Digit ratio (2D:4D) and gender inequalities across nations
No full textGender inequality varies across nations, where such inequality is defined as the disproportionate representation of one sex over the other in desirable social, economic, and biological roles (typically male over female). Thus in Norway, 40% of parliamentarians are women, in the USA 17%, and in Saudi Arabia 0%. Some of this variation is associated with economic prosperity but there is evidence that this cause and effect can go in either direction. Here we show that within a population the average ratio of index (2D) to ring (4D) finger lengths (2D:4D)—a proxy measure of the relative degree to which offspring is exposed in utero to testosterone versus estrogen—is correlated with measures of gender inequality between nations. We compared male and female 2D:4D ratios to female parliamentary representation, labor force participation, female education level, maternal mortality rates, and juvenile pregnancy rates per nation in a sample of 29 countries. We found those nations who showed higher than expected female fetal exposure to testosterone (low 2D:4D) and lower than expected male exposure to fetal testosterone (high 2D:4D) had higher rates of female parliamentary representation, and higher female labor force participation. In short, the more similar the two sexes were in 2D:4D, the more equal were the two sexes in parliamentary and labor force participation. The other variables were not as strongly correlated. We suggest that higher than expected fetal testosterone in females and lower fetal testosterone in males may lead to high female representation in the national labor force and in parliament
Past and future sea-level rise along the coast of North Carolina, USA
No full textWe evaluate relative sea level (RSL) trajectories for North Carolina, USA, in the context of tide-gauge measurements and geological sea-level proxy reconstructions spanning the last ∼11,000 years. RSL rise was fastest (∼7 mm/yr) during the early Holocene and slowed over time with the end of the deglaciation. During the pre-Industrial Common Era (i.e., 0–1800 CE), RSL rise (∼0.7 to 1.1 mm/yr) was driven primarily by glacio-isostatic adjustment, though dampened by tectonic uplift along the Cape Fear Arch. Ocean/atmosphere dynamics caused centennial variability of up to ∼0.6 mm/yr around the long-term rate. It is extremely likely (probability P = 0.95) that 20th century RSL rise at Sand Point, NC, (2.8 ± 0.5 mm/yr) was faster than during any other century in at least 2,900 years. Projections based on a fusion of process models, statistical models, expert elicitation, and expert assessment indicate that RSL at Wilmington, NC, is very likely (P = 0.90) to rise by 42–132 cm between 2000 and 2100 under the high-emissions RCP 8.5 pathway. Under all emission pathways, 21st century RSL rise is very likely (P > 0.90) to be faster than during the 20th century. Due to RSL rise, under RCP 8.5, the current ‘1-in-100 year’ flood is expected at Wilmington in ∼30 of the 50 years between 2050-2100.The final publication is available at Springer via http://dx.doi.org/10.1007/s10584-015-1451-xPeer reviewe
Do rules control power? GATT articles and arrangements in the Uruguay Round
No full textMany complain and offer evidence that in recent years the GATT system has become more power-oriented, less stable, and less equitable. A concern to reverse this drift was one of the motives that brought the international community to agree to undertake the Uruguay Round. Rules control power, assumed the signers of the Punte del Este declaration, therefore elaborating and extending GATT rules would move the international community toward a fairer, more stable international trading system. Finger and Dhar contend that the opposite is true. Particularly in the 1980s, the elaboration and application of GATT rules has been an exercise in the application of economic and political power, not in its control. GATT rules, in theory, are there to limit national trade restrictions. Finger and Dhar contend that in fact things work the other way around: national practice comes first, and determines what the GATT rules mean. GATT's rules do not put limits on national practices, but provide international santion for these practices. Such rules are not part of the thereforelution but are part of the problem. Theirs is a situation-specific argument, say Finger and Dhar, not a generic one. Their target is not"rules", nor is it"GATT".
