Hunter served as president of Cullowhee Normal and Industrial School through its transition to Western Carolina Teachers College, a four-year institution. He headed the school from 1923 until his death in 1947. Robert Lee Madison, considered the founder of Western Carolina University, served as first president of Cullowhee High School, later Cullowhee Normal and Industrial School, from 1889-1912 and from 1920-1923
