    The article is dedicated to doctor of medicine, professor V.A. Sokolov. In 2017 he celebrates his eightieth birthday. Professor V.A. .Sokolov is one of the founders of polytrauma treatment in USSR and Russia. For a long time he had been heading polytrauma department at the N.V. Sklifosovsky Research Institute for Emergency Medicine. Due to his work, algorithms of life sustaining and recovery of serious patients were developed. Professor V.A. Sokolov is the author of 6 monographies and about 300 periodical papers. Besides, he is the holder of 32 patents. Some of his inventions were popularized and manufactured. He had been leading active scientific work, which resulted in 6 doctoral dissertations and 15 candidate theses. The staff of N.V.     The new book by Yu.A. Nisnevich, PhD in Political Studies, is of both scientific and practical interest to political analysts, politicians, federal and regional government officials, students in higher educational institutions. This book by the full professor of the Department of Political Studies in the National Research University “Higher School of Economics” successfully attempts to instrumentally conceptualize and measure corruption. It analyzes the quality of implementing polyarchic democracy rules today, it offers a comparative analysis of authoritarian-like states. By taking the corruption factor into account, it provides empirical cauterization if democratic states. The author raises topical issues: analysis of corruption as a dominant factor of the world political process. The following issues are of particular interest: analysis of motivation of corruption in the public sphere and measures to counteract this behavior.Монография доктора политических наук Нисневича Ю.А. представляет как научный интерес для политологов, так и несомненный практический интерес для политиков, политических аналитиков, государственных и муниципальных служащих, студентов высших учебных заведений. В монографии профессора департамента политической науки Национального исследовательского университета «Высшая школа экономики» делается удачная попытка инструментальной концептуализации и измерения коррупции.     Today's lifestyles, tomorrow's cancers: Trends in lifestyle risk factors for cancer in low- and middle-income countries

    Background: The global burden of cancer is projected to increase from 13.3 to 21.4 million incident cases between 2010 and 2030 due to demographic changes alone, dominated by a growing burden in low- and middle-income countries (LMICs). Lifestyle risk factors for cancer are also changing in these countries and may further influence this burden.Design: We consider examples of changes already occurring in population-level distributions of tobacco and alcohol consumption, body weight, and reproductive lives of women to gauge the magnitude of their projected impact on cancer incidence in future decades.Results: Trends in lifestyle factors vary greatly between settings and by sex. Some common trends point to considerable increases in cancers of the (i) lung in men due to tobacco smoking; (ii) upper aerodigestive tract (UADT) due to increasing tobacco and alcohol consumption, worse in men; (iii) colon from increasing body mass index, and alcohol and tobacco consumption; and (iv) in women, breast due particularly to consistent international trends of younger age at menarche, smaller family size, and, at postmenopausal ages, increasing body weight.Conclusions: In many LMICs, the future cancer burden will be worsened by changing lifestyles. Affected common cancer sites likely to experience the largest increases are lung, colon, UADT, and breast. © The Author 2011.     Expanding the Applicability of the Competitive Modes Conjecture

    The Competitive Modes Conjecture is a relatively new approach in the field of Dynamical Systems, aiming to understand chaos in strange attractors using Resonance Theory. Up till now, the Conjecture has only been used to study multipolynomial systems because of their simplicity. As such, the study of non-multipolynomial systems is sparse, filled with ambiguity, and lacks mathematical structure. This paper strives to rectify this dilemma, providing the mathematical background needed to rigorously apply the Competitive Modes Conjecture to a certain set of non-multipolynomial systems.     ROLE OF THE LOCAL GOVERNMENT IN THE FORMATION OF CIVIL SOCIETY IN POLAND

