    Influences of Cost Factors Affecting Technical Performance of Local Government Projects in Nigeria: A Partial Least Square-Structural Equation Modeling (PLS-SEM) Approach

    The technical performance requirements of projects posed a challenge to the sustainable development of small size local government projects particularly in developing countries. Studies in the past focused mainly on the performance of major foreign construction firms mostly owned and operated by expatriates. Very few researches however, have been conducted to assess the relationship between major cost factors affecting technical performance of small size local government projects. This study is aimed at assessing the relationship between major cost factors that affect technical performance of small size local government projects in Nigeria. Survey instruments were administered to major stakeholders in the construction industry comprising of project clients, contractors and consultants using proportionate stratified random sampling method. A Warp partial least square-structural equation modeling (PLS-SEM) software algorithm was used for the analysis of collected data. The software is one of the powerful software for data analysis and has an advantage of providing p values based on the structure of the research model. The study concluded that cash flow problem, fraudulent practice and nature of construction environment are the major factors affecting technical performance of local government projects in Nigeria and further recommended the use of mediator variables like pay for performance and advance payment policy to minimise such negative effects. Governments in developing countries should devise a good cash flow policy and impose stringent penalties against any party involved in fraudulent activity

    This article presents an interpretation of Said Ahmed Mohamed`s forth novel Kiza katika Nuru (1988). My aim is to show that this novel is an engaging model of modern Swahili fiction, in which the author provides a very acute perception of the contemporary social and political realities in Tanzania. The article focuses on the plot and characters, and will wouch some aspects of language usage and problems of translation. The latter aspect is derived from my work experience in translation Kiza katika Nuru into Italian: Il buio nella luce (Nocera 2004)

    Strategic plan for a growing NGO is a challenge that involves forecasting for at least ten years or more, seeing the potentials, the threats, the opportunities. But more importantly, as in the case of 'sinking fund' method, one has to see to it that, if I wanted to see this NGO look different in twenty years to come, the best practice is to take various steps now. Nuru Orphans centre (in owner's house) has been in existence since 2002. Strategically, and gradually, there was a need for separation of the two; domestic and NGO ' s affairs. Not limited to this, but to see to it that after a successful separation, the co-existence and sustainability of the two has to be given great priority. 'The corner stones' necessary for the move included to; 1. Secure two acres of land under the NGO's name 2. improve management structure 3. develop and use simple accounting system 4. initiate small, sustainable projects One important tool in the success is extra commitment and having to involve all partners at all stages, from the community surrounding the proposed centre location and top government officials in the district. At times failures almost loomed high threatening the good foundation, but collaborative work provided encouragement. A major part of this project research was about, but not limited to finding out financial practices by NGOs in Mbeya, which led to developing a simple accounting tool to be used not only by the centre, but also immediately by two more NGOs, not necessarily orphans centre.     Pengekalan prestasi yang lemah kontraktor-kontraktor kerajaan tempatan berskala kecil memberikan satu cabaran yang besar kepada pembangunan mampan industri pembinaan di negara-negara membangun seperti Nigeria. Prestasi yang lemah kontraktor-kontraktor berskala kecil kebanyakannya akibat daripada kesan faktor-faktor kos yang mempengaruhi prestasi projek. Perkara ini membawa kepada kos dan masa projek yang berlebihan untuk menghasilkan produk yang lemah dan pengabaian projek. Kajian ini bertujuan untuk membangunkan satu model hubungan antara faktor-faktor kos dan prestasi kontraktor-kontraktor kerajaan tempatan berskala kecil melalui pengenalan kepada sokongan pelanggan sebagai pengantara. Kajian ini meninjau prestasi kontraktor-kontraktor kerajaan tempatan berskala kecil di tiga zon geo-politik Nigeria. Kajian ini adalah menggunakan pendekatan kuantitatif; kajian ini mempunyai tiga konstruk dan sembilan dimensi. Konstruk terdiri daripada faktor-faktor kos, sokongan pelanggan dan prestasi kontraktor. Data untuk kajian ini diperolehi dengan menggunakan reka bentuk soal selidik yang baik strukturnya. Keseimbangan kaedah persampelan rawak berstrata telah digunakan untuk memilih responden yang terdiri daripada pihak-pihak berkepentingan utama (pelanggan, kontraktor dan perunding) dalam industri pembinaan Nigeria. The persistence of poor performance of small scale local government contractors posed a challenge to the sustainable development of construction industry in developing countries like Nigeria. Poor performance of small scale contractors were mostly as a result of the effects of cost factors that affect performance of projects. This lead to project cost and time overruns substandard products and the abandonment of projects. This study is aimed at developing a model for the relationship between cost factors and performance of small scale local government contractors through introduction of client support as mediator. The study surveyed the performance of small scale local government contractors in the three geo-political zones of Nigeria. This research is quantitative in approach; the study had three constructs and nine dimensions. The constructs were cost factors, clients support and performance of contractors. The data for this study were collected by using well structured design questionnaire. A proportionate stratified random sampling method was used to select the respondents which comprised of major stakeholders (clients, contractors and consultants) in Nigerian construction industry

