting teaching personnel, including escalating violence in education, the role of social dialogue in a climate of austerity and public services cutbacks, academic freedom in the context of changes in higher education, the continuing shortage of teachers in many countries, and how conditions of employment can be improved to attract highly qualified people to the teaching profession.
