    The elimination and the regulation of informal payments in the state-funded health care sector is an on-going policy fiasco in the post-socialist Hungary. Fanni Gyurko analysed patients’ and doctors’ perceptions regarding the state regulation of ‘thank-you-money’ and she also inquired what these actors actually perceive as ‘law’. She concluded that although the elimination of the informal payments by using either forbidding or encouraging formal interventions is difficult, greater transparency throughout the healthcare sector would eliminate some of the coercive factors that patients are faced with in relation to the doctors.<br/

    Optimization of a power line communication system to manage electric vehicle charging stations in a smart grid

    In this paper, a procedure is proposed to design a power line communication (PLC) system to perform the digital transmission in a distributed energy storage system consisting of fleets of electric cars. PLC uses existing power cables or wires as data communication multicarrier channels. For each vehicle, the information to be transmitted can be, for example: the models of the batteries, the level of the charge state, and the schedule of charging/discharging. Orthogonal frequency division multiplexing modulation (OFDM) is used for the bit loading, whose parameters are optimized to find the best compromise between the communication conflicting objectives of minimizing the signal power, maximizing the bit rate, and minimizing the bit error rate. The off-line design is modeled as a multi-objective optimization problem, whose solution supplies a set of Pareto optimal solutions. At the same time, as many charging stations share part of the transmission line, the optimization problem includes also the assignment of the sub-carriers to the single charging stations. Each connection between the control node and a charging station has its own frequency response and is affected by a noise spectrum. In this paper, a procedure is presented, called Chimera, which allows one to solve the multi-objective optimization problem with respect to a unique frequency response, representing the whole set of lines connecting each charging station with the central node. Among the provided Pareto solutions, the designer will make the final decision based on the control system requirements and/or the hardware constraints

    In a recent paper, Pan [1] presented numerical results for the characteristic impedance of a large number of coaxial systems with different geometry, and compared them with earlier published results. Here, the recently developed numerical techniques for the inversion of the Schwarz-Christoffel conformal transformation [2] have been used to compare the results presented in [1]. The results agree very well, thus lending further weight to the two calculation techniques discussed in [1] and [2]

(E) Isi Abstrak Pada tingkat pertama Parlin Riduansyah selaku terdakwa dinyatakan tidak terbukti atas seluruh dakwaan Jaksa Penuntut Umum tentang tindak pidana eksplorasi pertambangan tanpa izin menteri sehingga oleh Pengadilan Negeri Banjarmasin diputus bebas. Atas putusan pembebasan tersebut, Jaksa Penuntut Umum kemudian mengajukan kasasi, oleh Mahkamah Agung permohonan kasasi tersebut dikabulkan, Putusan Pengadilan Negeri Banjarmasin kemudian dibatalkan dan oleh Mahkamah Agung diputus terdakwa terbukti bersalah dan terdakwa divonis dengan pidana penjara selama 3 tahun penjara, dan terdakwa mengajukan permohonan Peninjauan Kembali (PK). Mengapa pada kasus putusan Mahkamah Agung No. 157PK/Pid.Sus/2011 Jaksa Penuntut Umum diperkenankan mengajukan peninjauan kembali ? Tipe penelitian yang digunakan di dalam penulisan skripsi ini menggunakan metode penelitian hukum normatif, yaitu: mengkaji hukum yang dikonsepkan sebagai norma atau kaidah yang berlaku dalam masyarakat, dan menjadi acuan perilaku setiap orang. Atas dasar alasan yang sama sebagaimana tersebut pada ayat (2) terhadap suatu putusan pengadilan yang telah memperoleh kekuatan hukum tetap dapat diajukan permintaan Peninjauan Kembali (PK) apabila dalam suatu putusan itu, suatu perbuatan yang didakwakan telah dinyatakan terbukti akan tetapi tidak diikuti oleh suatu pemidanaan. Hal ini tentu karena mungkin ada kekhilafan hakim atau suatu kekeliruan yang nyata, sebagaimana dimaksud dalam Pasal 263 ayat (2) butir c. Dengan terdapatnya suatu keadaan di mana disatu pihak MA membenarkan dan menerima PK jaksa, sementara dipihak lain tidak, maka berdaskan azas penerobosan legalitas (Pasal 1 Ayat (2) KUHAP) dan adagium ?in dubio pro reo?, seharusnya kedepan MA memilih putusan (hukum) yang menguntungkan terdakwa.
