Hannah Arendt: self, community, and the specter of totalitarianism
The argument that I present is that Arendt falls short of providing a mitigation of the political crisis of modernity. She commits what I see as a fundamental error, that of confusing an existential self for a political self. Her primary goal, I believe, is to establish a means by which we may exercise the existential self safely, from within a virtuous community. The concern I have with Arendt’s political work is that it does not provide a political solution to political problems, but rather relies on an existential self-exposure that lacks the values of political commitment. Despite all of her good intentions, the result is a politics without direction. Arendt is unwilling to allow human civilization to be thrown onto the rubbish heap, and she attempts to indicate the ways in which humanity can actively create and maintain the world: we need not succumb to fate. Arendt wants to strip the individual of both narcissism and hubris, of the compulsion toward authenticity, and wants Self and community to recognize that both are man-made. Because of the artifice of both, each requires a constant vigilance and care. Her political thought relies upon an insistence on the human ability to create and respond, to actively generate the world in which we live. Public space is to be valued as that which allows individuals to overcome their sense of superfluousness, and thus, public space is valued not as a political starting point, but for its own being-ness. She attempts to substitute the yearning of existentialism into an expressly political domain. Ultimately, it is Arendt’s narrow reading of ‘ideology’ on which her theory flounders. She fails to recognize that ideologies can be viewed as either ‘progressive’ or ‘reactionary,‘ viewing all instead as part of a single Tradition. However, as I argue, without ideology, we cannot translate political goods into political goals. Arendt refuses to view ideology as a freely-chosen position that represents my choices about the ‘best society,’ of what I wish to attach myself to in order to see my principles and interests met.Ph. International audienceCette contribution 1 est issue de nos travaux dans le cadre du projet de recherche MINWEB (« Minorités, identités numériques et circulation des messages politiques sur le Web dans le Sahara » 2) au cours duquel nous nous sommes attachées à l'observation et à la compréhension des mobilisations politiques « en ligne » de la part des partisans indépendantistes investis dans le récent conflit séparatiste insurrectionnel armé au Nord Mali. Nous nous concentrerons sur les images produites et circulantes sur le Web, et plus précisément celles de l'affichage partisan/militant sur Facebook, média central et dynamique dans les mobilisations contestataires à l'oeuvre et dont l'investigation permet en bonne partie de saisir les stratégies, écueils et ressorts de cette résistance électronique. Après avoir présenté le projet de la recherche, du cas d'étude et de la méthodologie (1 ère partie), nous explorerons la thématique des images et identités numériques des militants pro Azawad sur Facebook (seconde partie). En troisième partie conclusive nous évoquerons quelques questions que pose le flux dynamique des images en contexte

International audienceDans une approche interdisciplinaire anthropo-communicationnelle, la notion d’identité est interrogée par l’étude du processus collectif de commémoration d’un héros dans la communication numérique. Quelles sont les modalités de fabrication du héros ? Que nous dit le corpus des rapports de force qui président à la fabrication de ce héros ? Une étude des traits héroïques de Mano Dayak, leader de la rébellion touarègue des années 90, est conduite sur un corpus constitué d’une discussion WhatsApp ayant eu lieu pendant un mois, à l’occasion des vingt ans de son décès. Si la commémoration actualise et transforme la figure du leader en héros de la rébellion actuelle, elle masque également toutes les autres morts dont les Touaregs par coutume ne peuvent parler
Agri-food Trade Specialisation Pattern in the New EU Member States
The paper analyses development of agri-food trade specialisation pattern in eight EU Member States of the 2004 and 2007 enlargements (NMS) during the period 2000 – 2005. Over the period analysed, the NMS were not able to hold trade positions in the most competitive commodities, but on the other hand, positions of a number of previously uncompetitive commodities improved. [eng] Competitivity, specialization and world demand -There are several ways of judging the competitivity of an economy: the author has chosen to appraise it by means of the balance of trade. If the different countries' prices are converted into dollars, for instance, taking evidently into account the fluctuations of exchange rates, it is liable to establish that countries whose prices' evolution proves most favourable are not always apt to meet with international competition. Consequently, in order, to evaluate a country's competitivity, it appears most important to consider if it is apt to meet with other economies' requirements. Starting from the classification of 54 commodities according toWorld demand's, importance, Groupe d'études prospectives internationales has elaborated for each of the Western industrialized Countries (grouped into 12 geographic annex countries) a synthetical indicator which characterizes the specialization of the country taken into account in the course of the period extending from 1964 to 1972. During that interval, French economic specialization, contrarily to that of Japan, seems only slightly dynamic and not really incline to meet with international markets requirements. In other respects, a well performed specialization appears as a factor of growth for the country which carries it on. The Conflicting Poetics of Antiquity in De Quincey’s Autobiographical Works: Orestes, Oedipus and the Expression of Trauma
Thomas De Quincey was a distinguished classicist who appropriated the Greek antique heritage in his works, both formally and thematically. Some of his texts are informed by rhetorical and oratorical models, as had often been the case for didactic essays from the early 17th century onwards in Britain. But De Quincey’s originality lies elsewhere, since this rhetoric, as an instrument ensuring measure and (self-)control, is at odds with his groundbreaking (and uncanny) resort to Greek tragic models (Sophocles and Euripides, in particular) in his autobiographical texts. He pioneered the use of the Greek tragic heritage as the expression of dysfunctional family relationships, personal emotional trouble and trauma. The figure of Orestes in The Confessions of an English Opium-Eater, and above all that of Oedipus which literally haunts his autobiographical works and even features in some of his essays, represent his own uncanny doubles―explicitly in the case of Orestes, and in a barely disguised way in that of Oedipus. This diverting, or even twisting, of the classical heritage for introspection purposes was quite unprecedented but is also deeply illuminating. Stylistically, thematically and ideologically, the “law of antagonism” that was the cornerstone of De Quincey’s conception of existence, also shapes his works, with a permanent tension between balance and control (achieved through classic rhetoric) and the emotional violence, and the threat of disintegration (expressed by the Greek tragic paradigms). The paper highlights the radically new use of the (fantasized) tragic figures of Orestes and Oedipus as autobiographical vehicles, showing how they serve as the filters through which the author revisits his painful childhood and youth, his disturbed relationship with his mother, and represents them reticently and obliquely
