    Challenges of Managing Natural Resources in West Sumatra Indonesia

    Sumatra Island, a global hotspot for biodiversity, is home to the world’s last remaining endangered species, particularly Sumatran tigers, elephants, and rhinos. It is one of the largest islands of Indonesia, accommodating around one-quarter of the population of the country. The natural resources of this area are under threat from serious environmental challenges. This chapter describes the effects of decentralization on local resources management in West Sumatra followed by discussion on resource-specific issues including deforestation, forest degradation, illegal logging, deterioration of land resources, and conflicts over water-related issues and biodiversity loss. These issues threaten the sustainability of the natural resources as well as the viability of local community’s livelihoods

    An integrated approach for irrigation water allocation in a small river basin: the case of the Tampo River basin in West Sumatra, Indonesia

The disputes are not only due to the changes in water demand but also in the supply system of water within the basin. However, as the two types of basins are different, both in terms of the physical characteristics of water resources and the socio-institutional of water users, the approaches or methods that have been widely applied in large river basins could not practically be applicable for solving the conflict over water in small river basins. Unlike in the large river basins, hydrological data required for analyzing the problem of water allocation in the small river basin are not sufficiently available. The socio-institutional characteristics of water users in small upland river basins in developing countries are also complicated. With regard to the failure of water resource development in small upland basins in the past several decades, the present study intends to define an integrated approach for water management in a small river basin. To construct an integrated approach for small river basins, a case study approach from the Tampo river basin, West Sumatra, Indonesia was chosen. An integrated simulation model was developed by combining physical and socio-institutional analyses. This model that consists of simple hydrologic, irrigation water requirement, water balance, and impact analysis modules, was used to assess the impact of management alternatives and combined with public consultation to determine stakeholder preferences. The AHP (Analytic Hierarchical Process) method was then used to obtain the most acceptable option for all stakeholders in the Tampo river basin. Although there are some constraints and limitations in the application of this integrated approach, the present study has demonstrated an attempt to bridge the gap in the debate between a technical and an institutional approach in water resource development and management. Moreover the achievement in defining this approach for the Tampo river basin provides the possibility of applying the framework for this integrated approach in other small river basins
