In a letter to Thomas Rotch on the subject of the settlement of 300-400 freed slaves from the Gist plantation in Virginia, Issac Gardner(1761-1843) responds to Rotch's suggestion of settlement in Indiana. Gardner informs Rotch that the state is already densely populated and laws of the state would be unfavorable to such a settlement.
