    Voucher funds in transitional economies : the Czech and Slovak experience

    Voucher funds have arisen in the transitional economies of Eastern and Central Europe that have used voucher privatization. These funds collect vouchers from citizens and use them to buy shares in enterprises. In the Czech and Slovak Republics, voucher funds are typically organized as corporations owned by the citizens who contributed their vouchers. Recently, they have also been organized as unit trusts (either open-ended or closed). A management company manages the funds under a contract that specifies the management fee. The management company is typically owned by the initial sponsor of the fund - for example, a bank. Voucher funds can give owners a diversified and professionally managed portfolio. More important, the funds select who sits on an enterprise's governance boards (which oversee management and profitability). Although experience is limited, the funds in these two countries have probably stopped most fraud and self-serving by enterprise mangers and are beginning to encourage the restructuring needed for profitability. A few funds have replaced poorly performing or dishonest managers; more often, because qualified replacements are few, they encourage managers to improve performance. There have been complaints about funds'performance. Some have made unrealistic promises to voucher holders and have appointed poorly qualified members to management boards. There is concern about conflicts of interest in the bank-sponsored funds and excessive control of enterprises. Funds typically lack capital or expertise to undertake restructuring - but few other potential owners are likely to be better qualified. The author examines 27 regulations that have been proposed for funds. Regulations in transitional economies, unlike regulations in most western countries, should encourage funds to play a strong role in corporate governance, he contends, as few potential owners have this ability. Most important, regulations should require that funds disclose information about their operations so their owners can monitor and control fund managers. The regulatory regime, the author says, should discourage monopolies and anticompetitive behavior; create incentives for fund managers to improve fund performance; discourage self-serving or fraudulent behavior by fund managers, and conflicts of interest; and eliminate high-risk investments unacceptable to fund owners. Because there is so little experience with these funds, the regulatory regime should not be unduly restrictive.     O presente trabalho faz uma apresentação e análise sobre o sistema de ensino nas zonas libertadas da Guiné-Bissau entre 1968 e 1971. Tem como propósito mostrar o desenrolar do processo de implementação e o desenvolvimento das escolas e das ações educativas durante este período. O Partido Africano para Independência da Guiné e Cabo Verde (PAIGC) procurou implementar uma política educativa mais inclusiva e mais virada para a realidade da população local e africana. É também realizada uma abordagem sobre a educação antes da chegada do colonizador, pois embora seja um período caracterizado pela ausência de estabelecimentos do ensino formais, havia educação proporcionada pela sociedade guineense da altura. É feita uma análise sobre o ensino durante a colonização portuguesa na Guiné, definindo-se os objetivos desta educação, que apenas procurava preparar um pequeno grupo de pessoas que serviram de intermediários para a implementação das políticas coloniais junto das indígenas e apenas ministrava conteúdos que na época espelhavam unicamente a realidade portuguesa. A diretriz do PAIGC foi minimizar o sofrimento dos povos nas zonas libertadas, com a abertura das escolas. Em geral, este procurava essencialmente a africanização dos povos e o resgatar da identidade cultural dos povos da Guiné ameaçada pelo colonizador. O partido elegeu sempre a educação como o elemento de primeiro plano, para construção de um homem novo guineense. Por fim, é realizada uma análise sobre os grandes desafios do ensino guineense após a independência e até aos nossos dias.This paper presents and analyses the education system in the liberated areas of Guinea- Bissau between 1968 and 1971. Its purpose is to show how the process of implementation and the development of schools and educational activities unfolded during this period. The African Party for the Independence of Guinea and Cape Verde (PAIGC) sought to implement an educational policy that was more inclusive and more geared towards the reality of the local and African population. There is also an approach to education before the arrival of the colonisers, because although it was a period characterised by the absence of formal educational establishments, there was education provided by Guinean society at the time. An analysis is made of education during the Portuguese colonisation, defining the objectives of this education, which only sought to prepare a small group of people who served as intermediaries for the implementation of colonial policies among the indigenous people and only taught content that at the time only mirrored the Portuguese reality. The PAIGC's guideline was to minimise the suffering of the people in the liberated zones with the opening of schools. In general, the PAIGC essentially sought to Africanise the people and rescue the cultural identity of the Guinean peoples, which had been threatened by the colonisers. The party has always chosen education as a key element in the construction of a new Guinean man. Finally, an analysis is made of the major challenges facing Guinean education after independence and up to the present day

