The Van Chai and its Role in the Hierarchy of Fisheries Administration in Vietnam
The long history of the van chai system of Vietnam began several centuries ago with their establishment mainly in the lower and middle reaches of rivers northern Vietnam and in coastal lagoons in Central Vietnam, whereas those in marine embayments, like Ha Long Bay, and in enclosed coastal areas, like Tam Giang Lagoon, are of recent origin.
Van chai have played an important role in fisheries administration, principally by managing the numbers of fishers, tax collection, smoothing local social relations, and harmonizing fishing operations according to local customary behavior. In addition, they are the main focus of information exchange and transmission of knowledge within a local fishing community. Van chai emerged from agricultural villages and gradually engaged in community self-management. As a result, their administrative and social management patterns are heavily influenced by the characteristics of traditional Vietnamese culture. This strong emphasis on local communities in Vietnamese culture has naturally led to the diversity of cultural characteristics among the van chai of different localities. Here we describe the management and behavioral patterns of some van chai where historical and cultural values remain strong, and which are located close to feudal era capital centers. These are van chai in Co Do, Van Chai Dich Vy (in the North), and some van chai in Tam Giang Lagoon. We highlight the past and present roles of the van chai in the hierarchy of fisheries administration of Vietnam. These provide a foundation to rapidly restore and reconstruct a viable system fisheries co-management based on Vietnamese cultural roots, and not some abstract imported ideas.KEYWORDS: Vietnam, Fisheries administration, Community self-management, Van chai, Fisheries co-management, Fisheries economic
A new skew-elliptical distribution and its properties
This article generalizes a multivariate skew-elliptical distribution and describes its many interesting properties. The univariate version of the new distribution is compared with two other currently used distributions. The use of the new distribution is illustrated with a real data example suitable for regression modelling. The new model provides a better model fit than its two rivals as evaluated by some suitable Bayesian model selection criteria

Genetic diversity of Jatropha curcas collections from different islands in Indonesia
Jatropha curcas L. is a potential bioenergy crop but has a lack of improved cultivars with high yields and oil content. Therefore, increasing our understanding of J. curcas germplasm is important for designing breeding strategies. This study was performed to investigate the genetic diversity and population structure of Indonesian J. curcas populations from six different islands. To construct a reference, we de novo assembled the scaffolds (N50 = 355.5 kb) using 182 Gb Illumina HiSeq sequencing data from Thai J. curcas variety Chai Nat. Genetic diversity analysis among 52 Indonesian J. curcas accessions was conducted based on yield traits and single nucleotide polymorphism (SNP) markers detected by mapping genotyping-by-sequencing reads from Indonesian population to Chai Nat scaffolds. Strong variation in yield traits was detected among accessions. Using J. integerrima as an outgroup, 13,916 SNPs were detected. Among J. curcas accessions, including accessions from other countries (Thailand, the Philippines and China), 856 SNPs were detected, but only 297 SNPs were detected among Indonesian J. curcas populations, representing low genetic diversity. Through phylogenetic and structural analysis, the populations were clustered into two major groups. Group one consists of populations from Bangka and Sulawesi in the northern part of Indonesia, which are located at a distance of 1572.59 km. Group two contains populations from islands in the southern part: Java, Lombok-Sumbawa, Flores and Timor. These results indicate that introduction of diverse J. curcas germplasms is necessary for the improvement of the genetic variation in the Indonesian collections
