We describe a simple algorithm for the detection of urban areas. We show that the performance of the detection algorithm can be improved using a fusion procedure of the SAR and optical images considered. The fusion algorithm presented in this paper is based on a simple use of ideas taken from calculus of variations and it makes possible to do together the filtering and the data fusion steps. Some numerical examples obtained processing real data are reported at the end of the paper. Systemic risk governance in a dynamical model of a banking system with stochastic assets and liabilities
Full text linkWe consider the problem of governing systemic risk in an assets–liabilities dynamical model of a banking system. In the model considered, each bank is represented by its assets and liabilities. The net worth of a bank is the difference between its assets and liabilities and bank is solvent when its net worth is greater than or equal to zero; otherwise, the bank has failed. The banking system dynamics is defined by an initial value problem for a system of stochastic differential equations whose independent variable is time and whose dependent variables are the assets and liabilities of the banks. The banking system model presented generalizes those discussed in Fouque and Sun (in: Fouque, Langsam (eds) Handbook of systemic risk, Cambridge University Press, Cambridge, pp 444–452, 2013) and Fatone and Mariani (J Glob Optim 75(3):851–883, 2019) and describes a homogeneous population of banks. The main features of the model are a cooperation mechanism among banks and the possibility of the (direct) intervention of the monetary authority in the banking system dynamics. By “systemic risk” or “systemic event” in a bounded time interval, we mean that in that time interval at least a given fraction of banks have failed. The probability of systemic risk in a bounded time interval is evaluated via statistical simulation. Systemic risk governance aims to maintain the probability of systemic risk in a bounded time interval between two given thresholds. The monetary authority is responsible for systemic risk governance. The governance consists in the choice of assets and liabilities of a kind of “ideal bank” as functions of time and in the choice of the rules for the cooperation mechanism among banks. These rules are obtained by solving an optimal control problem for the pseudo mean field approximation of the banking system model. Governance induces banks in the system to behave like the “ideal bank”. Shocks acting on the banks’ assets or liabilities are simulated. Numerical examples of systemic risk governance in the presence and absence of shocks acting on the banking system are studied

Vicente Fatone: el juego a lo divino
No full textThe thought of Vicente Fatone is unfairly neglected among the intellectual studies of our country. The causes, as well as the depth of his thinking, perhaps lie in the formal difficulties that are intrinsic to his work, together with the fact that he was not affiliated with any orthodox philosophical school. His interests and productions covered the study of a wide range of subjects, including the critical analysis of a wide variety of philosophies and thinkers. Among his fundamental interests, one can distinguish cognitive, logical, anthropological-existential, and ethical-religious topics, the Eastern philosophy –which he knew in-depth– and the fundamental issue of mysticism. In this paper we will discuss three important works of Fatone, which cover many of these representative issues; that would allow us to delineate his particular existential and philosophical positioning with some precision. Our thesis is that there is a systematic key of conceptual articulation, whose explanatory basis lies in the concept of denial, every time it will allow it to reconcile the mystic with the logic, identify what is essential for the freedom of man, characterize the divine nature and delimit the open ways to the encounter of man with God.El pensamiento de Vicente Fatone se encuentra injustamente postergado dentro de los estudios intelectuales de nuestro país. Las causas de ello, además de la profundidad de su pensamiento, quizás radiquen en dificultades formales intrínsecas a su obra, sumadas al hecho de no adscribir a ninguna escuela filosófica ortodoxa. Sus intereses y producciones abarcaron el estudio de una amplia serie de temáticas e incluyen el análisis crítico de una gran diversidad de filosofías y pensadores. Entre sus intereses fundamentales pueden distinguirse temáticas gnoseológicas y lógicas, antropológico existenciales, ético religiosas, la filosofía oriental –que conocía en profundidad–, y el tema fundamental de la mística. En el presente trabajo analizaremos tres importantes obras de Fatone, que abarcan muchas de estas temáticas representativas; lo que nos permitiría delinear con cierta precisión su particular posicionamiento vivencial y filosófico. Nuestra tesis será que existe una clave sistemática de articulación conceptual, cuyo fundamento explicativo se encuentra en el concepto de la negación, toda vez que será ella la que le permitirá conciliar la lógica con la mística, identificar lo esencial a la libertad del hombre, caracterizar la naturaleza divina y delimitar las vías abiertas para el encuentro del hombre con Dios
