    The different plumage characteristics of the Mongolian Saker Falco cherrug milvipes and the nominate race F. ch. cherrug are discussed. It could be shown that both races are polymorphic. According to Baumgart (1997), Sakers don’t need uniform plumages because they live on nearly blind voles. Due to that there seems to be no selection pressure from victims side. The same phenomenon is observable with Buteo buteo and the typical Mongolian Buteo hemilasius. Whereas young Sakers of the nominate race cherrug equal more or less already adults, are the differences in the plumage of juv. and ad. milvipes great enough. Otherwise are the juvenile plumage of both races not always possible to distinguish. Juv. milvipes however, have on the upper side stronger undulating lines. Still unsolved is the taxonomic status of a dark phase of milvipes; this bird was formerly regarded as independent species. Today this phase belongs to milvipes. Due to DNA-tests Ellis (1995) came to the conclusion that the ”core-group” of F. altaicus in reality represents a hybrid-population of Falco rusticolus and F. cherrug, into which meanwhile much F. cherrug was interbred. His thesis get another argument due to the fact that the geographical range in which this core-group lives, is much smaller than expected. The plumage characteristics of the Altai-falcons resemble - apart from their darker ground color--other Sakers. They are different from darker phases of F. rusticolus. Until now Mongolia is fortunately free of artificial hybrids

    Zusammenfassung Der Autor vergleicht und beschreibt die Federmerkmale und Kleider- und Alterskennzeichen der mongolischen mit den mitteleuropäischen Habichten und Sperber Accipter-spec. Dabei sind Habicht Accipiter gentilis und Sperber Accipiter nisus in der Mongolei in den Unterarten Accipiter gentilis schvedowi bzw. A. nisus nisosimilis verbreitet. Zum Trillersperber Accipiter gularis, der in der Mongolei in der ssp. sibiricus brütet, gibt es kein mitteleuropäisches Gegenstück. Die Federmerkmale der mongolischen Accipiter-Arten werden hier erstmals eingehend beschrieben und abgebildet. Summary A comparison of the characteristic features, the plumage and age-classes of Accipiter gentilis and A. nisus of Middle Europe and Mongolia is given here. In Mongolia A. g. schvedowi and A. n. nisosimilis are the living subspecies. The Accipiter gularis, subspec. sibiricus of Mongolia has no counterpart in Middle Europe. It is the first time that the characteristic plumage features of the Accipiter subspecies are described in detail

    The study reported on here sought to better understand the development of writing talent from the perspectives of a group of gifted adolescent female writers. Recent shifts in how giftedness and talent are conceptualized has led to an increased focus on domain-specific abilities and the importance of understanding how specific talents can be identified and supported. Gagné’s Differentiated Model of Giftedness and Talent (DMGT) (see Gagné, 2000; 2003; 2007; 2008) distinguishes between gifts and talents. Gifts represent the potential for outstanding achievement, while talents are the manifestation of this potential. Of particular interest to teachers and parents are the conditions that are influential in gifts being realised as talents – what Gagné refers to as catalysts. The participants in this study were asked to reflect on the development of their interest and ability in writing over time. Emerging from their feedback were two categories of catalysts: the intrapersonal and the environmental. For this group of students, intrapersonal catalysts were more influential to the realisation of their writing talent than environmental catalysts. This intrinsic motivation to write, and from an early age, is consistent with studies of eminent adult writers. Parents and teachers featured as important environmental catalysts. The participants in this study valued the input and support of teachers, particularly during the early years of their schooling. However, as they moved through the school system, these students felt the nature of the curriculum, and assessment practices increasingly threatened their intrinsic motivation for writing and diminished the satisfaction gained from writing at school. An unexpected outcome of this research was the important influence of music on their current writing

    Exploring alternative assessment: a democratic approach to student self-assessment in a reading methods class