    Problem of development of strong local institutions of self-governance in modern Russia is one of the "sore points" in the general concept of Russian federalism. In the article analyzes the experience of building a strong system of local government in Republic of Poland, after a period of 1989 year. Collapse of the socialist system in Eastern Europe, with its own view the local government only as a system of party representation "on the ground" has prompted reform-minded part of Polish society to establish the concept of "self-governing Republic". One of the most important principles that guided the architects of this fundamental reform, were principles of subsidiarity, with broad involvement of local communities in the management of administrative units, and principle of "economic autonomy", which gave local authorities the real economic and financial capacity to develop their own territories. This fact allowed most of the local government system is not to be subsidized institution, which would be totally dependent on the distribution of funding by the central government authorities. Serious economic achievements of local governance institutions, such as their substantial contribution to the volume of the Polish GDP, eloquently testify to the highly successful results of the local self-governance reform in Poland

    The work on the basis of open sources describes in the most General terms the state and specifics in the relations of the activities of local authorities (municipalities) and citizens in small historical cities of the Russian Federation. The focus is on the analysis of the ideas and proposals that are formulated at the Federal level, enshrined in state documents and decisions, implemented at the local level and in the Affairs of local authorities and citizens. An attempt is made to describe the conflict of two models: a) preservation of historical and cultural heritage and b) management of cultural heritage objects, including its development, as a separate direction. And the transformation of historical settlements from a mechanism of exclusive restriction of life into an instrument of development. The authors are convinced that from a political point of view and from a purely pragmatic position, the relations on the development and multiplication of the basic foundations of the life of historical cities and settlements should be justified and primary. And not in an abstract formal sense, but in a concrete political and social sense, such a choice and such a strategy is relatively closer to explaining the new stage of accumulation of experience by municipalities and citizens in order to convert it into a gradual and steady progress towards improving the quality of life in the province. Current and new municipalities and their leaders, residents of historically significant territories will need all the techniques and methods created by the past era, and some additional ones in order to cover new forms of life in their places of residence. And this is not to be seen as eclectic in politics and political governance. Unity of political creativity is given by active attitude and actions.В работе на основе открытых источников дается описание в самых общих чертах состояния и специфики в отношениях деятельности местных органов власти (муниципалитетов)и граждан в малых исторических городах Российской Федерации. В центре внимания анализ тех идей, предложений, которые формулируются на федеральном уровне, закрепляются в государственных документах и решениях, воплощаются на местном уровне и в делах местных органов власти и граждан. Предпринята попытка описания конфликта двух моделей: а) сохранения историко-культурного наследия и б) управления объектами культурного наследия, в том числе и его развития, как отдельного направления. И превращение исторических поселений из механизма исключительного ограничения жизнедеятельности в инструмент развития. Авторы приходят к убеждению, что с политической точки зрения и с позиции сугубо прагматической оправданными и первичными должны стать отношения по развитию и приумножению базовых основ жизнеустроения исторических городов и поселений. И не в абстрактно-формальном, а конкретно-политическом и общественном смысле такой выбор и такая стратегия сравнительно ближе к тому, чтобы объяснить новый этап накопления опыта муниципалитетами и гражданами для конвертации его в постепенное и уверенное продвижение к повышению качества жизни в провинции. Нынешним и новым муниципалитетам и их руководителям, жителям исторически значимых территорий понадобятся все приемы и методы, созданные прошлой эпохой, и еще какие-то дополнительные для того, чтобы охватить новые формы жизни в местах их пребывания. И в этом не стоит видеть эклектики в политике и политическом управлении. Единство политического творчества дается активным мироощущением и действиями

    The biography of G.I. Blosfeld, the author of the first handbook on forensic medicine for lawyers

    The paper covers some chapters of the biography of Professor G.I. Blosfeld (1797–1884), who was a famous scientist and headed the Department of Forensic Medicine, Medical Policy, History of Medicine, Hygiene, and Toxicology of the Kazan Imperial University from 1839 to 1864. A brief description of the state of medicine, public health, and teaching of medical sciences in the Russian Empire of the late 18th and early 19th centuries has been provided. The archival data on the activities of G.I. Blosfeld in the chair, memories of his students have been presented. The achievements of G.I. Blosfeld as a researcher and lecturer, who organized forensic medicine teaching at the Law Department of the Kazan University and created the first handbook on forensic medicine for lawyers published in 1847 in Kazan. The structure of the handbook has been analyzed, as well as other works of this researcher. His role among other forensic medical examiners of that period has been demonstrated
