Central bank independence : a critical view
No full textWhile expansive literature on central bank independence contains some criticisms to the independent central bank quasi-paradigm, few critical analyses have been undertaken in the years between Friedman (1962) and Posen (1994). The author extends Posen's analysis to developing countries, discussing more broadly and systematically the reasons why merely instituting an independent central bank may not bring about its professed benefits, especially in developing countries. The author argues that widely reported empirical tests that are purported to support the central bank independence proposition are plagued by potential problems of simultaneity, reverse causality, missing variables, and measurement errors. Yet one can not make positive recommendations about institutional arrangements for central banks if causality relations are not well established. Institutions are shaped by a country's record of and preferences for inflation and may have little influence on them. The author also argues that the purported benefits of an independent central bank may be eroded by conflicts between fiscal and monetary policy and by inherent problems of central bank institutional design (especially mechanisms for board appointments, public accountability, and budgetary control). If these institutional problems are not solved, problems of dynamic inconsistency traditionally associated with monetary policy are not eliminated,but merely transformed. The author suggests that the benefits of central bank independence are less likely obtained in less developed countries with shallow financial markets. Accordingly, central bank independence should be granted at a later stage in a country's financial sector development. If a less developed country seeks to establish a low-inflation path, it should concentrate on instituting financial policy reforms (such as liberalization and privatization) that bolster opposition to inflation rather than easily reversible and practically meaningless changes in legal and institutional structures. This will better ensure the sustainability -- and hence the credibility -- of the government's anti-inflation stance. Fiscal policy is often at the root of macroeconomic disturbances in developing countries. Fiscal policy is more deserving of special protection from politics because of fiscal dominance over monetary policy and its greater vulnerability to private interests. The author suggests that the solution might be to make fiscal policy less susceptible to political pressures by creating an independent fiscal board. Tying the fiscal hands of government may seem a far-fetched idea. Kappus da instrucciones artísticas precisas acerca del tamaño de la cabeza nueva y su modo de fijación a la estatua, enfatizando el deber de reverenciar la imagen conforme a la verdadera semejanza del santo. —— Letter to Father Juan de Iturberoaga, the Jesuit Procurator General, explaining that money was sent to Father Agustín de Campos on his behalf so that a skilled craftsman be commissioned to make a new face for a statue of Saint Ignatius of Loyola, since the one brought by Nicolás García resembles a secular cleric rather than the saint. No full textThis essay explores the intentio operis in the use of transatlantic bridges that are sometimes real, other times rhetorical, and others imaginary that Alberto Ruy Sánchez draws between his country and Morocco. It also looks at the representation of Moroccan space and women, arguing that Ruy Sánchez falls into exoticizing Orientalism with tints of colonial nostalgia, particularly when portraying Moroccan women. Finally, it explores how the author creates his own precursors through the quotes and literary references in his five novels. Presenting himself as a reader of Arab erotic literature and Sufi sacred texts, Ruy Sánchez suggests that he is rewriting classic literary texts, thus creating his own literary lineage and diachronically situating his work within a literary tradition that remains on the margins of Mexican national coordinates to approach, instead, the canon of Arabic literature. El primero es un inventario de las misiones Nuestra Señora de Loreto, San Francisco Xavier, Todos Santos, Santiago de los Coras y San José del Cabo. El segundo es un inventario de las misiones San José Comondú, Purísima, Guadalupe, Mulege, San Ignacio, San Gertrudis, San Francisco de Borja, San Fernando Vellicatá y Nuestra Señora del Rosario. En la segunda carta fechada el 14 de febrero de 1776, un funcionario real, probablemente el virrey, menciona que el Gobernador Don Felipe Neve ha enviado los informes de las misiones. Estos informes están siendo examinados para presentar una cuenta oportuna al Rey. —— Letter to the President of the missions in old California regarding the delivery of two inventories to the Governor. Se adjuntan varias cartas y documentos relacionados con esta solicitud. La comunicación indica que hay demoras en proporcionar la información necesaria por parte del arzobispo y el cabildo. No full textIn this essay, the author rereads Sánchez's work, historically contextualizing the novel with its main protagonists and actions carried out in favor of Peruvian independence. In this work the figures of Simón Bolívar, Manuelita Sáenz, José de San Martín and José Antonio de Sucre stand out. Guerrillas from the central mountains such as Ignacio Quispe Ninavilca, Isidoro Villar, José Antonio Manrique and Fray Bruno Terreros, a Franciscan priest who commanded a guerrilla in Jauja and later joined the liberating army, also act in different roles.En este ensayo, el autor hace una relectura de la obra de Sánchez, contextualizando históricamente la novela con sus principales protagonistas y acciones realizadas en pro de la independencia peruana. En esta obra sobresalen las figuras de Simón Bolívar, de Manuelita Sáenz, José de San Martín y José Antonio de Sucre.
