The impact of socially responsible human resource management on the organizational citizenship behavior of employees in universities in Ho Chi Minh City

    No full text
This study aims to examine the influence of socially responsible human resource management on employees’ organizational citizenship behavior in universities in Ho Chi Minh City, using both qualitative and quantitative research methodologies. The official quantitative research was conducted with a substantial sample size (n = 422) comprising staff members and lecturers at institutions in Ho Chi Minh City, encompassing all relevant content, scope, and subjects. The gathered data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) to evaluate the measurement and structural models and to test the proposed hypotheses. The study’s findings demonstrate that socially responsible human resource management, involving three factors such as legal compliance, employee orientation, and organizational support, has a positive impact on organizational citizenship behavior among personnel in Ho Chi Minh City universities using the mediator element of organizational identification. This research uses two theoretical frameworks: social identity theory, which explains how employees’ alignment with organizational values influences OCB, and social exchange theory, which emphasizes the reciprocal relationship between employees and organizations and motivates OCB through perceived benefits. This study’s findings can benefit state management of education and training in general and higher education in particular by offering ideas to improve human resource management in universities, thereby creating favorable conditions for the development of Vietnam’s education sector

The emerging legal framework for private sector development in Viet Nam's transitional economy

    No full text
A major objective of Viet Nam's transition to a market economy has been to reactivate the private sector in a mixed economy. Several new laws have been introduced in the past five years to implement this policy and to create an enabling environment for the private sector. The author reviews some of the more important laws and regulations that affect Viet Nam's private sector activities, including laws on real property, intellectual property, companies, domestic investment, foreign investment, bankruptcy, contracts, and dispute resolution. Anti-monopoly law has not yet been introduced in Viet Nam. The issue of competition is addressed in the context of trade law, the relative roles of the state and private sector, and restrictions in company law. These areas all establish the foundation of a legal framework for a market economy. The author concludes that Viet Nam's legal framework, like China's, is still influenced by ideology, which causes problems in such areas as private ownership of real property and with such fundamental legal concepts as"due process of law."It is noted that the private sector is constrained by the lack of an independent judiciary, the absence of private land ownership, other uncertainties in property law that limit the develpoment of financial markets, and the inherent bias of the system in favor of the state sector (and collective ownership). Also noted is a law-abiding attitude, equally important to development has been slow to develop. The author goes on to point out that the foreign investment process is too complicated, and its company law too restrictive. A first priority should be to strreamline regulations, as well as liberalize trade policy and increase efforts in privatization of state enterprises. In this respect the author notes that export processing zones may be a useful interim instrument to attract foreign investment but should be phased out over time. More important in the long term is a good investment climate resting on a strong legal foundation.Legal Products,Environmental Economics&Policies,Banks&Banking Reform,Municipal Housing and Land,Municipal Financial Management,Environmental Economics&Policies,Banks&Banking Reform,Municipal Housing and Land,Legal Products,Municipal Financial Management

    No full text
Transformative education is recognized as a relevant theory for educational development in many countries. Scholars have noted that transformative education can help learners to become more critical, responsible, and autonomous. However, there is no such empirical evidence available in Vietnam to date. There is also a gap between theoretical construct and practical application of transformative education in Vietnam. This study aims to explore the current understanding of transformative education and clarify its impact on learners. To address the gap, the authors assess the status of higher education in Vietnam and propose why transformative education can be a solution to improve the quality of higher education. Our study used a qualitative approach to explore the knowledge and experience of respondents related to transformative education. Data collection used Focus Group Discussion (FGD) and In-Depth Interview (IDI). Two FGDs were performed with students and alumni from universities in Binh Duong Province and Ho Chi Minh City exploring the learning experience in class. Three IDIs were implemented with experts in higher education management and quality assurance exploring the consistency and application of transformative education in Vietnam. The findings indicate that learning activities at several universities in Vietnam are still heavy on theory, and students lack experimental activities. Respondents also reported that transformative education is consistent with the sustainable development of higher education in Vietnam. Our study also provides several suggestions regarding to how to apply transformative education in Vietnam in the long term

The ultimate goal of building a New Rural Development (NRD) (similar to the Saemaul Undong Movement in Korea) is to sustainably improve the material and spiritual life of the people. Our study investigates how citizen participation may influence the effectiveness of the NRD program and citizen satisfaction in implementing the NRD in Nha Be District from 2016 to 2020. Our work adopts a questionnaire-based study designed to collect data from 780 participants using the random cluster sampling technique. Our findings reveal that citizen participation significantly affects citizen satisfaction via the mediating role of the NRD program effectiveness but not directly between citizen participation and citizen satisfaction. Finally, our study offers theoretical contributions and policy implications for decision-makers and NRD program managers

This research proposes and validates a model hypothesizing the relationships between social capital and knowledge sharing in the public sector. We employed a survey design using a questionnaire to collect data utilizing a convenient sampling method. The study gathered 389 questionnaires from civil servants and officials working in departments and agencies in the public sector in Tien Giang province. The research hypotheses were developed and validated using the structural model modeling (SEM) approach. The research results show that all hypothesized relationships were confirmed except the link between structural social capital and tacit knowledge sharing. Our study can be considered a pioneering study to investigate the influence of social capital on both tacit knowledge sharing and explicit knowledge sharing in the public sector. This work also enriches the growing body of knowledge regarding social capital and knowledge sharing in the public sector. Our research also offers suggestions to leaders in the public sector concerning relevant measures and policies that enable employees to share knowledge by promoting social capital