    The purpose of this study was to explore student self-assessment in a reading methods class. The study is the result of my interest in alternative assessment practices in teacher education; specifically, I am searching for ways to eliminate the barriers often found in traditional assessment that inhibit constructive relationships between student learning and assessment processes. I selected an ethnographic method to capture the meaning of student self-assessment as the instructor and the preservice teachers were living the experience. Primary data collection sources included a survey questionnaire, interviews, field notes, various site artifacts and journals. All data were transcribed and coded for themes. The results of the study illustrate how the instructor's approach to student self-assessment is important as it represents the conditions and context necessary to promote student self-assessment. The instructor's approach consists of five properties: class climate and management, small group work, task approach, theory and practice, and student assessment. The way the preservice teachers managed and responded to student self-assessment is delineated in the section on the students’ approach to student self-assessment. Their approach is defined by four properties: participating in small group work, engaging in ambiguous tasks, receiving and giving feedback, and reporting self-assessment. Finally, the study presents the factors influencing student self-assessment and a model of a democratic approach to student self-assessment practiced in the class. The conclusions of this study suggest that the students’ approach to self-assessment is linked to the instructor's approach in a complex way. The instructor's approach in the reading methods class creates the context in which the preservice teachers integrated the methods class and their field-placement experience, engaged in critical inquiry, generated the criteria for their work, received and gave feedback, revised their work, analyzed their work and participated in a democratic learning environment. The interpretations of this study imply that the alternative assessment practices used in the reading methods class studied represent one way to promote professional learning, since it enhanced the preservice teachers' becoming empowered, informed decision-makers, and independent learners.Ph.     Effects of Regulatory and Market Constraints on the Capital Structure and Share Value of REITs: Evidence from the Italian Market

    In contrast to the US experience, most international (European) real estate investments trusts (REITs) are subject to prudential regulation. This paper investigates the effects of prudential regulation on capital structures and consequently, the REIT share values of major legal and market constraints (i.e. leverage limitations, market discount on net asset value (NAV), tax controls) that affect non-US REITs. Italian market data are used for an empirical analysis. Our hypothesis is that in a constrained environment, the effects on share price significantly depend on the adopted valuation perspective, i.e. if shares are valued by following a NAV or a financial approach. The logic for this hypothesis is that the two valuation methodologies perceive leverage and implied financial risk differently. In particular, we argue that NAV valuation techniques incentivise REITs to maximize leverage regardless of the financial theory which indicates a contrasting impact of debt on the market value of shares. Differences in financial risk perception could also partially explain market price discounts on NAVs.The empirical results seem to support these expectations. Almost all Italian REITs tend to increase debt ratios over time. NAV discounts are significantly related to leverage. The discount effect is largely attributable to NAV increases that result from rising debt levels. On the contrary, share market prices tend to be independent from leverage. The latter result may indicate that the classic capital theory applies and current debt ratios do not imply bankruptcy risk.     Simulated analysis of connectivity issues for sleeping sensor nodes in the internet of things

    The growth in wireless sensor network deployments requires a move towards more standardised systems to improve compatibility and to reduce development times. The technologies being developed as part of the Internet of Things, such as 6LoWPAN (IPv6 over Low power Wireless Personal Area Networks), can greatly assist with this aim.Connecting low power wireless sensor network devices to the Internet of Things presents certain challenges. One of these challenges is the lack of constant connectivity to sensor nodes with sleep states. Current internet technologies expect that devices are always contactable which is not the case in sensor networks.We simulate and evaluate several solutions to this problem in a multitude of different scenarios. We conclude that delay tolerant networking is an effective solution to the challenges created when dealing with sleep states while minimising overheads. However, current standardised delay tolerant technologies are not easily applicable for use with sensor networks, so a new standard needs to be created to meet the requirements described in the paper

    Discovery of gamma-ray emission from the shell-type supernova remnant RCW 86 with HESS

    The shell-type supernova remnant (SNR) RCW 86, possibly associated with the historical supernova SN 185, with its relatively large size (about 40' in diameter) and the presence of nonthermal X-rays is a promising target for γ-ray observations. The high sensitivity, good angular resolution of a few arcminutes and the large field of view of the High Energy Stereoscopic System (HESS) make it ideally suited for the study of γ-ray morphology of such extended sources. HESS observations have indeed led to the discovery of the SNR RCW 86 in very high energy (VHE; E > 100 GeV) γ-rays. With 31 hr of observation time, the source is detected with a statistical significance of 8.5σ and is significantly more extended than the HESS point-spread function. Morphological studies have been performed and show that the γ-ray flux does not correlate perfectly with the X-ray emission. The flux from the remnant is ~10% of the flux from the Crab nebula, with a similar photon index of about 2.5. Possible origins of the VHE γ-ray emission, via either Inverse Compton scattering by electrons or the decay of neutral pions produced by proton interactions, are discussed on the basis of spectral features obtained both in the X-ray and γ-ray regime
