Imaginaries, resources and inequalities in urban fragments" (NEXT-CITIES). Questi sono: il Contratto di fiume e di costa Oreto, il Parco a mare dello Sperone, il porto della Bandita, il lungomare della BanditaThe contribution reports some initial observations on the case study of the UL of Palermo of the project "Next cities for whom? Imaginaries, resources and inequalities in urban fragments" (NEXT-CITIES). The case study of the UL of Palermo focuses on the Second District of Palermo, more specifically on the coastal "fragment" to the south of the city. The first level unit (UPL)3 involved is only one: Settecannoli which runs along the entire coast from the Oreto river to the border of the city. In fact, four PNRR projects insist on this coastline which are however conceived as a single one. These are: the Oreto River and Coast Contract, the Sperone Sea Park, the Bandita port, the Bandita seafron

The concept of the urban as a floating signifier reflects profound changes in the way cities and urbanization are understood and acted upon in contemporary society. This shift requires a more nuanced understanding and approach to address the complexities of a world where urban influences are pervasive. On this basis, the research tries to follow the transformation processes, trajectories and socio-spatial potential in an area that can be said to be recently urbanized such as the South Coast of Palermo. It is, in fact, invested with formidable interest which manifests itself through the concentration of four projects financed by the PNRR. The mouth of the Oreto river, the Sperone seaside park, the Bandita port and the Bandita seafront, abandoned for long decades by politicians, are now considered fundamental parts for the recovery of the entire waterfront of the city of Palermo. Within this change of perspectives, the contribution analyzes as key words "empty", which fits fully into the changes of the Great Acceleration, and "stumbling", a suggestion that refers to the methodological aspect of walking

The Fiera del Mediterraneo: a (Post)Pandemic Landscape as Difficult Heritage

    No full text
This article aims to analyse the geographical perceptions of an urban landscape through the lens of difficult heritage. The choice to speak of a difficult heritage seems to us better suited for dealing with the traces of the past that are complex, painful, and controversial, given their association with tragic events. In order to analyse this particular form of heritage, we will use the methodology of the survey, which involves both an exploratory and a dialogic phase. We intend to consider the Fiera del Mediterraneo in Palermo through three keywords: development, transformation, and sustainability. Firstly, the Fiera was founded as an exhibition space in 1946 in an expanding area of the city. The Universal Exhibitions were its archetype, the aim was to be the bridge of the Mediterranean economic area. The transformations of the 1970s interrupted the initial idea of landscape unity by fragmenting and transforming the outdoor space and pavilions into empty spaces, to be filled with industrial products of everyday life. In the third phase, the Fiera changes its use value once again by becoming the pandemic space for the Covid-19 tests and vaccinations. Although only three pavilions were used, the Covid-19 changed the image of this area: it was the Covid-19 landscape. Thus, the question is how to deal with this difficult heritage? How to live-with and resignify this difficult heritage

Ça marche. Creare uno spazio collettivo camminando per Palermo

The paper analyses two marches of resistance in Palermo with references to the public space as in Goheen’s (1998) theses. In the first one, the public space gradually loses relevance and presents the citizens as consumers; in the second one, it remains an arena of the fights of those groups that claim to visibility and recognition. The itinerant ritual of Wu Ming 2 and the last Gay Pride in Palermo are the two kinds of march capable of creating collective spaces. In the former case, the itinerary has made the forgotten traces of history resurface and has linked them to our contemporary themes. In the latter, the attention to the precariousness of bodies has been claimed in a consenting Palermo. On the other hand, the institutional politics of pedestrianisation of the historical centre, by supporting a deep transformation of the public space, have produced a population that is passive and lured by consumption.L’article analyse deux marches résistantes à Palerme et reprend la thèse de Goheen (1998) sur l’espace public.

In 2015, Unesco included the Arab-Norman itinerary of Palermo, Cefalù and Monreale in its list of World Heritage Sites. The application dossier states: “is the international confirmation of the beauty and cultural, artistic and historical greatness of Palermo [...] it will represent (...) a stimulus of tourism development and new economy”. The intentions of the promoting committee are immediately stated: it will be the cultural lever that will set in motion the new foundations of the experience economy (Pine e Gilmore, 1999), now dominant since the end of the 20th and beginning of the 21st century. The underlying question will be “who possesses the powers of imagination – and – where they are materially deployed” (Daniels, 2011). And again, how is culture shaping our spatial imaginaries and material understandings of the landscapes around us

Palermo metropoli mediterranea.

This essay explore the birth of a gaze, the West’s at the Other, which would become an essential part of Early Cinema panoptical ambitions. The Great Universal Expositions at the turn of the 20th century are among the most suitable places to grasp the ways of construction of this turning the otherness in show. Specially the Eritrean Village at the Palermo Exposition 1891-1892 proffers the opportunity to have a close look at how, even before the cinema’s birth, the anthropological gaze was a faithful ally to the photography and, soon, to the movies in mass society

Asymmetries in the Italian regional system and their role model

    No full text
The chapter illustrates the multidimensional and devolutionary asymmetry characterising Italian regionalism, both in terms of constitutional law and of powers transferred to and used by the regions. The chapter also argues that, over the past 70 years, the constitutional picture of Italian regionalism has become increasingly complex, considering that each special region has 6 Erika Arban, Giuseppe Martinico, and Francesco Palermo developed its own degree of autonomy, and the constitutional reform in 2001 has made it institutionally possible to differentiate the distribution of competences among the ordinary regions as well. The author sketches the trajectory and the current state of the art of the different forms of regional asymmetry, and contends that asymmetry in the books looks way different than it is in action, due to a highly different implementation of the constitutional instruments by the various regions. The chapter also explores the contribution of Italian asymmetric design to the development of federalism/regionalism worldwide. As a matter of fact, all recent federal/regional experiments place asymmetry at their core