Ségrégation sociale et intervention publique : analyse économique d'une politique d'incitation à la production de logements sociaux
Socio-spatial segmentation causes a situation where urban areas are insulated from dynamic areas and in which populations having economic and social difficulties are concentred. The consequences of segmentation are even more detrimental as it lasts longer because of a process of self-reinforcement. Segmentation becomes segregation. The first part of this thesis presents the forms, causes and consequences of the sociospatial segmentation. Given the negative consequences of socio-spatial segregation (in terms of income, education, professional trajectory...), public intervention aiming at enhancing social mixing in urban space seems a priori justified. In the second part, I insist on the place of housing policy. Since 2000, French “SRU law” (for “Solidarité et Renouvellement Urbains” – urban solidarity and urban renewal) compels urban municipalities to offer at least 20 % of social housing. Municipalities that do comply with this quota are sanctioned by a levy on their revenue. The incentives and functionality of the SRU law have been the subject of a wide-ranging debate. Are the penalties insufficiently high? Do real estate prices, scarcity of land, the tax base of the city, the type of municipality (rural, urban...), the preferences of the inhabitants, the political affiliation of the mayor... influence the effort of the municipalities? The theoretical model we develop, using a principal-agent framework, aims at studying the incentives properties of this rule and introducing the political and economic constraints that affect the local public decision maker. The third part deals with the implementation of the law in Ile-de-France. After the examination of geographical distribution of social housing and the results of the implementation, three years after its promulgation, we try to identify the politico-economic determinants of the additional social housing supply in Ile-de-France. Thanks to econometric tools, we find real estate prices, type of municipality (rural, urban), initial proportion of social housing influence the effort of the mayors. Penalties are inoperative. Our results enable us to moderate the effectiveness of the SRU law in stimulating the social housing supply in particular municipalities.La segmentation sociospatiale génère une situation où des quartiers sont isolés des zones dynamiques et dans lesquels sont concentrées des populations rencontrant des difficultés socio-économiques. Les conséquences de la segmentation sont d'autant plus néfastes qu'elle perdure à cause d'une dynamique cumulative. La segmentation dégénère alors en ségrégation. La première partie de cette thèse présente les formes, les causes et les conséquences de la segmentation sociospatiale. A cause des conséquences négatives de la ségrégation sociospatiale (en termes de revenus, d'éducation et d'emplois), une intervention publique ayant pour objectif d'améliorer la mixité sociale à l'échelle urbaine semble a priori justifiée. Dans la deuxième partie, nous insistons sur le rôle de la politique du logement social. Depuis 2000, la loi Solidarité et Renouvellement Urbains oblige les communes urbanisées à détenir au moins 20 % de logements sociaux sous peine d'un prélèvement sur leurs recettes fiscales. Le caractère incitatif et opérationnel de la loi SRU fait l'objet de nombreux débats. Le prélèvement est-il assez élevé? Les prix de l'immobilier, la rareté du foncier, le potentiel fiscal, le type de commune (rural, urbain), les références des habitants, la couleur politique du maire...influencent-ils l'effort des municipalités? Le modèle principal-agent que nous développons vise à étudier les propriétés incitatives du dispositif et à expliciter les contraintes politico-économiques qui affectent la décision publique locale. La troisième partie s'intéresse à l'application de la loi en Ile-de-France. Après avoir proposé un état des lieux de la répartition géographique des logements sociaux et un bilan de l'application de la loi suite à la première période triennale, nous cherchons à identifier les déterminants politico-économiques de l'offre additionnelle de logements sociaux en Ile-de-France. Les résultats économétriques auxquels nous parvenons montrent notamment que les prix immobiliers, le caractère rural des communes et le taux initial de logement social influencent le niveau d'effort des maires. Le prélèvement n'est pas influent. Nos résultats nous conduisent à nuancer la capacité de la loi à inciter la production de logements sociaux dans des villes aux caractéristiques particulières
The role of infrastructure investment location in China's western development
Development of the western region is vital to the balanced growth of China. The author studies the impacts of infrastructure investment that may most efficiently alleviate the burden of geographical remoteness of the West. Having constructed the ?adjusted distance? to approximate the transport cost, which takes into account the effects of real distance and infrastructure development, the author defines the ?peripheral degree? to measure the effective remoteness of a province to an economic center. Using panel data for 1979?99 from the Chinese provinces, she shows that geographic attractiveness plays a significant role in aSolow-type growth determination model. Given the invariability of pure geographic position, progress in transportation facilities is essential to reduce the geographic handicap and to encourage the catching-up of the western region. The author?s simulation results show that the central transportation hubs (Hubei, Henan, and Hunan) merit most infrastructure investments, for they favor the development of many provinces, if regional balanced growth is considered as the prime objective. In particular, improvement in the transportation facilities in central hubs will have greater effects on western development than that in the western region by itself.
