National systems of technology transfer of BRICS countries: features of formation
The article considers the features of creation and development of organizational systems of technology transfer in the BRICS member countries (Brazil, Russian Federation, India, China, South Africa), interaction of participants in the innovation process. The author identifies the significant role of the regional component in the formation of effective national innovation systems. The purpose of the article is to analyze the national innovation systems of the BRICS member countries, since each of these countries has gone its own way of innovative development, justified by regional characteristics. Based on the analysis of transfer systems operating in the BRICS countries, the author identifies key and most promising areas for the development of the integration of the scientific and educational, production spheres and the state in order to form special mechanisms for organizing innovative processes that ensure effective interaction between all its participants, contributing to the formation of competitive high-tech products

The Tax Disadvantage Of Ordinary Income: An Event Study On The Legislative Process Of JGTRRA
The Jobs Growth and Tax ReliefReconciliation Act of 2003 (JGTRRA), signed into law by President George W.Bush, was a significant legislation in recent tax history. As the tax rates on capital gains anddividends are reduced to a historical low of 15%, U.S. stock prices haveincreased and the cost of equity capital declined after its passage. In contrast to the dividends and capital gainsthat receive preferential tax rates under JGTRRA, yields from U.S. Treasurybill remain tax-disadvantaged as ordinary income at a top marginal rate of 35%. Using an event study approach based ontwo years of Treasury yield observations, the author examines Treasury yield reactionsto major legislative events surrounding the passage of JGTRRA. The result suggests that a tax policyintentionally favoring dividends and capital gains over ordinary income may unintentionallypush up yields in the Treasury bill market, thereby affecting the cost ofgovernment borrowing
CP-ABE with Hidden Policy from Waters Efficient Construction
ABE provides a good way for access controlling in cloud computing. However, in many application scenarios, access policies for encryption also should be protected since they may directly contain sensitive information. For example, in smart grid, the access policies may contain the private information about underlying data, data owner or the data recipients, and disclosing some sensitive access policies could result in negative publicity, or loss of market revenue. In this paper, we present a CP-ABE scheme with hidden policy from Waters efficient construction. In our scheme, the access policy is hidden by using the composite order bilinear groups and can be expressed with LSSS. Our scheme is proved CPA secure under four statics assumptions
National innovation systems and technology transfer of SCO countries
The article considers the forms and conditions of interaction between the participants in the innovation process, the specialties of creating and developing the organizational system of technology transfer in the member countries of the Shanghai Cooperation Organization (SCO). Based on the analysis of transfer systems operating in various countries (China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan), the authors highlight key and most promising areas for the development of integration of the scientific, educational, industrial spheres and the state in order to form special mechanisms for organizing innovative processes that ensure effective interaction between all its participants. The purpose of the article is to analyze the national innovation systems of SCO member countries, since each of these countries has gone its own way of innovative development, justified by regional characteristics (climatic, cultural, socio-economic, etc.). As basic research methods we used system approach, comparative and statistical analysis of indicative values of innovation and technological development of the SCO member countries.The authors conclude that it is necessary to create an organizational system based on the integration of state institutions, science, business and education in the Shanghai Cooperation Organization member countries in order to form competitive high-tech products, improve the export structure by increasing the share of innovative products in it and reducing the raw materials orientation, and increase the status of countries in the world technology market.В статье рассматриваются формы и условия взаимодействия участников инновационного процесса, особенности развития систем передачи технологий в странах-членах Шанхайской организации сотрудничества (ШОС). На основе анализа национальных систем трансферта, действующих в различных странах, авторы выделяют ключевые и наиболее перспективные направления развития и интеграции научной, образовательной, промышленной сфер и государства. Авторы делают вывод о необходимости создания организационной системы, основанной на интеграции участников инновационного процесса в странах ШОС с целью создания конкурентоспособной высокотехнологичной продукции и повышения статуса стран на мировом рынке технологий
