    A land information system for Turkey - a key to the country's sustainable development

    This paper describes the development by the General Directorate of Rural Services (GDRS) of a land information system for Turkey, namely the National Soil and Water Information System. It is of great significance for the modern state of Turkey as, prior to its establishment in 1999 under the Turkish Agricultural Research Project, there was no definitive, national technological information resource underpinning land and water resource management. The system will underpin the operational and research responsibilities of the Directorate in combating some of the pressing contemporary environmental concerns in Turkey, including wind and water erosion, waterlogging, sodicity and salination of the soil resource. The complex process of compiling the first national digital soil map will be among the initial tasks, as well as establishing a national infrastructure for distributing the information amongst GDRS managers and scientists. With the proposed accession of the Turkish Republic to the European Union, alignment of the National Soil and Water Information System with European standards and protocols will prove to be an important facet of its ongoing development

    New Technologies in the Preparation of BiSCCO Precursors

    Articolo su libro (privo di ISBN) dal titolo "Syntheses and Methodologies in Inorganic Chemistry: New Compounds and Materials" The manufacture of fine particles of a copper precursor, copper acetylacetonate (Cu(acac)2 ), has been investigated through the rapid expansion of supercritical solutions (RESS). The motivation was the production of particles with improved characteristics for use in the preparation of precursors for superconducting ceramics (BiSCCO). Solubility data of the Cu(acac)2 in supercritical CO2 were measured prior to performing the RESS experiment as these data are essential for accurate experimental design. The solubility data were measured using a dynamic saturation technique, at pressures between 100 and 200 bar and at three temperatures: 312.0K, 332.0K and 353.0K. Particles were manufactured by expanding a solution of supercritical CO2 saturated with the solute at 160 bar and 40°C through a micro-nozzle to pressures of 50 bar. The RESS technique produced particles that were significantely smaller than existing samples manufactured using jet-milling

    Local Agenda 21 and Practices in Turkey

    Sustainable development, survivability, equal rights, civic engagement, enablement and governance are the main principles of our times, urban systems must be considered in view of these principles while wide range public participation has become a necessity. As a result of the ?National Development and Environment Conference, World Summit? held in Rio 1992 where concepts of sustainable development were recognized, the ?Local Agenda 21? action program has been developed. This program is a comprehensive document that puts responsibilities on Governments, non-governmental organizations, local governments, UN organizations, development institutions and all other institutions and individuals, which may have effects on the environment. The decisions taken at the Rio Summit impose upon all local governments, regardless of size, to prepare and implement their own programs along the concept/philosophy of ?Think Global, Act Local?. The aim of this paper is to establish and evaluate implementations of the Local Agenda 21 in Turkey, at different levels of local governments. The evaluation will not only aim at the governmental dimension but the roles played by all responsible parties will be taken into consideration. Sample implementations in Turkey will be scrutinized as to how many of the objectives and the policies of the Local Agenda 21 have been achieved. The results of the studies in this paper will provide, all local governments in Turkey, a means to evaluate their programs in the framework of Local Agenda 21, as well as setting forth supplementary suggestions for producing prioritized ?Local Sustainable development Policies? and for assisting them in devising short and long term strategic plans for solving problems. It will also be strongly emphasized that these plans must be implemented, with mechanisms allowing for multi-partner participations, and a method for this purpose will be suggested.     Variations on the Author

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Trade unions in Turkey : an analysis of their development, role and present situation

    This thesis focuses on the trade union movement in Turkey with particular reference to the Turkish confederation of trade unions (TURK-IS) and its members. Case studies were conducted in both TURKIS and its member unions, widely, based on open-ended interviews with union officials, but also involving the analysis of union's reports, documents and journals, the observation of workers education seminars and visits to the state's institutions and employers' organisations. The main purposes of the thesis have been to illustrate the changing nature, role and struggle of the Turkish unions in the context of the changing economic, political and social structure of Turkey. It also focuses on the dominant trends in trade unionism in a European context. The study argues that an explicit and theorised understanding of internal and external pressure on the trade union movements as they emerge in many countries, is of fundamental significance to the Turkish trade unions. It is argued that the trend in the Turkish labour relations in the 1960s and 70s seemed to be the co-operation of unions in the formulation of policies, related to national economic performance and social stability in politics. In other words, unions were tolerated to provide both economic and social stability at macro level and manageability and certainty at micro level in the light of the industrialisation process. In this context, Import Substitution Industrialisation (lSI) was the model of capital accumulation, which required trade unions to become integrated within the new economic and political policies in order to secure an economically and politically stable industrial relations framework. In this respect, the Turkish unions played a mediating role between the state, employers and workers. It is also argued that the changing system of capital accumulation (a move from lSI to "market liberalism") in the 1980s has endangered the traditional institutional arrangements. The traditional role of interest representation for unions, particularly as mediation between the ruling class and working class, has become problematic. The decline of union power, due to changes in their environments, has also weakened the value of central labour organisations as mediators between the state, employers and workers. The anti-labour policies seems to have been the outcome of strategic interventions of the governments and employers. In this context, particularly in the 1980s explicit reference to theoretical frameworks have tended to increase in favour of "strategic choices" and "union identities". The study argues that in the Turkish case, unions have not been faced with a complete policy of exclusion. In other words, the material conditions of "integrative" "collaborative" or "corporatist" policies have been reduced, however, they have not been completely eliminated. The reasons for this might be that although the economic power of TURK-IS and its members was no longer so important for the government, the political mediating role of unions became significant in the period of the 1980s, which included the transition to democracy, the process of integration of Europe, the implementation of austerity policies and the fear of the possible failure of the parliamentary regime. I argue in the thesis that under the painful and complex process of economic and political reconstruction and the development of democracy the Turkish trade unions have been faced with a number of tactical and political options in the rapidly evolving the issue of European Integration and of democracy and the increasing uniformity amongst member of TURK-IS. The Turkish case suggests that trade unions can achieve a position of influence in industrial relations systems as long as they pursue politically motivated strategies by setting a new agenda for members, articulating the broad long-term interests of the working class and finally displaying collective responses and collective responsibility. In this respect, it is argued that there is still a significant scope for a more active initiating and coordinating role for central labour organisations and unions can pursue more comprehensive and tenable trade union strategies

    Jersey Homesteads (later the Borough of Roosevelt) was established in the 1930s as an agro-industrial cooperative community. It was established specifically for urban Jewish garment workers, many of whom had emigrated from Europe. President John F. Kennedy sent a telegram to the citizens of Roosevelt, New Jersey, apologizing for not being able to attend the memorial dedication in honor of former President Franklin Delano Roosevelt. (Jersey Homesteads became Roosevelt in 1945 in honor of the president.) President Kennedy expressed his gratitude to the people of Roosevelt for constructing the memorial, and commented that it will serve as a constant reminder of Roosevelt's good works
