Outsourcing and Skill Imports: Foreign High-Skilled Workers on H-1B and L-1 Visas in the United States
This working paper looks in detail at the H-1B and L-1 visa programs for temporary employment in the United States. Based on official data from the US Citizenship and Immigration Services and the US Department of State, H-1B and L-1 visa issuance rapidly increased in the late 1990s, followed by a marked slowdown after 2001. This points to the highly cyclical nature of both visa programs. Indian nationals and immigrants working in computer-related occupations dominate the H1-B and L-1 population in the United States, but these two groups are also found to be the most cyclical segment, with very large declines in inflows after 2001. The total population of H-1B visaholders in 2003 is estimated to range between 387,000 and 746,000, of which 160,000 to 306,000 were Indian nationals. As all data on H-1B/L-1 visaholders are gross numbers and gross jobs data for comparable categories are absent, the extent of the impact of these visa programs on the US labor market cannot be gauged precisely. A broad range of US industries and educational institutions are found to be employing H-1B recipients, with the IT industry being the dominant sector. Evidence of aggressive wage-cost cutting, including paying H-1B recipients only the legally mandated 95 percent of the prevailing US wage, is found among some H-1B employers, although no systematic abuse of the system is present.Outsourcing, offshoring, high-skilled labor, immigration, H1B/L-1 visas
Adversarial Attacks against the Perception System of Autonomous Vehicles
The rapid advancement in autonomous driving technology underscores the importance of studying the fragility of perception systems in autonomous vehicles, particularly due to their profound impact on public transportation safety. These systems are of paramount importance due to their direct impact on the lives of passengers and pedestrians. Additionally, their reliability can be easily compromised given the complexity and unpredictability of driving environments. However, current research and existing regulations often fail to adequately address the adversarial robustness of autonomous vehicle perception systems. This thesis delves into the adversarial robustness of camera-based perception systems of autonomous vehicles. Our research concentrates on developing and implementing evasion attacks that use black-box gradient estimation, as well as physical attacks in traffic sign detection and classification systems. Our findings indicate that even minor perturbations can impact the accuracy of these systems, leading to detection and classification errors. This finding highlights a critical vulnerability in the perception system's robustness against adversarial attacks. Moreover, the study extends to assess the transferability of adversarial examples across diverse perception models. Datasets for the data collection method and examples of the material flows at city level
Two excel files serve as the datasets for the publication “H. Gao et al., 2021. Standardized method for material flow data collection at city level, Data in Brief.” It provided the detailed instructions of how to use the standardized method to obtain the material flow data with the general data sources at city level. For the application of this method in case of 16 cities in Shandong Province, China, as well as more illustrations of the results based on these datasets of the material flows, they can be found in the publication “H. Infrared and infrared emission spectroscopy of gallium oxide α-GaO(OH) nanostructures
Infrared spectroscopy has been used to study nano to micro sized gallium oxyhydroxide α-GaO(OH), prepared using a low temperature hydrothermal route. Rod-like α-GaO(OH) crystals with average length of ~2.5 μm and width of 1.5 μm were prepared when the initial molar ratio of Ga to OH was 1:3. β-Ga2O3 nano and micro-rods were prepared through the calcination of α-GaO(OH) The initial morphology of α-GaO(OH) is retained in the β-Ga2O3 nanorods. \ud
The combination of infrared and infrared emission spectroscopy complimented with dynamic thermal analysis were used to characterise the α-GaO(OH) nanotubes and the formation of β-Ga2O3 nanorods. Bands at around 2903 and 2836 cm-1 are assigned to the -OH stretching vibration of α-GaO(OH) nanorods. Infrared bands at around 952 and 1026 cm-1 are assigned to the Ga-OH deformation modes of α-GaO(OH). A significant number of bands are observed in the 620 to 725 cm-1 region and are assigned to GaO stretching vibrations.\u
Three New Species of Indigofera (Leguminosae) from China
Three new species of Indigofera L (Leguminosae) are described from Sichuan and Yunnan provinces in China. Indigofera shipingensis X. F. Gao, known only from a single specimen collected in 1961 from Shiping County, Yunnan, has unifoliolate leaves and is most similar to L caloneura Kurz from southern Yunnan and Southeast Asia. Indigofera megaphylla X. F. Gao, described from Yuanjiang County and also endemic to neighboring Shilling County in southern Yunnan, resembles I. dichroa Craib and I. balfourians Craib from western to northern Yunnan, Sichuan, and southern Xizang, although these two species have much smaler leaflets. Indigofera pseudoheterantha X. F. Gao & Schrire is described from Sichuan County and occurs from the Daocheng to Miyi counties in Southwestern Sichuan to the Zhongdian region of northwestern Yunnan, and appears closely related to I. heterantha Wallich ex Brandis from northwestern Yunnan to southern Xizang, westward to the Himalayas

Pararhinoleucophenga sylvatica Gao & Chen 2014, sp. nov.
Pararhinoleucophenga sylvatica sp. nov. (Fig. 5) Diagnosis. This species resembles P. brunnea Cao & Chen, 2009 from India and Sri Lanka in the male terminalia, but can be distinguished by the following characters: thorax yellow, slightly gray on anepimeron; epandrium with dense setae near posterior and ventral margins (Fig. 5A); aedeagus bifurcated medially (Fig. 5C). In brunnea: epandrium with ca. 10 small setae near anteroventral corner and ca. 15 setae near posterior to ventral margin per side (fig. 17 in Cao & Chen, 2009); aedeagus with pubescence, trefoil-like apically (fig. 19 in Cao & Chen, 2009). Description. Characters common to L. brunnea are not referred to in the following description. Male and female. Thorax yellow to yellowish brown, with dark patches; katepisternun yellow to dark brown, with 2 rows of setae below katepisternal setae. Scutellum yellow to brown. Measurements.
