This major step towards Turkish membership of the EU implies many changes and challenges for both sides, and undoubtedly creates complexities. It also means that Turkey has to follow the EU agenda more closely than ever in order to comply with the requirements of the accession process. Simultaneously, the EU is evolving very fast within the global order, in which not only the gap between developed and developing states but also the gap between ‘haves’ and ‘have-nots’ in individual societies and nations increases. The efforts to overcome these gaps and the need for more convergence in the enlarged union are reflected within the EU and its individual member states vis-à-vis specific policy choices, and provides a strong incentive to accelerate reforms at all levels, as manifested in the recent efforts of the Barosso Commission

While each enlargement accelerates debates on deepening versus widening, specific policy issues, budgetary concerns and the EU politics of conditionality, it is significant that the political context of successive enlargements is highly informative concerning the future of the EU. The 2004 enlargement, with its ten new member states, amounts to a historical dream come true — that is, the unification of Europe. The recent accession of Bulgaria and Romania added to this unification process, and will possibly be followed by one or more of the newly independent states of the former Yugoslavia. However, the ideal of a united Europe aside, the political power play and shifting policy paradigms of the EU member states seem to be moving up on the EU’s political agenda
Conclusion and perspectives: Whither Turkey's accession?
LaGro, Perihan Esra (Dogus Author)Negotiations on Turkey’s accession to the EU have begun in an obviously unfavourable environment. They have been launched at a time when more states have acceded than the EU can currently cope with. The present time is also characterized by EU citizens who have become alienated and therefore question the raison d’être of the EU. Politicians who prioritize domestic politics often use the EU project as a scapegoat. One outcome of this domestic politics first trend has been the negative results of referenda on the Constitutional Treaty in France and in the Netherlands. It is therefore uncontroversial to claim that the debate on the future of Europe is far from over, but rather has only just begun. In this fashion, the negotiations on Turkey’s accession have been greeted by their share of the unfavourable environment. Thus, everything indicates that Turkey’s accession will not be an easy process. Domestic political concerns on both sides will shadow negotiations on each and every chapter of the acquis and political issues, interwoven with economic and socio-cultural factors, will create further complexity. Taking into account that the negotiations are based on unequal positions and the EU politics of conditionality, the accession process may go on for years. The outcome will remain unclear until the very end, possibly with referenda in some EU member states on Turkey’s accession. PrevAleNce and Associated factors of inappropriaTe dosing of direct Oral anticoaguLants In pAtients with Atrial Fibrillation: the ANATOLIA-AF Study
Purpose: Inappropriate dosing of direct oral anticoagulants is associated with an increased risk of stroke, systemic embolism, major bleeding, cardiovascular hospitalization, and death in patients with atrial fibrillation. The main goal of the study was to determine the prevalence and associated factors of inappropriate dosing of direct oral anticoagulants in real-life settings. Methods: This study was a multicenter, cross-sectional, observational study that included 2004 patients with atrial fibrillation. The study population was recruited from 41 cardiology outpatient clinics between January and May 2021. The main criteria for inappropriate direct oral anticoagulant dosing were defined according to the recommendations of the European Heart Rhythm Association. Results: The median age of the study population was 72 years and 58% were women. Nine-hundred and eighty-seven patients were prescribed rivaroxaban, 658 apixaban, 239 edoxaban, and 120 dabigatran. A total of 498 patients (24.9%) did not receive the appropriate dose of direct oral anticoagulants. In a logistic regression model, advanced age, presence of chronic kidney disease and permanent atrial fibrillation, prescription of reduced doses of direct oral anticoagulants or edoxaban treatment, concomitant use of amiodarone treatment, and non-use of statin treatment were significantly associated with potentially inappropriate dosing of direct oral anticoagulants. Conclusion: The study demonstrated that the prevalence of inappropriate direct oral anticoagulant dosing according to the European Heart Rhythm Association recommendations was 24.9% in patients with atrial fibrillation. Searching the Learning Culture in an Intellectual Profession
Öğrenme kültürü, son yılların popüler kavramlarından biri olarak çoğunlukla enformel öğrenme
bağlamında sıkça ele alınmaktadır. Enformel öğrenme, kendiliğindenliği ve çekiciliği dolayısıyla yaşam
boyu öğrenme için oldukça geniş öğrenme fırsatları içermektedir. Kültürel katılım ise, enformel
öğrenmenin bir çok formunu kapsayan bir kavram olarak yaşam boyu öğrenme için zengin bir kaynaktır.
Entelektüel bir meslek alanının icracıları olan öğretmenlerin kültürel sermaye dağılımındaki konumları,
kültürel yeniden üretim ve aktarımda kritik bir rol oynamaktadır. Bu çalışma, öğretmen adaylarının
kültürel katılımlarını yaşam boyu öğrenme kültürü bağlamında değerlendirmek amacıyla yapılmıştır.
Araştırmada, nicel araştırma yöntemlerinden tarama modeli kullanılmıştır. Çalışma evrenini, Ankara
Üniversitesi‟nde öğrenim görmekte olan 538 öğretmen adayı oluşturmaktadır. Öğretmen adaylarının
kültürel katılımına ilişkin veriler araştırmacı tarafından geliştirilen “Kültürel Katılım Anketi‟‟ ile
toplanmıştır. Veriler, frekans ve yüzde dağılımları üzerinden analiz edilmiştir. Araştırma sonucunda,
öğretmen adaylarının büyük çoğunluğunun enformel öğrenme kaynaklarını etkin kullanmadıkları ve
kültürel katılımlarının sınırlı olduğu görülmektedir.Learning culture, as one of the popular concepts of recent years, is frequently discussed in the context of
informal learning. Informal learning, due to its spontaneity and attractiveness, contains a wide range of
learning opportunities for lifelong learning. On the other hand, cultural participation is a rich resource for
lifelong learning as a concept that covers many forms of informal learning. The positions of teachers, who
are the performers of an intellectual profession play a critical role in cultural reproduction and transfer.
This study was conducted to evaluate the cultural participation of teacher candidates in the context of
lifelong learning culture. The study employed the survey model as a quantitative research method. The
universe of the study consists of 538 teacher candidates from Ankara University. The Cultural
Participation Survey, developed by the author, was employed to collect data on the cultural participation
patterns of teacher candidates. The data were analyzed in terms of frequency and percentage distributions.
As a result of the research, it is seen that most of the teacher candidates do not use informal learning
resources effectively and their cultural participation is limited