    Aplicación culinaria de la técnica de maduración en seco de cortes duros de res, borrego y gallina

    En el presente Proyecto de Intervención se propone utilizar técnicas de maduración en seco, de cortes duros de res, borrego y gallina, con la finalidad de suavizar y revalorizar estos productos para emplearlos en recetas de autor. Se ha trabajo con cortes duros de res y borrego, como: lomo, pecho y pierna, además de la utilización en su totalidad de gallina vieja, en lo cual se ha hecho uso del método de maduración en seco: Para la res; generalmente se emplea cortes de gran tamaño y que contenga grasa intramuscular, pero debido a la oferta de nuestro mercado, se realiza la primera prueba con lomo por su gran tamaño, pero escaso en grasa, así también se decide utilizar pecho y pierna, pudiendo observar cambios convenientes debido al proceso en periodos de uno a dos meses. Para el borrego; la maduración en seco se ve necesaria al encontrar en el mercado carne magra y dura, en lo cual, la pierna resulta ser el corte idóneo por su tamaño para madurarlo por un mes como máximo. Para la gallina; por ser un animal pequeño se considera aplicar la maduración en su totalidad reduciendo su desperdicio y aumentando su tiempo de conservación por una semana a dos como máximo. Finalmente, se elaboraron veinte recetas de autor sometido al análisis de expertos a través de un menú degustación.The present project proposes to use dry ageing techniques in hard cuts of beef, lamb and chicken, aimed to use these products in author recipes. The work was carried out with hard cuts of beef and lamb, as: pork loin, chest and leg, in addition to the use in their totality of gallina vieja (old chicken) in which use has been made of the method of maturation in dry. For beef; large cuts containing intramuscular fat are generally used, but due to the supply of our market, the first test is performed with loin for its large size, and fat, chest and leg were chosen, where changes in periods of one to two months were observed. For lamb, dry ageing is necessary because in the market, low-fat meat is found, in which, the leg turns out to be the ideal cut for its size to age during a month. For chicken; for being a small animal ageing is considered to apply entirely, reducing waste and increasing its shelf life for a week or maximum two.     AbstractThis paper discusses the use of evolution and maintenance techniques in scientific workflows context. Using version control and data provenance techniques, strategical information can be collected and analyzed using ontological rules. We present the E-SECO ProVersion approach, specified in the context of a Scientific Software Ecosystem, named E-SECO. E-SECO ProVersion is aimed of acting as a mediator to extract maintenance and evolution information from different workflows repositories. Therefore, it address the maintenance and evolution of scientific workflows, adapting concepts of software evolution and maintenance for the scientific experimentation context, through versioning and similarity degree obtained from data provenance support

    Cytotoxic and Antimicrobial Activity of Pseudopterosins and seco-Pseudopterosins Isolated from the Octocoral Pseudopterogorgia elisabethae of San Andrés and Providencia Islands (Southwest Caribbean Sea)

    To expand the potential of pseudopterosins and seco-pseudopterosins isolated from the octocoral Pseudopterogorgia elisabethae of San Andrés and Providencia islands (southwest Caribbean Sea), we report the anti-microbial profile against four pathogenic microorganisms (Staphylococcus aureus, Enterococcus faecalis, Pseudomonas aeruginosa and Candida albicans) and report a more complete cytotoxic profile against five human cells lines (HeLa, PC-3, HCT116, MCF-7 and BJ) for the compounds PsG, PsP, PsQ, PsS, PsT, PsU, 3-O-acetyl-PsU, seco-PsJ, seco-PsK and IMNGD. For the cytotoxic profiles, all compounds evaluated showed moderate and non-selective activity against both tumor and normal cell lines, where PsQ and PsG were the most active compounds (GI50 values between 5.8 µM to 12.0 µM). With respect to their anti-microbial activity the compounds showed good and selective activity against the Gram-positive bacteria, while they did not show activity against the Gram-negative bacterium or yeast. PsU, PsQ, PsS, seco-PsK and PsG were the most active compounds (IC50 2.9–4.5 µM) against S. aureus and PsG, PsU and seco-PsK showed good activity (IC50 3.1–3.8 µM) against E. faecalis, comparable to the reference drug vancomycin (4.2 µM)