    Abstract: Construction industry is one of the industries that contribute significantly to global economic development through procurement of various infrastructures that enhance living standards and other economic activities. The development of any nation is measured by the level of its fixed capital formations. Unfortunately, the provisions of such assets are being influenced by smart procurement process influencing successful delivery of quality and affordable housing projects in developing countries like Nigeria. This study is aimed at assessing the mediation effects of incentive partnership concept to reduce effects smart procurement factors influencing quality provisions of affordable housing projects in the rural areas of Nigeria; this would tremendously enhance the living standards of rural populace in developing countries.. The study identified smart procurement planning factors influencing provisions of quality affordable housing projects in rural areas of developing countries. In total, 400 survey questionnaires were administered to project managers in the Nigerian construction industry and stratified proportionate random sampling method was used for the selection of respondents and 322 questionnaires were returned, with 300 used in the analysis. The results indicated that partnership incentive mitigates/reduces the effects of poor management of smart procurement factors. The study recommends adoption of partnership incentives for enhances mass provision of quality affordable housing in developing countries

    Processes and services undertaken in smart primary healthcare building facilities capture operational data through advanced monitoring and enable experts to use these building facilities for efficient healthcare service delivery. This study assessed the impact of Internet of Things (IoT) services on achieving efficient primary healthcare in the rural areas of South Africa. The study identified three (3) basic constructs of IoT services. They include IoT location recognition and tracking services, the application of the IoT high-speed communication network-based services, and the application of IoT-based services. The study is quantitative, and a questionnaire was used to collect data from the project managers and healthcare practitioners working with the primary healthcare agency in South Africa. The study found a variable degree of impact between the three (3) IoT constructs and the successful development of primary healthcare building facility services in South Africa. The study recommends adopting IoT essential services for achieving efficient primary healthcare services in the rural areas of South Africa and other developing countries facing similar primary healthcare delivery challenges

    Effect of the Fourth Industrial Revolution on Road Transport Asset Management Practice in Nigeria

    Abstract: Poor management practices of road transport assets posed a challenge to the sustainable development of the transport system in developing countries like Nigeria. Studies in the past focused mainly on the performance of road construction process. However, few studies have evaluated the effect of the fourth industrial revolution (4.0IR) on the road transport assets in developing countries such as Nigeria. The current study aimed at assessing the effect of the fourth industrial revolution towards improving the management practice of road transport assets. Survey instruments were administered to project and facility managers in the Nigerian road construction sector of the economy using a proportionate random sampling technique. Partial least square structural equation modelling was used for data analysis utilising the Warp 7.0 PLS-SEM software algorithm. The software calculates p-values with WarpPLS based on non-parametric algorithms, resampling or stable algorithms and thus does not require that the variables to be normally distributed. The study concluded that 4.0IR drivers have a moderate effect change on the management practice of road transport assets in Nigeria at the moment. The findings imply that management of road assets in Nigeria would moderately improve due to 4.0IR technologies resulting in transport, safety and general efficiency and effectiveness of road networks in Nigeria. The study identified 4.0IR drivers to include; robotics, mobility, virtual and augmented reality, internet of things and cloud computing, machine learning, artificial intelligence, blockchain, 3D printing drones that are built with an attached 3D printer, (the drone hangs a 3D printing nozzle that's fed plastic, concrete mix or other material from a tube connected to the top of the drone's printing path that precisely plotted by software, for a promised printing accuracy of 0.1mm),and digital engineering. This study emanated from the government reports and past studies in the area of road transport asset management practice which the study investigated the major causes of poor practices and assessed the effect of the fourth industrial revolution on the practice

    Abstract: Purpose - The procurement strategy challenges influencing the development of sustainable smart housing requires a holistic system approach that models the relationships between procurement strategies and sustainable smart housing development approach. This considers the use of technology partnering to ensure value for money. The purpose of the paper is to assess the mediation effect of the technology partnership on procurement strategy influencing sustainable smart housing development. Design/Methodology/Approach - This study used a quantitative approach and primary data were collected via a structured questionnaire. In total, 500 survey questionnaires were administered to project managers in the Nigerian construction industry and a stratified proportionate random sampling method was used for the selection of respondents. Findings - The results indicated that the procurement strategy influenced sustainable smart housing development in Nigeria, and the technology partnership mediates the relationship between procurement strategy and sustainable smart housing development. Research limitations/implications - This quantitative study is based on the perception of construction project managers in Nigeria. The findings serve as an awareness to the government and other stakeholders in the construction industry on the development of sustainable smart housing in Nigeria. Managerial implications – The study suggests that technology partnership reduces the effect of procurement strategy factors and hence improves development of sustainable mass smart housing infrastructure for the growing population. Practical implications – The study establishes that technology partnership mediates the relationship between procurement strategy factors and sustainable smart housing development through enhancement of smart housing development and serves as awareness to stakeholders on the factors influencing smart housing development in Nigeria. Originality/Value – Mediation roles of technology partnership minimizes procurement strategy challenges and enhances sustainable smart housing development

    Abstract: The paper reports on an assessment of the mediation effect of a firm’s business partnership on procurement planning factors influencing the quality performance of primary healthcare building facilities. A quantitative data collection approach was adopted in the study using structured questionnaires circulated to 520 respondents comprising project managers in the Nigerian construction industry. A stratified proportionate random sampling method was used for the selection of respondents which yielded 370 responses and 357 were used for analysis. Findings were that procurement planning factors influenced the quality performance of primary healthcare building facilities, and the firm’s business partnerships mediate the relationship between procurement factors and quality performance of primary healthcare building facilities. This study serves as awareness to governments and other stakeholders in the construction industry on the provision of quality primary healthcare building facilities by leveraging a firm’s business partnership as a mediating factor..
