A cranking Bohr-Mottelson Hamiltonian is proposed and a formula for the rotational spectrum is derived, showing explicitly the coupling between rotational and vibrational motions. The formula is applied to the rotational bands of even-even nuclei in the rare-earth and actinide regions. The ground-state rotational band (below backbending) and the associated beta and gamma bands can be represented by a single formula.