    Tunable Cyclization Strategy for the Synthesis of Zizaene-, allo-Cedrane-, seco-Kaurane-, and seco-Atesane-Type Skeletons

    A versatile Lewis acid-mediated cyclization strategy has been developed for selectively establishing zizaene-, allo-cedrane-, seco-kaurane-, and seco-atesane-type skeletons. The zizaene- and seco-atesane-type skeletons can be obtained in a cascade manner, which involves Diels-Alder reaction of cyclic enones with bis-silyloxy dienes and carbocyclization of yne-enolates through Lewis acid dependent 5- or 6-exo-dig modes.     Antonio Otero Seco, the Forgotten Memory of a Spanish Republican Journalist, Literary Critic and Author in Exile

    The aim of this review is to raise awareness of the crucial importance which lies in rescuing the memory of Antonio Otero Seco, a fine Spanish poet, journalist and literary critic who went into exile after the Spanish Civil War. Due to this circumstance, his memory was progressively forgotten in his home country. He is famous for having made the last interview to Spanish major poet Federico García Lorca, just a few days before he was assassinated in Granada by the Falangist militia. His second greatest achievement was the publication of Gavroche en el Parapeto (1936), the first novel ever written in Spain dealing with the subject of the Spanish Civil War, in collaboration with colonel Elías Palma Ortega. Following the recent publication of the complete poetry of this author in Spain, called Poemas de ausencia y lejanía, published by ‘Libros de la Herida’ from Seville, I believe the perfect moment has come to place Otero Seco back on the spot as one of the greatest Spanish intellectuals of the 20th Century

    This article proposes three new interpretation keys in an approach to Viento seco by Daniel Caicedo: the emergence of poetic images in a prose dominated by stark realism, the chronological inversion of the central incidents and the complex structure of the novel. These aspects have been overlooked by criticism which, in general, has approached the novel with the preconception of its invalid literary value and testimonial importance. The analysis allows for the conclusion that the author, through these textual procedures, seeks not only the aesthetic dignity of his work, but also to draw the reader’s attention to that aspect.Este artículo propone tres claves de lectura nuevas para aproximarse a Viento seco de Daniel Caicedo: la irrupción de imágenes poéticas en una prosa dominada por el realismo descarnado, la inversión cronológica de los hechos centrales y la compleja estructura del relato. Estos aspectos han pasado inadvertidos para la crítica, que, en general, se ha aproximado a la novela con el prejuicio de su nulo valor literario y su importancia testimonial. El análisis permite concluir que el autor buscó a través de esos procedimientos textuales no solamente la dignidad estética de su obra, sino llamar la atención del lector sobre esa dimensión

    Rancho Seco building wake effects on atmospheric diffusion: simulation in a meteorological wind tunnel

Revised December 1979.Wind tunnel diffusion tests were conducted on 1:500 scale models of the Rancho Seco Nuclear Power Station, California; surrounding buildings, hyperbolic cooling towers, and terrain were similarly modeled in the Meteorological Wind Tunnel at Colorado State University. The purpose was to quantify the effects on diffusion of buildings perturbing the mean flow. The test program consisted of three gaseous tracer releases of gases having no appreciable plume rise from ground, building, and containment vessel top heights. The program was repeated for eight wind directions and cases of unstable, neutral, and stable atmospheric stratification conditions. Results show that the buildings significantly perturb the dispersion patterns from the flat terrain isolated source release case, hence buildings, hyperbolic towers, and terrain in the immediate vicinity of the release have a major effect. Maximum ground level normalized concentrations occurred during stable stratification. Upwind or downwind presence of the hyperbolic cooling towers was felt by the shift of ground level concentration values toward conditions approximately two categories more unstable than that suggested by the Pasquill-Gifford curves for the background flow stability. Data from three of the eight wind directions have been examined in some detail. These included 135°, containment building upwind of cooling towers; 225°, cooling towers to the side of the containment vessel wake; and 315°, cooling towers upwind of the containment vessel. If it is assumed that wind tunnel measurements are equivalent to field averaging times of 10 minutes, then the model concentrations adjusted to equivalent one-hour field sampling times overpredict field measurements for these cases by at most a factor of 1.7
