    It all began when some 20 years ago I came across a manuscript – not this one – a manuscript written just 30 years ago by an old man, and with no scientific relevance at all, in which the Author tried to explain the history of an ancient noble family which arrived in Italy during the 14th/15th century – from Greece – and then settled in Southern Italy where it became even more powerful and wealthy, at least until the beginning of 20th century

    An unpublished document sheds light on the delicate political and cultural period of the first 20 years of the 20thcentury. The scene is, at once, that of Freemasonry in its official positions and its internal vicissitudes, while the background is the complex ideological interweaving between interventionist streams, nationalist but also – and mostly – spiritualistic and anti-positivist, which in that historical period were preparing the ground where Futurism would soon have germinated. The document we are illustrating now is highly precious and useful, both in order to shed light on some the above-mentioned dynamics, and because it provides details that were scarcely known until now, regarding its illustrious author: in fact, he is the well-known mathematician, esotericist and occultist Arturo Reghini, who in 1919 calls upon Domizio Torrigiani, at that time Grand Master of the Grande Oriente d’Italia, with a Memorandum around a disciplinary investigation by the military authority whose object is the Br.     In this paper, the Author illustrates a little known event in history of book and in history of deportation in Italy. The concentration camp of Ferramonti (near Cosenza) was, in fact, a place of shared im-prisonment for at least three very special cultural figures, known and less known, more or less related to the history of the book; three men of which the Author draws the short story that led them first in the camp, then to emerge again in a unique way: Ernst Bernhard, Gustav Brenner and Werner Prager. Also can be added the figure of Israel Kalk, who crossed the threshold of the field, although not as a prisoner. Briefly, Gustav Brenner will not be enough recognized as a genuine pioneer of the facsimile edition in Italy (long before Arnaldo Forni) and he will re-main prominent editor in the history and traditions of Southern Italy; Werner Prager helped, with its activities of antiquarian bookseller, to re-cover the lost library of Theodor Mommsen; Ernst Bernhard will write his own memories during Ferramonti imprisonment, which will lay the foundation of his subsequent career as a famous psychoanalyst and writer; finally, Israel Kalk will provide a library for the camp, drawing from his own one, also rich in ancient Jewish and valuable books

    La distinzione tra politica e amministrazione: un modello da perfezionare?

    The article deals, also from a historical-reconstructive point of view, with the problematic relationship between politics and administration, coming to examine the most recent events characterized by a process of progressive consolidation of the management’s guarantees. This phenomenon, triggered by a well-known constitutional jurisprudence, is in truth supported by a broader movement of ideas. The cornerstones of this doctrine (the so-called “seriously taken” distinction doctrine) revolve around the idea that politics should be called to exclusively guard the area of the formal elaboration of political strategies, without the possibility of trespassing, even indirectly, in the implementation, an area that belongs exclusively to the management, called to ensure an impartial implementation of the political address. According to the author, the construction of the different legal institutions of the managerial work relationship has been crossed by a process of progressive drying up of thefiduciary element, so as to propitiate the construction of a strong set of formal and substantial guarantees for the bureaucracy and with it the realization of the doctrine taken seriously. The author offers the question a negative answer, at least in some cases of border, characterized by a higher political density, supporting the need to refine the model of distinction, through some appropriate adaptations
