James T. Howell Oral History Interview
James T. Howell, MD, MPH, earned his bachelor’s degree from St. John’s University in New York, his MD from New York Medical College, and his MPH from Harvard University. In 1969, after serving two years in the US Army, he accepted a preventative medicine residency in Palm Beach County, Florida and has worked in the state ever since. In this oral history interview, Dr. Howell recounts his public health career in Florida, including his time as the state’s leading health officer. Dr. Howell provides his perspective on the politics behind various legislative reorganizations of health care in Florida and describes the formation of the Florida Department of Health after the demise of the Florida Department of Health and Rehabilitative Services. He also discusses the AIDS epidemic, the development of public health training programs in the state, and the challenges and rewards of working in public health and human services. Throughout the interview, he discusses various state health personnel and their role in program development and implementation
