    include (1) providing recognition and respect for existing village with diversity before and after the formation of the Republic of Indonesia; (2) provide clarity and legal certainty on the status of the village in the constitutional system of the Republic of Indonesia for the sake of justice for all Indonesian people; (3) to preserve and promote the customs, traditions, and culture of the village; (4) encouraging initiative, movement, and the participation of the village community and the potential for development of village assets to the common welfare; (5) form a professional Village Government, efisien and effective, open, and accountable; (6) improve public services for the people of the village in order to accelerate the realization the general welfare; (7) increases the resistance of social culture in order to create the village of villagers who are able to maintain social cohesion as part of national security; (8) promote the economy of the village community and overcome the gap of national development; and (9) to strengthen the village community as a subject of development. But the substance of these goals difficult to implement if no optimization performed by the communication functions of government. In this paper the author tries to describe how the optimization of government communications in the application of Law No. 6 of 2014 concerning the village with 3 communication functions by using the theory of Robbins including oversight function, the function of motivation, and functions of information, coupled with the function of empowerment in the concept of government communications

    In Act No. 23 of 2014 there is a chapter that specifically regulates regional innovation. Mentioned that in the framework of improving the performance of Regional Government, Local Government can innovate. Innovation is all form of renewal in the implementation of Regional Government. Initiatives of innovation can come from regional heads, members of parliament, civil state apparatus, regional apparatus, and community members. This regulation becomes a door for the region to make innovations become increasingly clear. Article 386 of the Regional Government Law expressly states, in the framework of improving the performance of local government administration, local government can innovate. Conceptually Rogers (1961) explains that innovation is an idea, practice, or object that is considered new by the individual one unit of other adoption. The variables affecting the innovation diffusion stage include (1) innovation attributes, (2) types of innovation decisions, (3) communication channels, (4) social system conditions, and (5) the role of change agents. West Java Province serve as an example of a region that successfully implemented local innovation. There are three categories of innovation, namely Governance Governance Innovation, Public Service Innovation, and Sectoral Product Innovation. Governance Innovation Governance, aimed at improving Government performance, apparatus professionalism, and expansion of public participation. While Public Service Innovation is designed to build a quality society and competitive. The Sector Product Innovation is designed to build a robust and equitable economy. This success led to the Governor of West Java awarded as Head of Innovative Region 2017.     Dayun Village, Siak Regency, is an example of a village in Indonesia that successfully implements innovation for the community. One of the innovations is green open space and sports fields built based on collaboration using social responsibility (CSR) programs resulting from budget sharing between PT. Bumi Siak Pusaka BOB-Pertamina Hulu with the Dayun Village Government from the Dayun Village Fund. Not optimal CSR assistance in Dayun Village from other companies engaged in oil palm and community conflicts with companies is a different problem. Developing green open areas based on collaboration is a strategic innovation carried out by the Dayun Village Government. Seen from 3 dimensions, namely the context of the collaboration process, which is influenced by the starting conditions, facilitative leadership, and institutional design.     Indonesia is a democratic country where the people are the main holder of sovereignty in the goals of government. Public service as an orientation in providing services must support good governance to achieve this. This research was conducted with the aim of knowing and analyzing government innovation in implementing the E-Pokir application at the Pekanbaru City Regional People\u27s Representative Council Secretariat Office. The collection techniques used were observation, interviews and documentation. The data analysis used is a descriptive qualitative method. The results of this research show that the Government\u27s Innovation in Implementing the E-Pokir Application at the Pekanbaru City Regional People\u27s Representative Council Secretariat Office is still not effective and implemented optimally, where in its realization there is still a lack of openness to information, especially in terms of fulfilling community aspirations. Among other things, the implementation of the e-Pokir application by the leadership and members of the Pekanbaru City DPRD is still not ideal, this application has been implemented for almost 3 years but it has not been able to be reached and observed by the community so it cannot become public data for the community as the main target of e-application innovation.
