    Streamlined Licensing Through Institutional Master Agreements: A Success Story

    The University of Tennessee implemented a master agreement initiative in fall 2012 as an effort to create a more effective and efficient contract review and approval process. The initiative, a joint venture between the campus libraries, the University’s System Office of Contracts Administration, and the Purchasing Department, started with one basic master agreement and quickly expanded to over 115 signed documents. The agreements cover the vast majority of library electronic and media resource vendors and have reduced contract volume by more than half. When master agreements are in place, terms and conditions no longer sit awaiting review and approval for multiple weeks or months, which virtually eliminates the danger of access to library resources being shut off. Additionally, master agreements have removed obstacles which had previously impeded the University’s various campus libraries from working together to save money and broaden access through joint purchases

    A change in administration at Three Rivers College in Poplar Bluff, Missouri, created an opportunity for the library to achieve a much-needed shift in culture. The college’s library used the six servant leadership themes for team effectiveness identified by Irving and Longbotham (engaging in honest self-evaluation; communicating with clarity; fostering collaboration; supporting and resourcing; providing accountability; and valuing and appreciating) as a road map for organizational change. By focusing on making changes associated with each of these themes in step-like increments, library staff were able to revitalize and reform services and space to increase usage, expand the library’s physical and virtual footprint, better meet the needs of the campus community and solidify the library as “the place” to receive help on campus

    Finding a Way: Library Master Agreements at the University of Tennessee

    The contract-review and approval process for purchasing and renewing electronic resources at the University of Tennessee had become cumbersome to campus libraries. To streamline existing procedures, the campus libraries, the Office of Contracts Administration, and the Purchasing Department collaborated to find a solution that restored a measure of autonomy to the libraries while ensuring that all units followed existing fiscal policies and were in compliance with state laws. The result was the creation of library master agreements, which have led to significant savings in both the cost and the time it takes to review and approve contracts
