    The official discourse in Cuba presents the Cuban people as an example of dignity, resistance and pride. The official press has affirmed that "Cuba is the country with the best sustainable development in the world". [1] For their part, the descriptions of every tourist returning from the island agree that Cubans are friendly, open and jaranero. European and North American academies are interested in the successful schemes shown by the Cuban government to achieve food sovereignty.     Del “estímulo material” al “chantaje alimentario”

    Since the 1960s, the relevance of labor stimulus has been discussed in Cuba. At the beginning, there was a bet on the validity, within Marxism, of accounting autonomy, self-financing and the system of material stimuli. A staunch critic of this trend was Ernesto Guevara, who strongly discouraged the use of methods he considered inherited from the past. Instead, Guevara promoted moral encouragement, the mere satisfaction of fulfilled duty before the construction of Socialism. The ethical value of encouragement was circumscribed in the rigorous and trench atmosphere, which called for exemplarity in production, for the sake of the "decisive effort".Desde la década del sesenta se discute en Cuba la pertinencia del estímulo laboral. En un inicio se apostó por la vigencia dentro del marxismo, de la autonomía contable, el autofinanciamiento y el sistema de estímulos materiales. Un crítico acérrimo de esta tendencia fue Ernesto Guevara, quien desaconsejaba fuertemente utilizar métodos que consideraba heredados del pasado. En cambio, Guevara promovía el estímulo moral, la mera satisfacción del deber cumplido ante la construcción del Socialismo.     Food and nutrition security in Timor-Leste

    This report is a literature review on Food and Nutrition Security in Timor-Leste based on data from surveys conducted by the Timor-Leste National Statistics Directorate, as well as from national and international organizations working in Timor-Leste. This review was supported by the Australian Centre for International Agricultural Research (ACIAR)-funded project “Strategy for Investment in Fisheries in East Timor”. This report describes the current food and nutrition situation in Timor-Leste for the purpose of planning and implementing interventions aimed at improving food and nutrition security, especially within aquatic agricultural systems. The potential role of aquaculture in improving food and nutrition security is considered, with reference to the recently endorsed Timor-Leste National Aquaculture Development Strategy (2012-2030) developed by the National Directorate of Fisheries and Agriculture, Ministry of Agriculture and Fisheries

    Since Norway is a major supplier of seafood worldwide, monitoring the food safety of Norwegian fish products is a priority. This commentary gives a brief overview of the food safety of seafood from Norwegian waters. Several preventative measures during harvest/catch, processing and distribution have been established and are implemented regularly. Furthermore, comprehensive monitoring programmes to detect and quantify undesirable substances, such as heavy metals and polychlorinated biphenyls (PCBs), in Norwegian seafood are carried out. Substances with health benefits, such as omega-3 fatty acids, are also analysed. In general, evidence shows the level of undesirable substances in seafood from Norway to be low. In fact, in the majority of samples analysed, levels of undesirable substances were reported to be below the maximum limit set by the European Union (EU). This leads to the conclusion that consumption of seafood originating from Norway involves a low risk of negative health effects and that consumers can have confidence in the products they purchase.peer-reviewe

    The state of the safety net in the post-welfare reform era

    The passage of the 1996 welfare reform bill led to sweeping changes to the central U.S. cash safety net program for families with children. Importantly, along with other changes, the reform imposed lifetime time limits for receipt of welfare de facto ending the entitlement nature of cash welfare for poor families with children in the United States. Despite dire predictions about poverty and deprivation, the previous research shows that caseloads declined and employment increased, with no detectible increase in poverty or worsening of child-well-being. We re-evaluate these results in light of the severe recession which began in December 2007. In particular, we examine how the cyclicality of the response of program caseloads and family wellbeing has been altered by the implementation of welfare reform. We find that use of food stamps and non-cash safety net program participation have become significantly more responsive across economic cycles after welfare reform, going up more after reform when unemployment increases. By contrast, there is no evidence that cash welfare for families with children is more responsive after reform, and some evidence that it might be less so. There is some evidence that poverty increases more with the unemployment rate after reform (and no evidence that poverty increases less with unemployment after reform). We find that reform has led to no significant effects on the cyclical responsiveness of food consumption, food insecurity, health insurance, household crowding, or health.Public welfare ; Welfare

    In the field of human rights, the right to life is directly associated with two other rights: the right to food and the right to health and well-being. In authoritarian and totalitarian systems, where international human rights instruments are no longer ratified, are systematically violated or are a dead letter, little can be expected in terms of respecting the dignity and primacy of the human person. The issue of food sovereignty and security, for its part, remains under the scrutiny of observers who monitor the quality of life through these fundamental indicators.En materia de Derechos Humanos, cuando se habla del derecho a la vida se asocia directamente con otros dos que son el derecho a la alimentación y el derecho a la salud y el bienestar.     Strategic communications offers a set of powerful tools and approaches that can contribute to CCAFS outcomes and CGIAR’s SRF, and generate positive change. The CCAFS communications strategy for Phase II builds on more than five years of successful communications in Phase I. In Phase II, communications activities continue to strongly align with the program’s impact pathways, and employ a suite of well-established tools and approaches to deliver tailored messages to program partners and next users. A systematic effort to monitor and evaluate communications activities will continue, to ensure that Phase II communications benefits from previous successes and lessons learned, and continues to learn and adjust as the program evolves
