At their November 21 meeting, the City Council accepted the state grant and awarded the urban renewal planning services contract to Spencer & Kupper of Portland, Ore.

(ODOT), initiated a study of the city’s transportation system in 2002. The 2003 Garibaldi
Transportation System Plan (TSP) addresses ways to improve the transportation system to
serve existing needs and to support anticipated growth in population and traffic during the
next 20 years. The TSP considers future traffic volumes and circulation patterns in a way
that emphasizes the local street network and protects the function of U.S. 101, a statewide
highway that also serves as Garibaldi’s main street. [From the Plan]"The Garibaldi Transportation System Plan (TSP) is partially funded by a grant from the
Transportation and Growth Management (TGM) Program, a joint program of the Oregon
Department of Transportation and the Oregon Department of Land Conservation and
Development. This TGM grant is financed, in part, by federal Transportation Equity Act for
the 21st Century (TEA-21), local government, and the State of Oregon funds.

Plan, and the entire TSP became an Appendix to the Comp Plan. The TSP is a bulky document, is in a
separate report, and serves as the City’s Street and Transportation Master Plan.
In June 2006, the Council adopted five new sections to the Comp Plan based upon work funded through a
DLCD Technical Assistance grant. Updated chapters were “Housing,” “Economy,” “Parks and Recreation,”
and “Public Facilities.” A “Waterfront Concept Plan” was added to the “Estuary and Shoreline Policies”
chapter as well. These updated chapters are more extensive than the original chapters and include updated

No full textThis article is the text of a talk given at the University of Urbino, Italy, during the Conference, Garibaldi e i movimenti democratici internazionali, 9-10-11 November 2007. My intention was to bring Trevelyan's great trilogy Garibaldi's Defence of the Roman Republic, Garibaldi and the Thousand and Garibaldi and the Making of Italy, to an Italian audience, to explore the often passionately enthusiastic relations between English and Italian lovers of democracy and freedom at the time of the Risorgimento, and to place the author and his vision in the very English but also pan-European liberal tradition. For this reason, my study opens with a discussion of Trevelyan's admiration for Lord Byron, aristocratic champion of revolutionary movements in Italy and Greece, and two of his other Italophile heroes, the Liberal statesmen Gladstone and Russell. I explore how Trevelyan's prefaces to his volumes, that for the first written for its first edition, and that for the second written for a reissue eleven years after its first publication, develop his ideas of a "people" which may be the English or the Italian people, his ideas of emerging nationhood and of the perennial and international struggle for freedom. This inquiry therefore opens out to embrace his Great War experience as a military ambulance commander on the Italian Front, and his insistence that without the Risorgimento the French and British would have had no united Italy as their ally during the climactic fight against German and Austro-Hungarian autocracy and militarism. Vital to Trevelyan's thinking here is his concept of "the living stream of history" as, alas, war, and of the past as a still living force. This brings my study to how Trevelyan wrote of the war of 1914-18 that "We have been at war with Metternich and Bismark," both of these national leaders being long dead, and his delight at having had for his own war enemy that same Kaiser Franz Joseph whose soldiers had hunted Garibaldi and the dying Anita in 1849. I conclude with an analysis of how rebellious and anti-establishment our distinguished Whig professor and author can be, who when he calls Garibaldi "a guerrilla figher" is offering the highest praise he can think of, and for whom the Bourbon and Hapsburg monarchies and the Vatican are merely disgusting tyrannies with no redeeming features

No full textThis essay is called In the head of Garibaldi – a study about the portrayal of Garibaldi in biographies and focuses on the literary portrayal of Garibaldi in biographies published in the early 20th century and the early 21st century. The purpose of the essay is to describe the possible changes in the way of portraying Garibaldi in biographies and compare the portraying to the portrayal of Garibaldi that Garibaldi himself gives in the American translation of his memoirs, which were published in New York 1859.I have in this study used a constructivist approach with focus on the attributes, ideals and roles of Garibaldi. Research and thoughts from a wide field of science has been used, for example the works on nationalism by Elie Kedourie and Ernest Gellner. The thoughts on biographies as a scientific genre as described in the anthologies Att skriva människan (Ambjörnsson, Ringby & Åkerman red.) and Med livet som insats (Rosengren & Östling red.) has also been of the utmost importance of the study.The results of the study shows that there has been changes in the way of portraying Garibaldi in biographies, as showed in the more unbiased portrayals in the newer biographies. A larger focus on criticism of the sources is also apparent in the newer biographies. In a comparison between the biographies and Garibaldi‟s memoirs it stands clear that the memoirs and the biographies portrays and depicts the myth of Garibaldi, with more or less focus on fiction
