Measuring performance heterogeneity within groups: A two-dimensional approach
No full textWe introduce a new two-dimensional measure for the heterogeneity of performance within groups of economic units. This measure accounts both, for the relative performance of the single units of groups and their relative size. We demonstrate that the new measure leads to a much more differentiated description of heterogeneity than alternative measures, for example, the mean or range. In particular, we provide an example to demonstrate that the proposed measure of heterogeneity is relatively robust with regard to extreme values of units ("outliers") with a relatively small size. -- Wir stellen ein neues zweidimensionales Maß für die Heterogenität der Leis-tungsfähigkeit innerhalb von Gruppen ökonomischer Einheiten vor. Dieses Maß berücksichtigt neben der Leistungsfähigkeit auch die relative Größe der betreffen-den Einheiten. Wir zeigen, dass dieses neue Maß die Heterogenität innerhalb von Gruppen wesentlich differenzierter beschreibt als alternative Maße, wie etwa das arithmetische Mittel und die Spannweite. Contests for Cooperation: A New Approach in German Innovation Policy
No full textA new approach in German innovation policy organizes contests of proposals for developing innovation networks. Based on an overview of the different programs, we investigate the advantages, problems and limitations of such an approach. We find that this type of policy may have a relatively large impact and can, therefore, be regarded as a rather efficient instrument of innovation policy. Compared to conventional policies, administration of the program is a much more critical issue. The contest approach may stimulate learning effects on the side of the administration but may also require a high degree of flexibility. The main disadvantage is the additional time that is required for conducting the contest. As a distinct "picking the winner" approach, the contest approach is not suited as a means for achieving a leveling-out of regional welfare levels. -- In einem neuen Ansatz der deutschen Innovationspolitik werden Wettbewerbe für Vorschläge zur Entwicklung von Innovationsnetzwerken organisiert. Ausgehend von einem Überblick über diese Programme diskutieren wir Vorteile, Nachteile und Grenzen dieses Ansatzes. Es zeigt sich, dass diese Art der Innovationsförderung große Wirkungen erzeugen kann und daher vermutlich effizienter ist, als andere Typen von Programmen. Im Vergleich zu konventionellen Formen der Innovationsförderung ist allerdings die Administration des Programms sehr viel anspruchsvoller. Der Wettbewerbs-Ansatz kann Lerneffekte der Administration stimulieren aber auch ein relativ hohes Maß an Flexibilität erfordern. Der wesentliche Nachteil ist die zusätzliche Zeit, die für die Durchführung des Wettbewerbs benötigt wird. Is venture capital a regional business? The role of syndication
No full textWe investigate whether the supply of Venture Capital (VC) in Germany is driven by spatial influences. The study is based on information from more than 300 VC investments made in Germany in the year 2004 and 2005. We find evidence that the geographical distance between a VC company and the portfolio firm is not an important factor for German VC investments. Syndication of investments helps to overcome the problem of distance to portfolio firms if one of the investors is located close to the investment. Altogether, we find no evidence for a severe regional equity gap for young and innovative companies in Germany. --Venture Capital,regional equity gap,start-up financing,entrepreneurship

Universities and innovation in space
No full textWe investigate the role of universities as a knowledge source for regional innovation processes. The contribution of universities is tested on the level of German NUTS-3 regions (Kreise) by using a variety of indicators. We find that the intensity and quality of the research conducted by the universities have a significant effect on regional innovative output while pure size is unimportant.
