A Study of the Rita Geier Case: Efforts to Desegregate Three State Universities in Tennessee from 1990-2006.
This study focuses on a 2-phase assessment of the desegregation of selected public postsecondary institutions under the Tennessee Board of Regents (TBR) [Tennessee State University and University of Memphis] and the University of Tennessee systems [University of Tennessee-Knoxville]. The 1st phase involved obtaining and analyzing the annual reports, court cases, legal journals, articles, and books concerning the 1968 Sanders v. Ellington case (better known as Geier v. Alexander); the 1984 Geier Stipulation of Settlement that mandated a desegregation plan; and the implementation of the 2001 Geier Consent Decree. The study also examines enrollment of black students in selected historically white institutions and white students enrolled in the selected historically black institution for the years 1985 (1 year after the 1984 Geier Stipulation of Settlement) through 2006 (5 years after the Geier Consent Decree and the same year the case was dismissed). The 2nd phase of this study involved interviewing administrators and principal actors responsible for the planning of, implementation of, and compliance with the Geier Stipulation of Settlement of 1984. The study reveals degrees of compliance or noncompliance with the Stipulation of Settlement of 1984 as well as the 2001 Consent Decree and examines more successful and less successful efforts to increase minorities enrolled and employed as faculty staff and administrators on each campus

An examination of the matriculation outcomes of the Geier mandated pre-university programs
This study examined the effectiveness of the Geier pre-university program in achieving the stated goal of increasing the matriculation of African-American high school students to the historically white Tennessee Board of Regents schools. The researcher examined the matriculation records of 161 African-American students who attended the pre-university programs at Austin Peay State University, Middle Tennessee State University, and Tennessee Technological University. The Geier case was first filed in federal court in 1968. After more than ten years of litigation, in 1979, the United States Court of Appeals for the Sixth Circuit ordered that the University of Tennessee Nashville and Tennessee State University merge their institutions. Since the federal court\u27s decision to merge Tennessee State University and the University of Tennessee Nashville, the state of Tennessee has been under the guidelines of Geier v. Sundquist and its many court-ordered stipulations to eradicate all vestiges of de jure segregation. The 2001 Consent Decree for the Geier case mandated the creation of summer enrichment programs for African American high school students. The programs were to be held at the historically White Tennessee Board of Regents institutions. All statistical analyses were conducted at the p \u3e .05 level of significance. The researcher found that the participants in the summer enrichment programs had significantly higher rates of matriculation than the rate for Tennessee African-American high school graduates though rates were not consistent across the programs. Neither gender nor grade level completed at the time of program attendance had an effect on matriculation rates. Continued study of the participants in the program should be conducted to determine if differences can be found in the matriculation of students who attend the Geier pre-university program earlier in their high school careers
Due to its compositionally central position at the end of the Pentateuch and its poetical form, the Song of Moses is counted among the seminal theological texts of the Old Testament. The author explores the construction of the image of God by analysing the three central metaphors of the rock, vulture, and parents. A synchronic and diachronic analysis of the overall structure is followed by an analysis of the metaphors in the light of the history of motives, which places it in the literary context of the Hebrew Bible, as well as opening up the perspective of deutercanonical and Qumran literature, and taking into account iconographic and textual sources from the Ancient Near East. The purpose is to offer a differentiated consideration of the tensions and complexities of the Old Testament image of God beyond the dichotomy of "positive" and "negative"
