    A Hybrid Space-Airborne Forward-Looking Bistatic Synthetic Aperture Radar for global aircraft navigation

    This paper presents the idea of a hybrid bistatic Synthetic Aperture Radar formed by a spaceborne illumination system and a receiving-only airborne forward-looking Synthetic Aperture Radar (F-SAR). The study aims at identifying and developing new imaging techniques for avoidance, landing, and observation, able to guarantee forward-looking real-time, all-weather, day and night, high geometric and radiometric resolution images. Classic monostatic F-SAR is known to be affected by left/right ambiguity, since terrain targets situated symmetrically about the flight path have the same Doppler history. The proposed hybrid bistatic F-SAR can take advantage of the spaceborne illuminator to improve geometric resolution and avoid image ambiguities. Furthermore, the airborne receiver can be very compact and light-weight thus needing neither radar transmitting chain, nor sophisticated antenna technology. Preliminary system performance is evaluated by calculating the expected geometric resolutions, and results shows that the proposed system improve significantly the image capability of a classic forward-looking SAR

    Education and Digital Transformation: The Riconnessioni Project

    Schools, universities, and other educational entities are increasingly aware of the untapped potential of digital transformation, an essential process for increasing efficiency and collaboration, and reducing costs and errors in the management of at-scale training systems. In this context, the "Riconnessioni'' project was promoted by the Compagnia di San Paolo in agreement with the Ministry of Education but planned, started and developed by the Foundation for the School. The digital transformation started with a defined strategy that leveraged opportunities presented by new technology while meeting the objectives of system stakeholders. Through several steps, that strategy was developed for education connecting everything to support tomorrow's digital world and creating strong strategic partnerships able to build an ecosystem connecting people, processes, and things into a powerful, secure, and smart communications network. This paper reports on the three-year Riconnessioni project, which is combining the energies of teachers, managers, administrative staff, students, among others, and experimenting with new learning models, taking advantage of opportunities that emerged from perceptions stemming from concerns and systemic issues. To date, more than 150 schools in Italy have been included in the project, together with 550 teachers selected to scale up the instructional process. Using a methodology called "cascade training'', the 550 selected teachers were able to spread the knowledge to more than 2,600 colleagues. The monitoring and evaluation activity performed in Riconnessioni aims at processing information on implementation and results, following three lines. First, it regularly evaluates project activities from a reporting standpoint. Second, it verifies the plan consistency against implementation achievements. Third, it identifies changes produced and focuses on teachers' and students' skills to evaluate the effects of the project. The assessment framework is also discussed in this work, reporting on results regarding feedback, follow-up, and effects gathered from the field. The evaluation highlighted that labs were indeed able to improve teachers' competence and underlined the added value of cascade training which spread digital domain knowledge and awareness into the group of involved schools

    La 'riforma' degli ammortizzatori sociali [The 'reform' of social protection for the unemployed]

    The Author analyzes the reform of social protection provisions for the unemployed. The reform turns out to be rather a soft rationalization of the existing provisions. There are important provisions and an attempt at outlining a systematic framework. However, the pieces of the whole jigsaw puzzle are far from finding the right place. We assisted to a virtual reform, the main object of which is that of restoring the political credibility of the Country. However, on the whole, the Author does not believe that something much different could be have been done, considering the deep economic crises of the Country, the complexity of the provisions under review and the fact that the Monti’s Government is a temporary one. The main shortcomings of the reform, however, are the lack of a universal provision on minimum income for the unemployed and the softness of the link between unemployment benefits and labour market active policies

    The Author explains the importance of finding a definition of reconciliation in the area of social protection in order to be able to have a critical approach to the different instruments of reconciliation. She looks then to the definition of reconciliation in the European Union legislation and stresses how the notion of reconciliation is linked to substantial equality and to the redistribution of roles within the family as well as to a bi-directional nature of its provisions and to the presence of a complex whole of rationes. These elements are then used to suggest a path for the definition of reconciliation in the social protection field

    The Author analyses the Renzi’s reform of social protection for the unemployed. The impact of the reform on the social security system is taken into consideration. In particular, the reform is read through the lenses of the constitutional principles of equality, solidarity and social integration. To this end, the reform is tested through the axioms of universality of the social protection system, of the provision of the same event to be protected under the unemployed benefit and the active labour market policies systems and of the link between social security benefits and active labour market policies. Then the three new social security benefits provided by the reform are analysed. The paper finds that the reform brings about an increase of importance of insurance principles as well as a neo-paternalistic attitude and it marks a distance from the universality principle in social protection. This despite the Prime Minister claims to be doing the opposite

    As a scholar of social security law – a subject whose guiding star is the concept of citizenship, combined with the principle of substantial equal- ity and solidarity – the author tries to outline with the tip of a pencil some crucial moments in the evolution of labor law masterfully described by Umberto Romagnoli, to then compare it with what happens on the hidden side of the moon, in the hemisphere of social security. What emerges is that the keystone of the social protection system is contained in the relationship between citizenship rights, what we call social rights, and work. The challenge of a socially sustainable society is essentially played on a delicate balance, in the intermediate space between work and activity, between social citizenship and occupational welfare

    Social security under stress After outlining the characteristics of the Covid-19 pandemic, which are useful for analyzing its effects in terms of social protection, and framing the context of reference, the Author embarks on a path of analysis that highlights the departure of social protection from the founding principles art. 3 of the Constitution, in the areas affected by the provisions issued to deal with the economic-social emergency created by the pandemic, namely: unemployment benefits, parental leaves and social assistance provisions. In this context, the provisions issued to deal with the pandemic emergency become the plastic representation of the gaps in social protection and of the unstoppable weakening of social rights. The Covid-19 provisions, however, can also represent the starting point for a rethinking, a reformulation of a welfare more appropriate to the socio-economic evolution

    The Author analyses the reform of short time earnings funds of decree no. 148/2015 and following integrations and modifications. The study is conducted bearing in mind the constitutional system of social protection for the unemployed and the functional objective of short time earnings funds. In particular, the attempt is that of evaluating the reform in the context of art. 38 of the Italian Constitution. In this light, despite the legislator's good will, the reform falls short time and again of realizing a simplified, universal and coherent system of workers protection in case of temporary reductions or suspension of the firms productive activities. In particular, trade unions' bilateral funds fail to substitute the coverage of public social protection, as it was expected; while they might perform much better in topping up the public system provisions
