No full textGisteren was het Prinsjesdag. Rutte III zet in de Miljoenennota duidelijk in op een expansief begrotingsbeleid met cadeautjes voor iedereen. Dit terwijl de turbulentie in opkomende markten fors toeneemt en het nog maar een kwestie van tijd lijkt voordat de wereldhandel een tik gaat krijgen. Het doet denken aan de mooi-weer begroting van 2008. Ook nu dreigen we weer tijdens een hoogconjunctuur in de val te lopen van een verslechtering van de structurele overheidsbalans, zodat er tijdens een volgende recessie weer meer moet worden omgebogen. Volgens Raymond Gradus kunnen we een onzinnige lastenverlichting, zoals het afschaffen van de dividendbelasting, beter op zak houden en gebruiken om noodzakelijke hervormingen te accommoderen

Similar problems, different solutions: Comparing refuse collection in the Netherlands and Spain
Get PDFLocal public service provision can vary greatly because of differences in institutional arrangements, public service markets, and national traditions regarding government intervention. In this paper we compare the procedures adopted by the local governments of the Netherlands and Spain in arranging for the provision of solid waste collection. We find that Spain faces a consolidation problem, opting more frequently to implement policies of privatization and cooperation, at the expense of competition. By contrast, the Netherlands has, on average, larger municipalities, resorting somewhat less to privatization and cooperation, and more to competition. The two options - cooperation and competition - have their merits when striving to strike a balance between transaction costs and scale economies. The choices made in organizational reform seem to be related to several factors, among which the nature of the political system and the size of municipalities appear to be relevant.Local governments, contracting-out, privatization,inter-municipal cooperation.
Efficiency Effects of Unit-based Pricing Systems and Institutional Choices of Waste Collection

Much attention has been paid to the influence of the institutional form of waste collection on costs. We extend this literature in three directions by including the unit-based pricing system. First, we show that unit-based pricing systems are more important from a cost-minimizing point of view than the institutional mode of waste collection. In particular, the bag-based and frequency-based pricing systems are preferred. Second, dividing the cost effects between price and quantity effects, we illustrate that lower administrative costs and a smaller waste quantity are the most important drivers of cost decreases. It also shows that a disadvantage of the bag-based system is that it is not easy to price compostable waste. Third, if more general cost functions are analyzed, these estimations suggest that there are economies of scale for small municipalities
Efficiency Effects of Privatising Refuse Collection: Be careful and Alternatives present
Get PDFFor refuse collection, we estimate the cost effects of different institutional modes using panel data for almost all Dutch municipalities between 1998 and 2010. The modes we consider are private contracts, intermunicipal cooperation, public provision and own collection. For private companies, the cost advantage is substantially smaller and non-significant if municipal fixed effects are included. The cost advantage of intermunicipal cooperation is larger in this case than that of privatisation. Moreover, if yearly mode dummies and mode duration are also included, we show that for 2004, 2005 and 2006 a large cost increase is visible for privatisation. Which mode offers the most cost-saving opportunity depends strongly on the year and the mode duration. For private contracts, the duration effects lead to lower costs; for municipal cooperation and public provision, there are extra costs to begin with, which disappear after 5 or 6 years
