    Preliminary Evaluation Approaches in the Urban Regeneration of Corviale in Rome

    Urban regeneration is a multidimensional process involving key social actors, such as civic actors, Third Sector Organizations (TSOs) or spontaneous organizations, who act as catalysts for change, working with administrations to promote initiatives that enable regeneration to go beyond physical redevelopment. Rome's NRRP funded Integrated Urban Plans (IUPs) are an example of such an approach. Specifically, the paper addresses the IUP of Corviale composed by ten interventions aimed at transforming the built fabric and social policies to foster inclusion in the well-known roman suburb, generating lasting impacts in several dimensions. First, a preliminary evaluation of the IUP is proposed as a prodromal stage to define preliminary elements for a future evaluation based on Community Impact Evaluation (CIE). In conclusion, a preliminary structure for a future CIE is proposed in which it is the civic actors themselves who define the key elements in the evaluation process as a social monitoring process

    Energy efficiency and greenhouse gas reduction have become two of the most important issues to address in fighting climate change. According to UN data, the construction sector consumes more than 40 per cent of the world's raw materials and 13 per cent of drinking water. 39 per cent of global CO2 emissions come from the built environment and specifically from buildings. In Italy, a similar percentage trend is confirmed (Ministry of Economic Development, The National Energy Situation). Overall, more natural resources are consumed each year than the planet is able to regenerate, making the need for a transition to a sustainable development model ever more urgent. Based on the data, building stock and results provided by a recent study carried out by Italian National Agency for New Technologies, Energy and Sustainable Economic Development (ENEA), the aim of this research is to evaluate of the economic sustainability of the most used insulation material for the thermal coating of building envelopes (such us EPS, Stone Wall and Glass Wall) by calculating the economic payback time

    The paper shows the results of an applied research carried out at the Department of Architecture, Roma Tre University, to integrate a multi-criteria method in the generative design process of envelope refitting with the aim of implementing a holistic evaluation of sustainability. The resulting Decision Support System is created for the decision-maker who has to assess the multiple performance aspects of a complex system by considering alternative options. It is a procedure that promotes multi-disciplinarity in the generative design process via horizontal integration of the skills of subjects involved in the process, besides vertical integration in relation to the inclusion of further specialisms

    Intelligent Domestic Ecosystems: Innovative Housing Models for Fragile Elderly

    Fragile users represent a category in which the elderly population is included (fragile elderly). In 2017, there were 962 million people over 60—half the number expected by 2050—many of them with disabilities. During the recent health emergency, frailty was discriminating for access to therapies creating the risk, not yet evaluated, that the mortality rate of fragile users could be increased. This is because, even when not infected, fragile elderly people were denied access to the hospital spaces they needed. The contribution would describe the state of the art and the first results of the research conducted at the Roma Tre University which aims to study innovative housing models for fragile elderly people, capable of promoting de-hospitalization avoiding the aforementioned risk and improving the quality of life through the technological transfer of the Internet of Things from the ICT sector to the architecture one. First of all, the article defines both the final user of the research—the fragile elderly—through its historical genesis, and the tools of the research—the intelligent domestic ecosystems—as new integrated and interconnected housing models. Secondly, it describes the research core aimed to design a prototype, realized with the use of open source and low-cost technologies

    Innovative housing policy tools: impact indicators in the NRRP Urban Regeneration Programmes

    The topic of indicators as measurers of the effectiveness of urban and housing transformations strongly re-emerge because of the performance approach the funding of the National Recovery and Resilience Plan (NRRP) is based on. Within the NRRP specific programmes, the issue of performance measurability of interventions was managed with the application of different indicators and application methods. The research group had the opportunity to work on the construction of a system of indicators for a national urban regeneration programme, financed within the NRRP. This paper describes the research aimed at the definition of the indicators for evaluating the design proposals applied to the NRRP financed program called PINQuA (Innovative Programme for Housing Quality). The proposed system of indicators proved useful to promote an objective reading of the interventions and to encourage, in the design proposals application, the response to housing quality criteria aimed, among other issues, at improving the cultural condition of the contexts

    Minimum Environmental Criteria, Estimation of Costs and Regional Prices: Preliminary Considerations

    Several European Directives over the last 15 years addressed the issue of environmental sustainability towards building design process and considering the public sector this led to a regulatory transposition of some requirements in the procurement phase. The European requests in this sense are implemented in Italy also with the introduction of the Minimum Environmental Criteria (MEC) which must be preliminarily set in the feasibility study and guaranteed in the definitive and executive design phases. After a brief overview and introductions about MEC the paper proposes an evaluation based on the regional price lists where the cost estimation is linked to public works. First of all, the evaluation (rapid, intuitive, and replicable) focuses on the analysis of the regional price lists verifying the presence of MEC materials or processes and highlighting the quantity with respect to the total of the price list items. A second comparative evaluation focuses on the comparison between two types of thermal insulators (considering three national geographical areas such as north, center and south) by relating two aspects: a) the price differential between the two materials (MEC versus traditional ones); b) the relative price differential relating to the processing and installation of the same materials made to vary in quantitative terms due to the same performance response to the three different climatic zone
