    Implementation of solar photovoltaics through collaborative governance in Copenhagen Municipality

    På baggrund af adskillige skelsættende begivenheder (Paris aftalen, IPCC-rapporten, Europaparlamentsvalg samt Danmarks folketingsvalg) med fokus på klimaet og bæredygtig omstilling, er opmærksomheden på især energiplanlægning i de danske kommunerne blevet intensiveret. I Københavns Kommune (KK) blev det i 2012 vedtaget af Borgerrepræsentationen, at KK skulle være verdens første hovedstad til at blive CO2 neutral i 2025. Dette har sat pres på bæredygtige tiltag i energiproduktionssektoren, hvortil KK med omfattende initiativer blandt andet ønsker at forøge den eksisterende solcellekapacitet, ikke kun på marker, men også på hustage inde i byen. ’Solar Distrikt NV’ er ét af disse tiltag, som forsøger at udbrede bygningsintegreret solcelleløsninger i det private boligsegment i Københavns Nordvestkvarter. Projektet består af et samarbejde på tværs af offentlige og private aktører, som udgør KK, beboerne i Nordvest samt diverse solcelleproducenter- og eksperter. Dette samarbejde ønsker at sætte fokus på solcelleløsninger på bygninger i København, som ikke går på kompromis med hverken de arkitektoniske eller bevaringsværdige værdier, og som overholder de lovgivningsmæssige rammevilkår for solceller. Dog har det vist sig, at dybdegående rammevilkår for solceller forringer muligheden for at opnå målet som KK har sat, samtidig med at interne barrierer, konflikter og endda styringsparadokser i samarbejdet understreger kompleksiteten ved solcelleplanlægning i Kommunens private boligsegment

    Municipal co-creation with the citizens in Allerød Municipality: Governance, planning, democracy, organizational management and citizen involvement

    This report examines the relation between a municipal institution and the public sphere, i.e. the citizens (private, associations and companies) of Allerød Municipality as a case study in what is known as the Visionsproces. It is investigating in an organizational aspect how theories of involvement of the citizens in the strategic planning of a municipality, can lead to a better relation between those who serve, and the citizens who receive the services. The theoretical framing is based on theories of modern governance paradigms in a municipal organization and addresses aspects as why and how to include the citizens in the making of a strategic development plan. It also explores concepts of democracy that is being used as an analytical framework for the objectiveness and democratic behavior. It brings up analytical questions for how to seize benefits and in what terms value exists because of having citizen inclusive- and network-oriented paradigms of governance. It provides empirical insight in form of examining public documents intended for the internal process of creating the visionary outline for the municipal planning and including published literature that describes other cases of citizen inclusion in policy making and urban planning. It also includes interviews and exit surveys from a citizen gathering to get a qualitative insight in the administration employees and the actively involving citizens who is inquired in the Visionsproces. It then elaborates its examination on the intentions and design of the internal processes to evaluate how the quest of inclusion of the citizens is being treated and carried through by the municipality. It concludes that the processes of governance resemble a hybrid of older and modern hierarchy of governance that each has their pros and cons from a democracy perspective point of view. It covers that the framing of the subjects discussed for the Visionsproces is not only an administrational task but is also made from structured inquiries of the citizens visions. It also infers that the incentive from the municipality of improved citizen involvement can lead to an improved relation between the municipality and the citizens, however it recognizes a lack of structured evaluation from the municipality and suffers from a short timespan compared to the whole temporal length of the Visionsproces

    Crowdsource the city? A thought experiment in the context of Copenhagen's Integrated Urban Renewal

    Taking different forms and varying in emphasis, civic crowdsourcing platforms centre around the aim to increase citizen’s involvement in giving shape to their neighbourhoods. Under rhetoric such as “putting the community in the driving seat” (Spacehive.com), they claim to offer tools that can be used to unleash and build upon the creative potential of a diverse citizenry, strengthen community ties and enhance ownership over the public sphere. Putting those claims to question, this research uses a participatory governance perspective to investigate how civic crowdsourcing can be understood from an urban governance context, and what they imply for the democratic qualities of citizen participation processes at the local neighbourhood scale. Given the prime importance of context-specificity in this question, the case of Copenhagen’s Integrated Urban Renewal programme (Områdefornyelse) is used to anchor the analysis. Overviewing international examples of existing platforms allows us to characterize the wide variety of approaches to civic crowdsourcing, and to distil patterns into a threefold typology. Drawing upon desktop study methods and exploratory interviews, their democratic effects and the controversies they give rise to are characterized along the five core democratic notions of access, accountability, public deliberation, adaptiveness and development of political identity. Two workshops, each with a discussion and a prototyping round, are held with a diverse set of Copenhagen’s urban actors, in order to test how these controversial features of civic crowdsourcing are perceived, and to what extent and under what conditions this method can (not) provide value in participatory processes in Copenhagen’s Integrated Urban Renewal programme. This research finds that while civil society actors and municipal actors include remarkable different emphases in their prototyped platforms, common ground is found in the importance to connect online arrangements to strong offline counterparts, and methods of bridging between municipal actors and citizens. In both ways, the envisaged platforms go beyond the examples that are currently observed internationally. In the hypothetical case of operationalization of a prototype along these lines, this might constitute its greatest risk for failure, or turn out to be a major strength

    A Data Envelopment Analysis Approach to the Assessment of Natural Parks’ Economic Efficiency and Sustainability. The Case of Italian National Parks

    Wilderness protection is a growing necessity for modern societies, and this is particularly true for areas where population density is extremely high, as for example Europe. Conservation, however, implies very high opportunity costs. It is thus crucial to create incentives to efficient management practices, to promote benchmarking and to improve conservation management. In the present paper we propose a methodology based on Data Envelopment Analysis, DEA, a non parametric benchmarking technique specifically developed to assess the relative efficiency of decision-making units. In particular, the objective of the discussed methodology is to assess the relative efficiency of the management units of the protected area and to indicate how it could be improved, by providing a set of guidelines. The main advantage of this methodology is that it allows to assess the efficiency of natural parks’ management not only internally (comparing the performance of the park to itself in time) but also by external benchmarking, thus providing new and different perspectives on potential improvements. Although the proposed methodology is fairly general, we have applied it to the context of Italian National Parks in order to produce a representative case study. Specifically, the choice of adequate cost and benefit indicators is a very important and delicate phase of any benchmark analysis. For this purpose, a questionnaire was used to investigate the opinions of Italian National Parks managers and stakeholders and to define the relevant indicators for the analysis.
