No full textDopo oltre un secolo di politiche meridionaliste — dalle misure post-unitarie sino all’Intervento Straordinario e la Nuova Programmazione — sembrerebbe che nulla resti più da inventare e che si registri una sorta di ciclicità nelle politiche stesse. Tale scoperta, lungi dal creare un effetto “scoraggiamento”, deve servire da slancio per continuare ad apprendere da quanto già è stato fatto. Obiettivo di questo modesto volume è contribuire a ciò, tentando di riportare il dibattito dall’opportunismo politico a dati concreti ed a una dimensione analitica e storico-interpretativa, con la consapevolezza che ogni visione resta sempre parziale e limitata. Nel corso dei capitoli si ricostruisce l’evoluzione delle politiche per il Sud, con particolare attenzione alla fase che va dal dopoguerra ad oggi ed alla problematica della spesa pubblica. No full textThis qualitative research involved a group of temporary low-skilled workers of the Polyclinic of Messina. Fifty in-depth interviews and life histories were collected, besides the analysis of other materials. The study has investigated the material life organization of the precarious workers auxiliaries and their families. The precariousness in the public sector generated a peculiar circularity between formal and informal works, public (guaranteed) and private jobs (unguaranteed). In order to contain this life’s uncertainty, the precarious workers activate different “stabilizing anchorages” or survival strategies (linked to the housing or to the public job). The study analyses how the workers deploy subsistence strategies and generate forms of resistance, which are placed at the crossing of informality and illegality, with a tendency towards individualistic appropriation and often present “unscrupulous” attitudes with regard to eventual benefits that the formal-institutional system makes available. Within such framework, the protagonists act in original and unexpected ways, and show a great suitable capacity
Dalla retorica del NPM al cambiamento in concreto: il caso di un centro di smistamento postale
No full textDuring the last decades a process of public service reform has been run; it consists in tendency to the use of marked-oriented mechanisms in the public administration management (New Public Management). If, theoretically, the adoption of NPM seems to be simple and without any problem, the fulfilment of the change is, actually, difficult and ambiguous, especially because employers have to put into practice the reform. The paper is about the case of the privatization of the post service. The rhetoric of postal privatization is based on the passage from a red-taped, hierarchical and patronage-relationship model to an horizontal, flexible and meritocratic one. However, from the analysis of a sorting office emerges that the employers live the process of change in a uncertain and contradictory way, and consider the main organizational innovations as a process of downgrading
