Elections to the Fourth State Duma of the Russian Empire as Assessed by the Newspaper Arkhangelsk
No full textThe article deals with the issues of coverage of the election campaign to the Fourth State Duma of the Russian Empire in Arkhangelsk Governorate. For the first time in historiography, the author reconstructs the process of the 1912 elections in the territory of Arkhangelsk Governorate on the basis of the publications in the Kadet newspaper Arkhangelsk. The author shows the attitude of the newspaper editors to the current electoral legislation and the initiatives for its development (disenfranchisement of the clergy, women’s suffrage). The author provides a comparative analysis of the number of voters in the elections to the Third and Fourth State Dumas by uyezd and considers representation of each group of voters in the governorate electoral assembly. In the agenda of the newspaper Arkhangelsk, the author highlights the following key issues in the coverage of the elections: participation of the clergy in the elections, influence of the authorities on the course of the election campaign, of the elections in uyezds, election campaigning, and forecasting the election results. Specific attitude of the newspaper editors to the results of the elections to the Fourth State Duma is shown

The article's aim is to define the legal nature of the deputy's material status and establish a uniform stance for opinions and legislative settings in respect of the status of high-ranking officials in the Russian Federation. The author's study into the legal regulation of the social status of high-ranking government officials reveals a mismatch between the theoretical and legislative fundamentals of regulating the legal status of State Duma deputies. The author suggests fine-tuning the fundamentals of the social status of State Duma deputies in corresponding conjunction with constitutional-legal norms. In particular, to remediate said discrepancies in legislation, the author suggests making amendments to the Federal Law "On the Status of Members of the Federation Council and the Status of Deputies of the State Duma of the Federal Assembly of the Russian Federation"

The urgency of an issue is caused by modern scientific and public interest in a role of ethnoconfessional question in the first parliament of Russia - the State Duma of 1906-1917. The article aims to show that the Duma of the first two convocations in 1906-1907 played a noticeable role not only in the class struggle, as it was widely covered in the literature, but also was readily apparent in ethno-political process of multi-ethnic Russia. On the basis of the systematic, statutory and regulatory and statistical methods the author traces as special Election Rules from outlying regions (1905-1906) with the low level of representation, especially from non-russian population group, and also territorial and ethnic districts that created as a result new ethno-political geography of the Russian Empire. The author comes to a conclusion that despite these restrictions, the nonrussian peoples representation in the First and Second Duma was very noticeable that allowed to organize the Duma ethno-confessional factions. These factions and groups legally demonstrated ethnical, confessional and regional interests and tried to join in legislative process with requirements of ethnic and confessional groups equality, restoration of an autonomy of Poland and development of local governance, the court and the school in national languages

No full textAbstract: Sociological forecasting of political processes arose as a powerful industry. Nevertheless, results of the polls conducted by the major agencies diverged significantly with the voting in 2011 State Duma elections. The article analyses major complications in forecasting results of elections using sociological data, including psychological factors, role of mass media and administrative resource. The author identifies strategies of the opposition, as well as proves predominant importance of Vladimir Putin for the electoral success of the ruling party on the basis of the polls
