National flood damage evaluation methods: A review of applied methods in England, the Netherlands, the Czech Republik and Germany
The focus of this guidance document is decision making under uncertainty in river basin management. Our purpose is to give hints for the analysis of decision situations in the HarmoniRiB case studies. The background of HarmoniRiB and thus of the case studies is the implementation of the EU-Water Framework Directive. The directive states the goal that all waters3 in the EU should reach a good status4 by 20155. In order to achieve this goal the member states need to set up river basin districts, each one having a management plan that includes a programme of measures which will achieve good status in the most costeffective manner. We conceptualize this management problem as a decision problem: Which measures should be selected for the programme of measures? The HarmoniRiB case studies are not able to cover all problems of the implementation of the EU-Water Framework Directive in all their complexity. They only investigate certain aspects of this problem. Therefore, we concentrate in this guidance document on a certain type of decision, the selection of management measures to reach a certain goal (this would usually be good status) for the case study river basins. Thereby we put a special focus on uncertainties. --
Flood damage, vulnerability and risk perception - challenges for flood damage research
The current state-of-the-art in flood damage analysis mainly focuses on the economic evaluation of tangible flood effects. It is contended in this discussion paper that important economic, social and ecological aspects of flood-related vulnerabilities are neglected. Los Museos De Montaña De Reinhold Messner Identidad, Turismo Y Sustentabilidad En Los Alpes De Sud Tirol
El presente trabajo describe un conjunto de museos de montaña emplazados en los Alpes Orientales y las Dolomitas, analizando su vinculación con la educación para la sustentabilidad, la identidad, el patrimonio cultural y el turismo en Sud Tirol. Se aborda la inserción de los Museos de Montaña en el paisaje tirolés teniendo en cuenta su emplazamiento y su importancia en el desarrollo sustentable de las comunidades que los albergan. La museografía y las colecciones se analizan en función de su papel en la construcción de la identidad regional y en la educación para la valoración y preservación del patrimonio cultural y natural de la montaña, tanto a escala local como universal. Para la realización de esta investigación la autora recorrió seis establecimientos que forman la red de los Messner Mountain Museum (MMM) y mantuvo entrevistas con su director, el Sr. Reinhold Messner, considerado por muchos como el más destacado alpinista de la historia.This paper describes a group of mountain museums set amidst the Eastern Alps and the Dolomites, considering their significance for the cultural identity, heritage education and sustainable tourism in South Tirol. The importance of the Mountain Museums is analyzed in connection to their setting and to the development of the communities in the area. The exhibits are analyzed considering their role in the construction of a regional identity and in the education towards the appreciation and preservation of the natural and cultural heritage of mountains, locally and worldwide. For the purpose of this research, the author visited the six buildings belonging to the net of the Messner Mountain Museum and she conversed with the director, Mr. Reinhold Messner, who is often credited as the most remarkable alpinist in history.Fil: Ceruti, Maria Constanza. Participation in multicriteria decision support - the case of conflicting water allocation in the Spree River basin
This discussion paper presents the Integrated Methodological Approach for participatory multi-criteria decision support under uncertainty (IMA), which emerged from the debates about participation, multi-criteria analysis (MCA) and benefit-cost analysis (BCA). It provides a framework for participatory and science-based evaluation processes with combined use of BCA and MCA to support large-scale public decisions. While IMA does not claim to realize an all-inclusive participation scheme, it offers the advantage to improve the quality of decision making through advances in competence and fairness. Its practical application with emphasis on its participatory elements is demonstrated by the case study on the water allocation conflict of the German Spree River, which involves the German capital of Berlin, an important wetland, and the needs to remediate a post-mining landscape. --Participation,Multi-criteria analysis,Cost-benefit analysis,River basin management,Integrated Assesment
Supporting decisions on conflicting land-uses: An integrated ecological-economic approach
An integrated ecological-economic decision-making approach is developed to help local stakeholders decide on land use in rural areas where the conflict between natural resource protection and economic development is pressing. It consists of four methodological steps. In the first step the political options and alternatives for action regarding changes in the land-use pattern are specified in order to derive politically relevant land-use strategies (scenarios). In the second step economic, ecological and social indicators are derived. The third step includes economic modelling (economic input-output model), environmental modelling (modelling of landscape water balance) and the qualitative and quantitative estimation of ecological and environmental effects. These efforts result in the production of a multi-indicator matrix. Finally, the fourth step deals with a combined monetary and multi-criteria evaluation resulting in a ranking of the land-use strategies. The discussion of the decision-making approach concentrates on the necessity of preliminary decisions and the possibility and necessity of stakeholders participation in the decisionmaking process. --evaluation,decision-making,multi-criteria analysis,land-use management,scenarios,benefit-cost analysis

Sechs Jahre lang dauerte der Weg durch die administrativen Gremien der Europäischen Union. Schließlich wurde Ende Juni ein gemeinsamer Entwurf der Wasserrahmenrichtlinie von Rat und Parlament der EU vorgelegt, der kurz vor der Verabschiedung steht.
