Hong Kong: workfare in the world's freest economy
No full textWorkfare was introduced in many countries to suppress welfare dependency and reduce social security expenditures. However, workfare was launched in Hong Kong when there was only a relatively small social security budget and its citizens still strongly adhered to the ideologies of self-reliance. It was found that workfare has performed several functions in Hong Kong. Firstly, it has forced unemployed claimants to give up benefits so that Hong Kong's social security expenditures can be saved. Secondly, workfare had combined with Hong Kong's semi-democratic polity so that extremely stigmatising welfare measures were implemented. Thirdly, it has pushed poor citizens to the labour market without having any protection over wages and working hours. Thus, the combination of workfare and a semi-democratic polity has successfully suppressed Hong Kong's welfare demands and strengthened its self-help spirit. As a result, Hong Kong's minimal social security scheme and its low tax policy have been maintained

The End of "Made in Hong Kong"? : De-industrialisation and Industrial Promotion Policy in Hong Kong
No full textThis article explores spatial aspects of Hong Kong's deindustrialisation, related both to the development of closer cross-border ties and to Hong Kong's evolution as a global city. Industrial promotion has always had its place in the generally non-interventionist economic policy ofthe government. However, under the new political and economical conditions industrial promotion has moved up on the agenda. In particular, the promotion of high-tech industries is given special governmental attention. The author wams that the plans for re-industrialising Hong Kong may be based on an obsolete view of the city: the city as an isolated entity rather than as the cross-border economic agglomeration that it is growing into. The aim should be to develop a strong and productive industrial base with intraregional co-operation for the whole agglomeration instead of just for Hong Kong
Human Trafficking and Judicial 'Divination' in Hong Kong
No full textThe Court of Appeal’s (CA) recent ruling in ZN v Secretary for Justice on human trafficking is problematic for three reasons. First, it read too much into the People’s Republic of China’s choice not to apply the Palermo Protocol to Hong Kong. Second, the CA’s striking preference for the United Nations Human Rights Committee’s General Comments over the European Court of Human Rights jurisprudence contradicts a long line of the Court of Final Appeal case law. Finally, the CA’s ruling that the errant employer’s abusive conduct towards ZN constituted forced labour, in contravention of art 4(3) of the Hong Kong Bill of Rights, is extraordinary because s 7 of the Hong Kong Bill of Rights Ordinance (Cap 383) (BORO) explicitly provides that the BORO does not apply to conduct between private individuals. While deeming it unnecessary for the Hong Kong legislature to enact a specific law on forced labour, the CA ironically established a new common law offence of forced labour under Hong Kong law
Barriers for primary care physicians in providing palliative care service in Hong Kong - Qualitative study
No full textObjective: To investigate the willingness and barriers for primary care physicians in providing palliative care service in Hong Kong. Design: Qualitative study comprising focus groups discussions and individual interviews. Subjects: 20 doctors previously or currently worked in Family Medicine Department in a regional cluster in Hong Kong. Main outcome measures: Perception about palliative care service in Hong Kong. Results: Themes on understanding of palliative care, role of family physicians, support and difficulties in providing the service, effect of Chinese culture in palliative care and suggestions were identified. Conclusion: Doctors with family medicine training have concept and skills of holistic approach, especially psychosocial care. Barriers perceived are similar to those postulated in overseas studies.目的：調查研究香港基層醫生對提供紓緩治療服務的積極性及其面對的障礙。
設計：定性研究，包括專題小組討論及個別面談。
對象：20位曾任或現職於一所香港分區家庭醫學部門的醫生。
主要測量內容：對香港紓緩治療服務的看法。
結果：研究結果可歸納為以下各主題: 對紓緩治療的理解，基層醫生的角色，對提供紓緩治療服務的支持與所遇困難，中國文化的影響及建議。

Consensus statement on iodine deficiency disorders in Hong Kong
No full textThis article reviews the available data on the study of iodine deficiency disorders in Hong Kong and to discuss the approach towards preventing such disorders in Hong Kong. The importance of iodine and iodine deficiency disorders is described, and the available data on the dietary iodine intake and urinary iodine concentration in different populations of Hong Kong are summarised and discussed. Dietary iodine insufficiency among pregnant women in Hong Kong is associated with maternal goitrogenesis and hypothyroxinaemia as well as neonatal hypothyroidism. Borderline iodine deficiency exists in the expectant mothers in Hong Kong. Women of reproductive age, and pregnant and lactating women should be made aware and educated to have an adequate iodine intake, such as iodised salt, as an interim measure. A steering group involving all stakeholders should be formed to advise on the strategy of ensuring adequate iodine intake, including universal iodisation of salt in Hong Kong. Continuous surveillance of iodine status in the Hong Kong population is necessary.published_or_final_versio
